AMENDMENT NUMBER: 0001

A. This amendment forms a part of the solicitation documents and amends the project solicitation as noted below. You must submit a signed copy of this amendment with your offer. Failure to do so may subject your offer to be disqualified. Amendments to the solicitation are as follows:

1. Questions and Answers:

Question 1: Will the contractor be required to provide USP 800 compliant containers for the contract?

Answer: Yes

Question 2: Why are you specifying 5-qt containers?

Answer: To have a higher rate of turnover, so the containers would not sit in a bio-hazard space for a long period of time.

Question 3: Are you requesting full-service at all sites, including non-acute sites?

Answer: Yes, full-service at all sites

Question 4: The container cost for this project would easily exceed $200,000! Is the VA willing to procure its own containers, since the contract would only guaranteed period of performance for 1-year term?

Answer: Not at this time. However, we are very certain that services will continue beyond the 1 year with the awarded contractor.

Question 5: Due to Covid-19 conditions and a high volume of PTE disposables, the usage of pounds as a metric is problematic in determining cost to perform services. Will the VA allow for other variables in determining their expectations for cost value(s)?

Answer: The pounds is only used as historical information. We have our contract line items listed as a monthly cost to include cost of containers and any other cost factors a contract chooses to add in order to perform the requirements listed in the PWS.

Question 6: The solicitation says the daily work hours are 7:30 am thru 4:00 pm to perform services. Is it still necessary to provide services/support after that designated period?

Answer: No

Question 7: Are all facilities to be serviced by a technician 24/7?

Answer: No, only during normal business hours

Question 8: What reporting system does the VA use to address need for additional support and or issues that may arise?

Answer: It’s all about communications and notifications to the delegated COR and the Contracting Officer.

Question 9: Who is the Environmental Services Director for all facilities?

Answer: We do not have an Environmental Services Director, but we have a Service Chief – Harry Robinson (Acting Chief) and James Rutherford (Asst. Chief)

Question 10: What is the communications process if there is an issue i. e., in the middle of the night?

Answer: There shouldn’t be any after hour issues or immediate pick up needs. However, if there is an issue, EMS would be notified early the next morning.

Question 11: What is the magnitude of this solicitation?

Answer: Magnitude is typically only disclosed for Construction projects. You would be able to find award information within the beta.SAM.gov system for the current contract in place. That contract# is 36C25720P0629.

Question 12: Container cost are sizable, is there any way to get a guaranteed period for two year to recover initial cost in equipment?

Answer: There is no guarantee for services beyond the base year of the contract. However, we are very certain that services will be needed and continued beyond the 1 year.

Question 13: We SDVOSB are full-service provider, TCEQ transporter, but will have to send the waste to a private disposal facility. Does this count as a subcontract if this is the only other company managing the waste? Answer: If this is a direct cost to your company and you are using another vendor for this, this would count as a subcontract.

Question 14: Does the VA plan on ever going to reusable containers or will it stay disposable sharps?

Answer: No, we do not. But we will take into consideration.

Question 15: Victoria OPC Rooms 150.26, 150.4, 150.32 show 5 Gal Bio containers. Are they RMW containers or sharps containers?

Answer: Multiple use (have sliding top)

Question 16: There are no Yellow and White bins listed at any location except ALM.

Is this the only location with Yellow and White bins?

Answer: Yes

2. A 2nd solicitation amendment will be issued once the remaining questions, regarding mainly the service frequencies and clarification of container quantities and weights, are answered.

3. The offer due date is now extended from March 22, 2021 @ 2PM to April 2, 2021 @ 2PM.

B. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED.
