CONTINUATION PAGE
1. Please clarify the index of refraction (e.g. 1.60, 1.67, or 1.74) required for hi-index lenses as requested in CLIN 0001AD and similar CLIN’s that are requesting hi-index lenses.
a) Please see revised price schedule (Revised SCHEDULE 0005)
2. As a follow-up to question 13, can VA please provide additional details as to what is being requested as it relates to providing certification that any lenses provided will meet the requirements of ANSI? Which ANSI requirements is VA specifically referring to and does VA expect this documentation for every type of lens that the offeror uses? Would a statement from the offeror stating that all lenses that will be used in the servicing of this contract will meet the requirements of ANSI (once requirements are made clear by VA) suffice?
a) All lenses must comply with ANSI Z80.1 2020 – Ophthalmic – prescription ophthalmic lenses
b) Any safety glass lenses must comply with ANSI/ISEA Z87.1 2020
c) Yes, a statement that all lenses will meet ANSI standards is sufficient
3. As a follow-up to questions 13 and 20 and as a result of no lens catalog being required, are offerors still required to provide availability of lens blank sizes and a description of progressive layout of lenses proposed?
a) No, we removed the lens catalog
4. VA agreed to the change proposed in question 17 but the phrasing of the contract language as stated in section 1.3.1 is incorrect. We believe what VA meant to say was “The contractor shall deliver all items no later than SEVEN (7) BUSINESS DAYS after receipt of prescription/order issued by Government authorized personnel against the contract. Orders requiring special lenses (i.e. high prism, etc… and/or anti-reflective coating) shall be delivered no later than TEN (10) BUSINESS DAYS. Please confirm and revise.
a) Section 1.3.1 has been revised, please see attached Conformed Solicitation 0005.
1.3.1. The contractor shall deliver all items no later than SEVEN (7) BUSINESS DAYS after receipt of prescription/order issued by Government authorized personnel against the contract. Orders requiring special lenses (i.e. high prism, etc. and/or anti-reflective coating) the contract shall be delivered no later than TEN (10) BUSINESS DAYS after receipt of prescription/order issued by Government authorized personnel against the contract.
5. VA did not provide a complete response to question 22. Offeror was asking how eyeglass orders are currently being communicated between the contractor’s opticians and contractor’s optical laboratory. For example, is an electronic ordering platform being used or are orders being submitted by other means such as fax?
a) A variety of methods are currently use – fax, email, optician electronic ordering platform, 4Sight, and/or regular USPS/FedEx/UPS
6. As a follow-up to question 24, can VA please provide an approximate breakdown by percentage for progressive units as well?
a) No, this data is not available
