CONTINUATION PAGE
The following changes have been made to the Solicitation.
1. Paragraph 9 of the Performance Work Statement. - Retail Concession Agreement with Veterans Canteen Service (VCS): Has been changed to read:
9. RETAIL CONCESSION AGREEMENT WITH VETERANS CANTEEN SERVICE (VCS): Contractor shall enter into a retail concession agreement with the Veteran’s Canteen Service (VCS).
9.1. Sale of any additional eyewear purchases external to the dispensing, fitting and repair of eyewear under this contract to patients will be made at the expense of the Veteran and will not be billed as part of this contract. This includes possible upgrades to VA provided eyewear, as well as the purchase of eyewear not provided by the VA. The contractor is prohibited from recommending upgrades or services to Veterans but may acknowledge their availability.
9.2. Additionally, the contractor’s concessionaire agreement with the Veteran’s Canteen Service will handle upgrades to the standard frame and lenses provided through the VA for eligible Veterans, as well as services for ineligible Veterans, Veterans’ families, and VA employees and families, at their own expense. For the eligible Veterans who are seeking upgrades (special frames, tinting, etc.) not provided by VA prescription, the concessionaire agreement would provide an opportunity for the Veteran to obtain and pay for these upgrades. It also allows an alternative for the ineligible Veteran, Veteran’s families and VA employees, at their own expense.
2. C.6 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) - Is hereby changed to read:

The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed ten (10) years.
3. Section D – Contract Documents, Exhibits, or Attachments – Has been changed to read:

5. E.12 52.212-2 – EVALUATION-COMMERCIAL ITEMS (OCT 2014), is hereby changed to read:
E.12 52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Technical Acceptability Standard (Acceptable/Unacceptable) Factor 1 – Past Performance Factor 2 – Price
Past performance (Factor 1) is more important than price (Factor 2).
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Explanation of Evaluation Approach:
Technical proposals will be evaluated as acceptable/unacceptable based on the technical acceptability standard established in the solicitation. Acceptable technical proposals will then be subject to a past performance/price trade-off with past performance being more important than price. Offerors that receive a rating of unacceptable for their technical proposal will not be considered for award.
Technical Acceptability Standard
· Lens and Frame Catalogs The VA will evaluate an Offeror’s Technical Acceptability related to the lens and frame catalog by reviewing the catalogs and determining whether the proposed lenses and frames identified in the catalogs meets or exceeds all stated requirements within the solicitation’s Instructions to Offerors.
Factor 1 – Past Performance The VA will evaluate an Offeror’s Past Performance by assessing the Offeror’s narrative response detailing their past performance providing prescription eyeglasses manufacturing services and Optician Services submitted in accordance with the solicitation’s Instructions to Offerors.
The VA will conduct a performance risk assessment based on the quality, relevancy and recency of the Offeror's past performance, as it relates to the probability of successful accomplishment of the required effort. Offeror’s are cautioned that the VA will review available past performance data available in the Past Performance Information Retrieval System (PPIRS). The VA reserves the right to obtain past performance information from any available source and may contact customers other than those identified by the Offeror when evaluating past performance. Since the VA may not necessarily interview all the sources provided by the Offeror’s, it is incumbent upon the Offeror’s to explain the relevance of the data provided. Offeror’s are reminded that the burden of proving low performance risk rests with the Offeror’s.
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance.
Factor 2 – Price The Contracting Officer will check all price proposals to ensure that the price schedule was properly completed in accordance with RFP instructions (see Addendum to FAR 52.212-1). For evaluation purposes, the proposed unit prices will be multiplied by the estimated quantity for each LIN to determine an estimated total for each performance period, and then the estimated total for the base period and option period will be computed and used when determining best value.
Award will be made to the offeror that represents the best value to the Government. Price will be evaluated for reasonableness. The Government may award to a higher-priced offeror whose proposal receives a higher past performance confidence rating for its prior performance providing prescription eyeglasses manufacturing and onsite licensed optician services.
