SOLICITATION NUMBER: 36C25721Q0479
AMENDMENT NUMBER: 0002
A. This amendment forms a part of the solicitation documents and amends the project solicitation as noted below. You must submit a signed copy of this amendment with your offer. Failure to do so may subject your offer to be disqualified. Amendments to the solicitation are as follows:
1. Questions and Answers:
Question 1: The site visit identified that the current contract has disposable sharps containers. Historically the contract and the VA in general is switching to reusable sharps containers. Will the new contract use reusable sharps? With the current disposable sharps containers and EMS vs. GEMS would the VA not get the recycling credit for diversion if reusables were used?
a. The cost to continually purchase disposables is high over a 5-year term
b. The amount of waste added to a landfill with disposable containers is exponentially high and not in line with VA GEMS policy of reduction
c. If the containers are ever switched out early, the empty space is a serious waste to the government compared to reusables Answer: The STXVHCS intends on using disposable sharps containers. However, we would like for all contractors to submit alternate pricing for reusable containers as well for us to consider.
Question 2: The estimated quantities of containers and weight does not add up please clarify. CLIN 0001 831 containers W/ annual weight of 198,311 lbs. That would mean that each container would weigh on average 238.64 lbs each. Which number is incorrect, the container or the weight? The same issue exists for the other CLINS in a different average but all are more than the max allowed weight for a container of the respective size.
Answer: This is not based off 1 size container – the annual weight amount of 198,311 lbs is based on numerous sizes of containers. Additionally, the Audie Murphy facility containers are emptied 5 days a week.
Question 3: CLIN 0004 has an estimated 40 containers a year, but there are only 38 containers listed in the facility so is this a once a year stop to change out the containers or is the disposal count incorrect?
Answer: There are (38) 5-quart containers and (2) 8-gal bio containers as shown under “Other Waste” for a total of 40 containers.
Question 4: What is the service frequency of the OPC locations, there is no frequency listed in the solicitation unless it is monthly as the same as the unit cost. If monthly, please explain CLIN 0004 from previous question.
Answer: Here’s a table of the defined service frequency:
LOCATION
FREQUENCY
Est. total lbs month/year
Audie Murphy Medical Center
5 x per week
16,526 / 198,311
Kerrville Medical Center
1 x per week
1,847 / 22,160
Frank Tejeda Outpatient Clinic

Question 5: CLIN 0006 lists 2 containers at 66 Lbs. per year so as above a 5 Qt container weighs 33 lbs? That is not possible.
Answer: Two containers for a total weight of 66 Lbs. annually would be 33 Lbs. each annually for a monthly weight of about 3 lbs each.
Question 6: The VA is subject to USP 800 standards for Pharmaceutical waste disposal per Joint Commission. Will the container delineation and formulary review be performed and required to be included in the cost?
Answer: No. None of our current pharmaceutical waste practices changed as a result of USP 800. We still classify the waste as non-hazardous pharmaceutical waste or RCRA hazardous waste pharmaceutical waste. The medical waste contractor services the non-hazardous pharmaceutical waste only.
Question 7: Will the contractor be required to provide USP 800 compliant trolleys and dollies for the contract? If the VA must follow USP 800 standards for Pharmaceuticals are they planning on purchasing the required trolley and carts and if so do they know which ones because the containers are cart specific.
Answer: No
Question 8: Some of the areas listed have 5 GL containers listed, but 5 GL containers are not listed as a requirement, is this a typo?
Answer: No, it is not a typo, the (3) 5-gal containers are only listed at the Victoria OPC – these are used for urine specimens.
2. The offer due is extended to April 7, 2021 @ 2PM.
B. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
