Consolidated RFIs with Responses - 36C257220004:

1. Phasing note 3 requires the contractor to provide ADA Valet Parking Services. Valet parking services are not typically provided by construction companies. Please confirm / verify that contractors are NOT required to provide Valet services for this project.

A: Valet and shuttle services will be responsible by the VA.

2. Pavement Reconstruction Legend on CG Plan sheets indicate the third item down with diagonal markings to be "Demolish, Remove, and Reconstruct Existing Pavement Furnish and Install New Hot Mix Asphalt Pavement Section - Heavy Duty." Please clarify which flexible pavement method is required to be used for these areas. Plan sheet C-701 lists several including (1) Full Depth Replace without geo-grid, Full Depth Replace with Geogrid and Full Depth Reclamation.

A: The note on the newly released plans Pavement Reconstruction Legend specifically states

“Heavy Duty Full Depth Replace with Geogrid”

3. Plan sheet C701 includes Full Depth Reclamation sections which utilizes/recycles existing. Plan sheets do not appear to identify the existing parking lot/road sections. Please provide information on the existing parking & road construction including thicknesses.

A: Full depth reclamation only applies to light duty paving. Existing thicknesses can be found on the Geotech report, page 6, on sheet C701.

4. C-001 Walkway, marking and signage Note 18 (bolded) states "It is the contractor's responsibility to furnish and install al labor, overhead, equipment, etc., as required, to provide removal and replacement of all site signage and pavement markings affected by new construction. We understand site signage and pavement markings are as designed on the drawings.

A: Not a question.

5. Special Conc Note 1 is used on CS101, CG101 thru CG105, CG108 thru CG111... and states "In addition to the specific areas detailed on the plans, the contractor will be responsible for up to 7,500 square feet of additional miscellaneous concrete repairs, to include, sidewalk, ada ramps, and curb and gutter, located at the cor direction. This work is incidental to the contract work and no additional separate payment will be made thereof." We understand that an allowance of 7,500 square feet total is the requirement and not 7,500 square feet each time the note is used. If this is not a correct understanding, please clarify otherwise by amendment.

A: One lump amount of 7,500 sqft of miscellaneous concrete repairs is required in the contract, not per note.

6. Special Conc Note 1 used on CS101, CG101 thru CG105, CG108 thru CG111 indicates to repair 7,500 SF of sidewalk, ada ramps, and curb and gutter. How should the repair be made? Is repair intended to mean removal and replacement including related base course? Please define scope of 'repair' required by this general note.

A: Repair is intended to be removal and replacement, to include any repair to base course for proper construction and quality product.

7. CG101 Note 1 typically on many sheets. We assume this is limited to the work shown on the plans. If this is not a correct understanding, please identify / clarify what this note is requiring by amendment.

A: Note 1 being the “contractor shall coordinate demolition of existing structures….with owner”, yes this is limited to the work shown on the plans and the addition 7,500 sqft of concrete repairs.

8. CG101 Note 2 (typical many sheets) states "Existing utilities were located by field research/observation. Prior to construction, the contractor shall locate utilities and shall provide removal, relocation, and /or replacement at his cost." We assume this project has been designed and that the required utility relocation/removal work is as shown on the plans and is not an open-ended requirement which cannot be quantified pre-bid. If this is not a correct understanding, please provide additional design showing the additional utilities requiring relocation or removal by amendment.

A: All required utility location will be shown on the plans. If any deviations occur in the field, notify COR immediately.

9. We understand that areas within the specific phases as shown on CS103 Phasing Plan will be provided to the contractor and that no vehicle or pedestrian traffic will traverse through these areas at any one time. If this is not a correct understanding, please identify/clarify specific requirement by amendment. For example, Lot A Parking Improvements will block off access between building 1 and 11 as well as entry/exit to building 11 dock/steps/ada ramp. Another example is Lot G parking improvements phase will close off access to the main drive to the hospital. Lot K Improvements phase blocks off access to buildings 44, 46, 98a, 98b, 119…etc.

A: Contractor will be required to fence off each phase to prevent access with chain link fencing.

11. General Construction Note 3 on C-001 states "Prior to the beginning of any construction, the contractor shall verify horizontal and vertical locations of all existing utilities located within the vicinity of any work. If the existing utilities are in any way different from what is shown on the drawings, then it shall be the contractor's responsibility to notify the owner project representative and the project engineer before proceeding with any construction. The contractor shall be responsible for all repairs to fix damages incurred to existing utilities during construction." Vertical locations of existing utilities haven't been provided other than overhead or underground. We assume contractor will do their best to locate existing utilities, but that any unforeseen site conditions/utilities not shown or found will be handled as such with a modification. If this isn't a correct understanding, please clarify by amendment with specific requirements.

A: Contractor is required their due diligence performing line and utility locates. Unforeseen conditions will be analyzed on a case by case basis with the COR.

12. General note 2 on C-001 states "The contractor shall contact all local utilities companies and any other utility company that serves the area at least 72 hours prior to construction to verify locations of existing utility lines."
