Q34. Can the government clarify the statement on page 139 Factor (5) Price: “(b) All non-price factors (Factors 1-2), when combined, are significantly more important to the Government when compared to price (Factor 3), and each sub-factor of Factor 1 is equal in importance, for the purposes of determining the best value to the Government; therefore, the Government may award to other than the lowest priced offeror if it is in the Government’s best interest to do so.” In our experience, all non-price factors are more important when combined compared to price? Is the government looking for LPTA proposals from vendors? The current site is remote with limited resources and real estate development opportunities which puts significate risk on vendors.

A34. “(b) All non-price factors (Factors 1-2), when combined, are significantly more important to the Government when compared to price (Factor 3).” The second part only relates to Factor 1 and its sub-factors.
