COMPLETE SECTION 15A - C BELOW.

CONTINUATION PAGE

SOLICITATION NUMBER: 36C25718Q0664

AMENDMENT NUMBER: 00001

A. This amendment forms a part of the solicitation documents and amends the project solicitation as noted below. You must submit a signed copy of this amendment with your offer. Failure to do so may subject your offer to be disqualified. Amendments to the solicitation are as follows:

1. Questions and Answers:

Question 1: Monitoring – Is it POTS, cell or IP?

Answer: POTS

Question 2: How many fire panels? Do all buildings report to that one panel? Are we creating partitions for each building?

Answer: SOW paragraph 5.1 N. shows 14 fire/control panels. Yes and no, some buildings have sub panels that report back to a main panel. Not sure what is meant by partitions?

Question 3: It references the need for an elevator tech, but no listing of elevators on the inventory list. How may elevators? Recalls?

Answer: There are 8 elevators and 4 of them have recalls.

Question 4: Can the facility provide an inventory of devices per building?

Answer: Not at this time.

Question 5: ILSM’s are created and implemented by hospitals; this reads as though they want us to initiate those. Typically, we notify them of the deficiency, and they access and implement a plan. Is that in line with the VA policy and guidelines? Can they provide clarity on that?

Answer: Yes, that the VA’s responsibility. However, if the safety issue is caused by the contractor during this contract, then the contractor will be responsible for the ILSM and any associated costs.

Question 6: They list 3 dry, 8 wet, 4 standpipes and 10 risers/drain. Provide some clarity on what those risers are; the math isn’t working?

Answer: Some items have updated numbers. Here’s more approximate numbers:

15K ‐ Sprinkler Heads (all types) (rough estimate) 2 ‐ Dry Systems 9 ‐ Wet Systems 0 ‐ Pre-Action Systems 14 ‐ Fire Hydrants 1 ‐ Fire Pumps 3 ‐ Standpipes 14 ‐ Risers/Drains (14 Risers/Drains was an overestimate. We do have 2 areas (wet systems) on one riser in BLDG 1)

Question 7: B.3 Price/Cost Schedule, Bid Items xxx3 on Base and Option years shows TBD.

a. As outlined in Section 6, we are to provide repairs and parts if we identify needs during onsite ITM. At the time of this need will the government reimburse the contractor for parts and the labor to install the materials once a finding is discovered?

b. If the government has the parts that are needed, how will the government reimburse the contractor for labor necessary to install the parts?

c. Will the government require the labor for parts installation and testing to be charged to this CLIN?

d. It appears the government is seeking a proposed cost figure for this CLIN. Is there any pricing required with this quotation for this item? If so, please explain what the government is looking for.

Answer: Here are the answers to a-d above:

a. Yes. The government will reimburse the contractor for the repair parts and installation once the negotiated pricing is accepted and properly invoiced by the contractor.

b. The government will reimburse the labor costs from this CLIN once the cost is accepted by the VA and contractor properly invoices the install costs.

c. Yes, the labor cost for parts install will be chargeable to this CLIN. The testing should be included in the contractor’s overall cost in CLIN 000l and each Option Year CLIN.

d. No, the government does not require pricing from the contractor for this CLIN. We will allocate a lump sum amount that we will draw from for negotiated repair parts and install costs.

Question 8: SOW Section 3: Contractor Qualifications, states Certifications for the 7100 Fire Alarm System must be submitted. Will current E3 certifications be accepted since the E3 programming covers the 7100 Series panels?

Answer: Yes

Question 9: SOW Section 3.2. Risk Control. Sections 3.2.1 and 3.2.2 indicate 1-hour Infection Control and Interstitial and Fall Protection Training.

a. Will this be provided by the VA?

b. If so, what procedure will be required prior to receiving the training? If not, please provide the authorized third-party training location accepted by the government.

c. Will the infection control, interstitial, and fall protection training be a yearly requirement?

Answer:

a. Yes

b. The awardee will be given further instructions on date and time of classes during the Pre-Performance/Kickoff Meeting.

c. Yes, it is a yearly requirement. However, Kerrville has no interstitial spaces and there is no requirement for either interstitial, or fall protection training.

Question 10: SOW Section 4.1. Fire Alarm and Fire Suppression System Inspection, Testing and Maintenance states, testing to be in accordance with current NFPA standards. The current NFPA 72, 2016 edition conflicts with the testing frequency listed in section 4.2. In NFPA 72, 2016, Table 14.4.3.2 Testing, shows panels and most initiation and signal devices to be tested annually and sprinkler devices semi-annually which is conflict with the RFP. What testing standard will be required?

Answer: The most current and applicable NFPA will be the standard used and followed. The applicable NFPA standard(s) could change and should be considered. 4.2 list only what the government considers the start of time frames (Annual/Semi-Annual/Quarterly) not when any specific items need to be tested.

Question 11: SOW Section 4.2. Inspection & Testing Schedules state quarterly testing. This is in conflict with current NFPA 72 testing requirements. Which testing format is to be used for this ITM?

Answer: See answer for question 10 above.

Question 12: SOW Section 4.3. Fire Alarm Monitoring. Will the monitoring information sent to the monitoring be General Alarm, Supervisory and Trouble, or Contact ID format?

Answer: Not totally sure what is being asked here. Yes, General Alarm, Supervisory and Trouble plus ID information is sent to monitoring company by the alarm system.

Question 13: SOW Section 4.4. As-Built. The last sentence states the final plans be reviewed by a Fire Protection Engineer. What specific documentation is required for submission to the FPE? What is the standard for acceptance?

Answer: FPE review or stamp will not be required. The last sentence, “The final plans will be reviewed by a licensed Fire Protection Engineer”, is removed from the SOW.

Question 14: SOW Section 5 and Section 7 speak to reports and deliverables. Will the government accept reports in the format provided by our cloud based system? If not, please provide the standard reporting format the government will require.

Answer: Attachment 1 (Executive Summary) of the solicitation shows example of the only acceptable format.

Question 15: SOW Section 6.1 states, repairs and programming be performed by a qualified contractor. Will proof of manufacturer’s current certifications be sufficient to prove qualifications? If not, what standard will be accepted?

Answer: Yes

Question 16: SOW Section 6.3 states all deficiencies be repaired within 5 calendar days of discovery. Is it the intent for the contractor performing the inspection to stop the inspection and correct the deficiency found and then resume the inspection, or note the deficiencies during a 4-day testing cycle and do repairs on the 5th day (assuming parts are available)?

Answer: Yes, the intent is to have the contractor fix all deficiencies on a day of their choosing and within 5 days of discovery. An example might be: Monday – Thursday during testing, 3 tamper switches and 2 strobes were found to be defective on Friday of the same week all were replaced and tested, (assuming parts are available). However, this is up to the contractor on how they want to achieve this, as long as it is done within 5 days of discovery. Note that the COR needs to be notified on the day that the defective item is found as per SOW paragraph 6.2.

Question 17: SOW Section 9.2 states the employee must be able to obtain and wear a VA Badge at all times. Once the Badge is issued to the Contractor and their subcontractors, will the subcontractors be able to perform their testing without being escorted by VA personnel?

Answer: For the most part yes. However, there are areas of the facility(s) that an escort will be needed.

Question 18: Office working space would be very helpful during the operating periods contractor is conduction services as well as during the first project year as the As-Builts will require some extensive development time. Will the government provide any office or operating space while scheduled inspections are being conducted?

Answer: No

Question 19: As the VA continues to improve and modernize the medical center and new future facilities be constructed and old facilities be retrofitted, what standard will be used to determine when an addition to the Fire Alarm and Suppression System constitutes a project scope change?

Answer: Contractor should only use current information for any calculations. If parameters, scope, and conditions of contract change, the VA will determine the way ahead and discuss that with the contractor at that time.
