About this file
This is Amendment 0001 to RFQ 36C24626Q0491, issued by the Department of Veterans Affairs Network Contracting Office 16 (Houston, Texas), providing government responses to eighteen offeror questions regarding environmental water-testing services.
The solicitation covers heterotrophic plate count (HPC) testing and related environmental sampling services for three VA facilities: Biloxi, Mississippi (35 estimated annual samples); Pensacola, Florida (46 estimated annual samples); and Panama City Beach, Florida (20 estimated annual samples). The Government requires accreditation to ISO/IEC 17025 through an ILAC Mutual Recognition Arrangement signatory body, plus applicable state-level environmental accreditation (Florida Department of Health/NELAP for Pensacola and Panama City Beach; Mississippi State Department of Health certification not required for Biloxi facility water-management samples). Standard Methods 9215 C (spread-plate method) using Plate Count Agar at 35°C for 48 hours is acceptable; contractors must report HPC results greater than or equal to 500 CFU/mL to the Contracting Officer's Representative and participate in annual proficiency testing. Routine collections are scheduled Monday through Thursday with 24-hour sample hold times; samples requiring eight-hour Safe Drinking Water Treatment Rule hold times require same-day or dedicated courier service with premium costs charged under CLIN X005. The pricing structure uses per-sample unit pricing for routine AB CLINs, with fully burdened costs including transportation and cold-chain logistics; the Government will not accept conversion to per-shipment pricing. Key personnel (Program Manager, Quality Assurance Manager, Laboratory Technical Director, Senior Microbiologist, and Logistics Lead) may be fulfilled by a single individual provided all qualifications are met. Volume 1 technical proposals are limited to 20 pages, with resumes and accreditation certificates submitted as excluded appendices. The Government does not guarantee minimum quantities, specific collection frequencies, or award value, and no incumbent contractor has been identified.

RFQ 36C24626Q0491 – Questions & Responses (Amendment 0001)
Question 1
Will the Government accept NELAP accreditation granted by a primary accrediting authority, such as the Florida Department of Health, under the TNI Standard, which incorporates ISO/IEC
17025 requirements, as satisfying the solicitation’s ISO/IEC 17025 requirement? Alternatively, is a separate ISO/IEC 17025 certificate issued by an ILAC Mutual Recognition Arrangement signatory accreditation body required? Please clarify the acceptable accreditation documentation and scope.
Response: The Government requires both (1) accreditation to ISO/IEC 17025 through an accreditation body that is a signatory to the ILAC Mutual Recognition Arrangement (MRA), and
(2) applicable Florida Department of Health (FL DOH)/NELAP accreditation for the environmental testing services to be performed.
All accreditation documentation must be current and identify the laboratory, accrediting authority, accreditation status, effective and expiration dates, and applicable scope. The scope must cover the required analytes, matrices, methods, and testing activities; a general certificate without appropriate scope coverage is insufficient. MSDH accreditation is required only when the solicitation requires Biloxi, Mississippi, results to be accepted by or reported to the
Mississippi State Department of Health (MSDH).
Question 2
Please clarify whether Mississippi State Department of Health (MSDH) certification or reciprocity is required for the Biloxi facility water-management samples, given that the samples appear to be associated with facility water management rather than public water system compliance monitoring. If certification is required, may it be obtained after award but before testing begins, or must it be in place at the time of proposal submission or award?
Response: MSDH certification or reciprocity is not required for Biloxi facility water-management samples when the work is performed solely in support of the facility’s water-management program and is not public water system compliance monitoring or otherwise subject to MSDH certification requirements. Accordingly, MSDH certification or reciprocity is not required at proposal submission or award for this work.
If MSDH certification, approval, or reciprocity is later determined to be necessary based on the testing location, applicable regulations, intended use of the results, or agency reporting or acceptance requirements, the Contractor may obtain it after award but before collecting, analyzing, or reporting any affected Biloxi samples. The Contractor must maintain all required approvals throughout performance and comply with all other applicable accreditation, licensing, method, quality-control, chain-of-custody, reporting, and regulatory requirements.
Question 3
Please confirm whether Standard Methods 9215 C (spread plate) is an acceptable method for heterotrophic plate count (HPC) analysis under this solicitation. To ensure comparability with historical results, please also identify the method, culture medium, incubation temperature, and incubation duration historically used by GCVHCS. Finally, what HPC concentration or other criterion should trigger notification to the Contracting Officer’s Representative (COR), and is a threshold of 500 CFU/mL appropriate?
Response: Standard Methods (SM) 9215 C, Spread Plate Method, is acceptable for heterotrophic plate count (HPC) analysis under this solicitation, provided the laboratory uses the current applicable edition of Standard Methods and performs the analysis under its approved quality-management system and applicable accreditation scope.
For comparability with historical GCVHCS results, the baseline HPC conditions were Standard
Methods (SM) 9215 C using the spread-plate technique, Plate Count Agar (PCA), incubation at approximately 35 °C for approximately 48 hours. The Contractor shall report the method, medium, incubation conditions, collection and analysis dates, dilution information, and results in
CFU/mL. Any change that could affect comparability, including use of a different method, medium, temperature, or incubation period, must be documented and coordinated with the COR in advance, and the selected method must be within the laboratory’s applicable accreditation or approved scope when required.
The Contractor shall promptly notify the COR of any HPC result greater than or equal to 500
CFU/mL in accordance with the solicitation’s reporting procedures, including the sample location, result and units, collection and analysis dates, analytical conditions, and relevant quality-control information. The 500 CFU/mL value is a contract notification and management threshold, not a regulatory maximum or determination of a violation. The COR may require confirmation testing, trend analysis, additional sampling, or other follow-up based on the result, location, recurrence, or applicable facility water-management requirements.
Question 4
Please clarify whether the Government requires a particular HPC proficiency-testing provider, testing frequency, or minimum acceptable proficiency-testing result. Additionally, are there specific laboratory report formats, data fields, or quality-control documentation requirements beyond those expressly identified in the SOW?
Response: The Government does not require a specific HPC proficiency-testing (PT) provider;
however, the laboratory shall participate annually in an HPC PT program administered by a competent provider recognized or accepted by its applicable accreditation body and consistent with the laboratory’s quality system and accreditation scope. The laboratory shall achieve the provider’s acceptable or satisfactory performance outcome and retain all PT results, evaluations, corrective actions, and supporting documentation for Government review. Any unsatisfactory result shall be addressed through documented root-cause analysis and corrective action and reported to the COR when it may affect the validity or reliability of contract results. PT participation does not replace required internal quality-control activities.
Reports shall identify the laboratory and location, sample and collection location, collection, receipt, and analysis dates and times when available, analytical method—including SM 9215 C when used—culture medium, incubation conditions, result in CFU/mL, dilution or reporting limitations, qualifiers or deviations, applicable QA/QC notes, and the associated chain-of-custody documentation or reference. The laboratory shall maintain supporting bench or electronic data, calibration and maintenance records, method QC results, analyst identification, PT records, and corrective-action documentation. No specific report template is required beyond the SOW unless otherwise directed, but reports must be complete, legible, traceable, and sufficient to assess result validity and historical comparability. Results at or above 500
CFU/mL shall be clearly identified and promptly reported to the COR.
Question 5
Please provide the anticipated collection frequency at each facility (Biloxi, Pensacola, and
Panama City Beach), the approximate number of samples per routine collection event, and the estimated annual sample volume by site. If available, please provide historical sample volumes or anticipated monthly distributions to assist offerors in developing comparable pricing.
Response: The Government’s current planning estimates for routine water-management sampling are as follows:
The Government’s estimated annual quantities are 35 EA for Biloxi (CLIN 0001AA), 46 EA for Pensacola (CLIN 0002AA), and 20 EA for Panama City Beach (CLIN 0003AA). These estimates also apply to the applicable option periods. “EA” represents one sample or unit of service, as applicable to the CLIN. Offerors should use these quantities for pricing and workload planning.
The solicitation does not guarantee a specific collection frequency, number of samples per event, monthly distribution, or minimum quantity. Samples may be scheduled periodically and may vary based on facility water-management requirements, sampling locations, operational conditions, access limitations, follow-up investigations, holidays, and other Government-directed needs. Actual quantities may be lower or higher than the estimates, and additional corrective, confirmation, or investigative sampling will be performed only as authorized under the solicitation and resulting contract.
Question 6
To meet the 24-hour sample hold time, would the Government permit routine collections
Monday through Thursday, with collection and carrier handoff scheduled to accommodate overnight delivery to the laboratory? Please clarify whether facility staff arrange carrier pickup, transport coolers to a carrier location, or require the contractor to coordinate collection logistics directly. Are there site-specific restrictions on collection times or carrier access?
Response: Routine sample collections may be scheduled Monday through Thursday, provided the Contractor coordinates collection, carrier handoff, transportation, and laboratory receipt so that all applicable holding times are met. Overnight shipment is permitted when necessary, provided the laboratory begins analysis within 24 hours of collection and all preservation, temperature-control, packaging, and chain-of-custody requirements are satisfied. The Contractor is responsible for scheduling with each facility; providing containers, coolers, and temperature-control materials; preparing chain-of-custody documentation; arranging and tracking qualified transportation; confirming carrier and laboratory availability; and addressing delays or delivery exceptions. Facility staff are not responsible for routinely arranging carrier pickup, transporting coolers, or managing shipment logistics unless specifically coordinated in advance.
The Contractor shall coordinate collection dates and approximate times with the facility and
COR and account for site-specific access, badging, escort, security, loading, operating-hour, safety, infection-control, and after-hours restrictions. Collections should avoid weekends, holidays, carrier closures, and other conditions that could jeopardize timely receipt or analysis. If a Thursday collection cannot meet the 24-hour requirement, the Contractor shall arrange an alternative date or obtain COR direction. Delays, temperature excursions, broken seals, compromised samples, or other conditions affecting sample validity must be documented and promptly reported to the COR, along with the laboratory’s disposition.
Question 7
Please identify the anticipated annual quantity, collection frequency, and applicable facilities for samples subject to the eight-hour SWTR hold time. Given that standard overnight transportation cannot reliably meet this hold time from the specified locations, please clarify the Government’s expected collection-to-analysis transportation arrangement and whether same-day courier service is required. If same-day transportation is required, under which CLIN should those charges be invoiced? If the existing CLIN structure does not accommodate this requirement, will the
Government provide an appropriate pricing mechanism or otherwise clarify how compliant transportation should be priced?
Response: Samples subject to the eight-hour Safe Drinking Water Treatment Rule (SWTR) holding time must be collected and transported so that analysis begins within eight hours of collection; standard overnight shipping is not acceptable when it would prevent compliance. The
Government has not established a separate guaranteed quantity or fixed frequency for SWTR samples. Applicable facilities and locations will be identified through the sampling schedule, task direction, or facility water-management requirements, and may include Biloxi, Pensacola, Panama City Beach, or another designated facility. Offerors should not assume that every routine sample is subject to the eight-hour requirement.
When required, the Contractor shall coordinate same-day courier service or other dedicated, time-controlled transportation, including collection, pickup, laboratory receipt, analysis start time, chain of custody, temperature control, and contingencies. Routine sampling and analysis shall be invoiced under the applicable facility-specific AB CLIN; authorized premium costs for same-day courier, expedited transportation, or special handling shall be proposed or invoiced under CLIN X005, subject to required Government authorization. Actual SWTR work will depend on applicable requirements, facility conditions, and Government direction, and is not guaranteed at a specific frequency or annual volume.
Question 8
Please clarify what constitutes compliance with the one-hour response requirement. Specifically, does the requirement mean acknowledging a request and initiating coordination within one hour, including arranging sample kits, transportation, and laboratory readiness, or does it require personnel to arrive physically at the VA facility within one hour? Please also clarify whether the requirement applies to routine requests, emergency or surge requests, or both, and whether it requires a live telephone response or permits an on-call representative to return a call within one hour.
Response: The one-hour response requirement means the Contractor must acknowledge the
Government’s urgent request and initiate coordination within one hour of receipt; it does not require personnel to arrive at the VA facility within one hour unless separately directed or expressly required. Initiation includes confirming receipt, identifying the responsible point of contact, confirming the facility, sampling location, scope, and timeframe, and beginning arrangements for qualified personnel, sample kits, transportation, courier service, laboratory availability, and the expected collection, shipment, and analysis schedule. The requirement applies to urgent, emergency, corrective, confirmation, and surge requests designated by the
Government as expedited, but generally does not apply to routine, prescheduled sampling.
A live telephone response is not required if the Contractor maintains an effective on-call process.
An authorized on-call representative may return the call within one hour, provided the response acknowledges the request and begins coordination; a voicemail, automated acknowledgment, or email alone is insufficient unless it identifies a responsible representative and demonstrates that action has begun. The one-hour period begins when the request is received through the designated communication method or point of contact. This response requirement does not modify applicable holding times, collection deadlines, laboratory turnaround times, transportation requirements, or other completion requirements.
Question 9
Please clarify the Government’s expectations for sample collection, transportation, laboratory receipt, and analysis on weekends and federal holidays. Does the 24/7 response require the laboratory to accept and process samples during those periods, or is an on-call response and coordination capability sufficient? If weekend or holiday sample receipt and analysis are required, please identify the anticipated frequency and whether the Government expects dedicated receiving arrangements, weekend staffing, or special transportation services. Please also clarify how the Government expects the eight-hour and 24-hour hold-time requirements to be met when collections occur outside normal business hours.
Response: Routine sample collection and transportation are generally expected Monday through
Thursday during coordinated facility and laboratory operating hours. Weekend or Federal holiday collection, receipt, or analysis is not anticipated for routine work unless specifically directed or required for an urgent, corrective, confirmation, regulatory, or other nonroutine event.
The Contractor shall maintain 24/7 response and coordination capability for urgent requests; an on-call representative may acknowledge and coordinate the response, but the Contractor must arrange the personnel, transportation, laboratory receiving, and analysis resources necessary to meet any applicable holding time.
Urgent samples must meet all holding-time requirements regardless of the collection date.
Samples subject to an eight-hour SWTR requirement must be transported and received so analysis begins within eight hours, generally requiring same-day or dedicated courier service and, when necessary, after-hours laboratory receiving and staffing. Samples subject to a 24-hour requirement must be analyzed within that period; overnight shipment is permitted only when it reliably meets the requirement. The Government has not established a guaranteed quantity or frequency for weekend or holiday work. When such work requires premium transportation, after-hours staffing, special receiving, or other expedited services, the Contractor shall coordinate with the COR and obtain required authorization; authorized premium costs shall be handled under CLIN X005. The Contractor shall promptly report delays, temperature excursions, compromised samples, or other conditions affecting validity or holding-time compliance.
Question 10
Please confirm whether this requirement is a continuation of existing services and identify the incumbent contractor, contract number, period of performance, and award value for each applicable facility, where available. We understand that a Tampa award was made recently; if the
Government can provide the relevant award or successor-contract information, it would assist in understanding the procurement history and anticipated scope.
Response: The Government has not identified an incumbent contractor or contract for the services covered by this solicitation and therefore is not providing incumbent contract numbers, performance periods, award values, or facility-specific incumbent information. This requirement should not be interpreted as a continuation or guaranteed successor to any existing contract, and any prior or separate services are not intended to establish historical quantities, pricing, staffing, or scope unless expressly stated in the solicitation.
The recently reported Tampa award is unrelated and should not be considered an incumbent, predecessor, or successor contract, or used to estimate the scope, value, quantities, CLIN structure, pricing, or terms for Biloxi, Pensacola, or Panama City Beach. Offerors should rely solely on the solicitation, amendments, attachments, stated estimates, and Government responses to solicitation questions. No guaranteed award value, minimum quantity, or facility-specific historical workload has been established beyond the information expressly provided.
Question 11
The courier and cold-chain logistics CLINs appear to be priced per sample, whereas the underlying carrier expense is generally incurred per cooler or shipment. Will the Government permit these CLINs to be priced per shipment instead? If the per-sample structure must be retained, may offerors state the assumed number of samples per shipment as the basis for their unit pricing? Please also clarify how shipment costs should be allocated when multiple samples are consolidated into a single cooler.
Response: The Government will retain the solicitation’s per-sample pricing structure; offerors may not convert courier, transportation, or cold-chain CLINs to a per-shipment basis without a formal amendment. Routine facility sampling, transportation, courier, and cold-chain services shall be priced under the applicable AB CLINs, with fully burdened unit prices that include the applicable share of cooler, carrier, packaging, handling, and related logistics costs. Offerors may use reasonable shipment-consolidation assumptions, but should clearly state the assumed samples per shipment, collection and shipping frequency, transportation service level, packaging and temperature-control requirements, and any overnight, weekend, holiday, or after-hours assumptions.
When multiple samples are shipped together, the total shipment and cold-chain cost shall be allocated across the samples using an equal or other reasonable, consistently applied methodology reflected in the proposed prices. The Government does not guarantee a specific consolidation ratio, and actual shipment composition may vary based on facility, schedule, sample type, holding time, and handling requirements. Separate shipments shall continue to be invoiced under the applicable per-sample AB CLIN unless another mechanism is authorized, and premium transportation or special services require authorization when applicable. The Contractor may not invoice duplicate or separate per-shipment charges in addition to the per-sample CLIN unless expressly permitted by the contract.
Question 12
The price schedule identifies not-to-exceed (NTE) amounts of $500 for the applicable surge or expedited services. Please clarify: a. Should offerors enter $500 as the unit price, or may they enter a lower amount reflecting their actual proposed charges? b. Is the $500 limit a per-event, per-shipment, per-site, or per-period cap? c. How will these CLINs be evaluated in the price evaluation, and are the stated NTE amounts Government-established ceilings or required proposed prices? d. May additional or surge samples be invoiced at the applicable routine site-specific unit prices, with expedited transportation charged separately where authorized? e. How should Next Day Early service be priced and invoiced—as a per-shipment upgrade, a per-sample charge, or under a separate CLIN?
Response: The Government will retain the solicitation’s per-sample pricing structure;
offerors may not convert courier, transportation, or cold-chain CLINs to a per-shipment basis without a formal amendment.
Question 13
Please clarify whether carrier charges are expected to be included entirely within the applicable logistics CLINs or whether actual transportation costs may be invoiced separately when authorized. Please also confirm whether the Government has established any required shipping service level, carrier, delivery commitment, or cold-chain packaging standard beyond those specified in the SOW.
Response: Routine carrier, transportation, packaging, and cold-chain costs shall be included in the applicable AB logistics CLINs and may not be invoiced separately as pass-through expenses unless expressly authorized. Premium or nonroutine services—including same-day courier, Next
Day Early, weekend or holiday delivery, after-hours service, dedicated transportation, or other expedited handling—shall be charged under CLIN X005 only when authorized. The Contractor may not recover the same transportation cost through both an AB CLIN and X005. The
Contractor is responsible for selecting a commercially reasonable carrier and service level that meets applicable holding times, delivery and laboratory receiving requirements, preservation and temperature controls, chain-of-custody, tracking, and facility access restrictions. No particular carrier or proprietary service is required; however, routine overnight service is acceptable only when it reliably meets the applicable holding time, and samples requiring analysis within eight hours generally require same-day or dedicated transportation.
Cold-chain packaging and shipment practices shall comply with the solicitation, applicable methods, and SM 9020 and SM 9060, as applicable. Packaging must protect samples, maintain required temperatures, preserve sample integrity, support custody documentation, and comply with carrier, safety, and regulatory requirements. The Contractor shall use suitable coolers, packing materials, temperature-control materials, secondary containment, absorbent materials, seals, and custody records, and the laboratory shall document receipt time, condition, temperature when required, custody integrity, and any exceptions. Delays, temperature excursions, or other conditions affecting sample validity or holding-time compliance shall be promptly reported to the COR. Offerors shall include routine logistics costs in the AB CLINs and identify pricing assumptions; separate reimbursement of actual carrier invoices is not permitted unless expressly authorized.
Question 14
Section E.1 permits up to three past-performance references, while the SOW appears to permit up to five. Please confirm which limit governs the submission and whether references beyond the applicable limit will be considered.
Response: Section E.1 governs—submit up to three (3) past-performance references; the
Government may also review CPARS and other Government sources for the most recent five (5) years.
Question 15
Please confirm the applicable page limit for Volume 1 and whether the cover page, table of contents, cover letter, resumes, accreditation certificates, laboratory certifications, and other supporting documentation are excluded from the page count. If different rules apply to specific attachments or appendices, please identify them.
Response: Volume 1 is limited to 20 pages, measured in accordance with the solicitation’s quote-submission instructions. Unless specifically excluded or authorized as an appendix, the page limit includes the cover letter, cover page, table of contents, executive summary, narrative response, cross-reference matrices, and charts, tables, or graphics incorporated into the volume. Appendices are excluded from the 20-page limit when clearly identified, separately organized, and submitted as permitted by the solicitation; they may include resumes, accreditation certificates, laboratory certifications, licenses, and other authorized supporting documentation.
Appendices may not be used to provide substantive narrative responses or technical information that belongs in the Volume 1 response. Offerors remain responsible for submitting all required information and complying with any attachment-specific page, format, organization, and file requirements. The Government may disregard material that exceeds the page limit or is submitted in an unauthorized section.
Question 16
The solicitation identifies five key personnel roles: Program Manager, Quality Assurance
Manager, Laboratory Technical Director, Senior Microbiologist, and Logistics Lead. Please clarify: a. Whether a single individual may fulfill more than one key personnel role, provided the individual meets the qualifications and responsibilities associated with each role. b. Whether a full resume is required for each of the five roles, including where one individual fills multiple roles, or whether a condensed resume or qualification summary is acceptable. c. What minimum qualifications, credentials, relevant experience, and documentation must be demonstrated for each role. d. Whether resumes and supporting credentials are subject to the Volume 1 page limit or may be submitted as excluded attachments. e. Whether personnel substitutions after award require prior Government approval and, if so, what equivalency standard applies.
Response: The Government permits one individual to perform multiple key personnel roles— including Program Manager, Quality Assurance Manager, Laboratory Technical Director, Senior
Microbiologist, and Logistics Lead—provided the individual meets all applicable qualifications, responsibilities, availability, workload, and independence requirements. The offeror must clearly identify each assigned role and demonstrate how the individual will perform all duties, including coverage during leave, emergencies, overlapping activities, and increased workload. The arrangement must be consistent with the laboratory’s accreditation and quality systems, including ISO/IEC 17025 and applicable Standard Methods such as SM 9215. A full resume is required for each role; however, one complete resume may be submitted for an individual serving multiple roles if it includes a clear role-by-role cross-reference. Resumes must identify education, credentials, relevant experience, quality-system and ISO/IEC 17025 experience, applicable analytical methods, sample and logistics experience, availability, and any other qualifications required by the solicitation and SOW.
The Volume 1 narrative is limited to 20 pages, but resumes and supporting credentials may be submitted as clearly identified appendices or excluded attachments when permitted, subject to all applicable format and submission requirements. Appendices may not replace substantive
Volume 1 narrative responses. After award, key personnel substitutions require prior written
Government approval, except for unforeseen circumstances requiring immediate action, which must be reported promptly. Replacement personnel must be equivalent to the originally approved individuals in education, credentials, relevant experience, technical capability, quality-system knowledge, availability, and ability to perform the assigned duties. Approval does not relieve the
Contractor of its obligation to maintain uninterrupted performance, required staffing, accreditation and quality functions, reporting, and contract compliance.
Question 17
Please confirm whether the Government requires an actual, redacted laboratory report as part of the technical proposal or whether a representative sample report or report template is acceptable.
Please also clarify whether any specific LIMS, electronic reporting format, chain-of-custody form, or data-transmission protocol is required.
Response: An actual prior-project laboratory report is not required; a representative, unpopulated report or template is acceptable, although a redacted report may also be submitted.
The template should demonstrate the ability to provide complete, traceable, and technically supportable results, including laboratory and facility identification, sample and collection information, receipt and analysis dates and times, analytical method, applicable medium and incubation conditions, results and units, limitations or qualifiers, QA/QC notes, analyst or reviewer identification, report authorization, and a reference to the associated chain-of-custody record. Final reports shall be provided in legible, complete, and searchable PDF format, unless otherwise directed.
Chain-of-custody records shall comply with applicable Standard Methods 9020 and
9060 requirements and support traceability through collection, transportation, receipt, analysis, reporting, and final disposition. No specific LIMS, electronic reporting platform, or data-transmission protocol is required; offerors may use any controlled system that supports data integrity, traceability, QC review, retention, and timely reporting. The submitted template will be evaluated for completeness and suitability, and final reports must include all required analytical, QC, and CoC information. Results at or above the 500 CFU/mL HPC notification threshold shall be clearly identified and promptly reported to the COR in addition to inclusion in the formal report.
Question 18
The solicitation requests discounts within the applicable line items. Please clarify whether discounts should be applied to individual CLIN unit prices, to the overall proposed price, or to both. Please also confirm whether the Government will evaluate routine services, courier and cold-chain logistics, and surge or expedited services using stated estimated quantities or another evaluation methodology.
Response: Discounts in CLIN unit prices; evaluated using estimated quantities under FAR Part
12.
