About this file

This is Amendment 0002 to a federal solicitation for courtyard window recaulking services at the Central Arkansas Veterans Healthcare System (CAVHS). The amendment extends the offer deadline to October 29, 2026 at 10:00 AM CDT and provides responses to vendor questions that clarify scope, specifications, logistics, scheduling, and evaluation criteria.

The project involves recaulking and sealing the curtainwall/TPO/wall interface along the entire curtainwall in Courtyards 1B and 1C to create a continuous, uniform seal. Key logistics include a curtainwall height of approximately 50 feet, elevator weight limit of 4,000 pounds, courtyard door widths of 36-58 inches, and coordination with nursing staff during quiet hours (2-3 PM and 10 PM-5 AM). Site visit was conducted October 14, 2026; no additional visits will be held. Work scope includes installing termination bars above the cant strip, replacing approximately 14 vertical and 1 horizontal missing or damaged caps, moving and storing approximately 70 pavers (stacked no more than six high), and removing flashing from the groundlevel base face cap. The contract is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside requiring SDVOSB certification in the SBA database at time of offer and award. Davis-Bacon Wage Determination AR20260032 applies; construction subcontracting limitations restrict nonsimilarly situated entities to 75% (excluding materials). The evaluation comprises four equal-weight factors: Approach & Quality Management, Professional Qualifications & Specialized Experience, Past Performance, and Price. Offerors must submit a signed SF 1449 via email to andrew.misfeldt@va.gov as a consolidated PDF (10MB maximum). Award is anticipated November 1, 2026, with a 30-day period of performance beginning after Notice to Proceed issuance.
