Which of these test are required in our base bid price?

F2170 RFI #136 -Without knowing the actual moisture or pH conditions of the concrete prior to bid, there is significant risk in trying to price products like moisture remediation coatings (epoxy vapor barriers, etc.), cementitious self-leveling underlayment, or trowel-applied patches. Including these without confirmation could lead to either inflated pricing or post-award cost disputes. Thus, under FAR principles of clarity in solicitation documents and equitable risk distribution please provide clear direction on what is to be included in our base bid for subsurface preparation? Would the Government clarify an allowance price for all bidding contractors to carry in order for fair bid leveling?

All tests are required per spec 09 05 16 are part of the base bid. Moisture remediation coatings, pH neutralization treatments, and other corrective measures shall be treated as an unforeseen condition during construction.

Basis of Design – Transwall, ZWALL Solid Panels (Steel Tiles), Top and Bottom Trim with endwall transitions Trims and panels to be powder coated – color to be selected upon submittals. No glazing required.

RFI #155 - Specification 10 22 19 along with the plans do not give the contractor enough information to provide a price for this scope of work. Please clarify the following: Neither the drawings nor the specifications indicate when the contractor is to use “Demountable Partitions” versus when to use “Accordion Folding Partitions”. Please indicate on the drawings where each specific product is to be used?

Basis of Design – Transwall, ZWALL Solid Panels (Steel Tiles), Top and Bottom Trim with endwall transitions Trims and panels to be powder coated – color to be selected upon submittals. No glazing required.

There are (6) instances of the demountable partitions.

RFI #156 -Confirm that there is not any Accordion Folding Partitions in this project?

There are no accordion partitions.

Note 1 on Sheet AE104 indicates that the design of the Demountable Partitions has not even be determined yet. Please confirm that this project is a Design-Bid-Build procurement and all design is the responsibility of the Engineer of Record and no designs will be the responsibility of the contractor, including the design of the Demountable Partitions?

The only detail provided for the Demountable Partitions calls out a 4” Transwall. It does not provide the contractor with any information on how the wall materials. Likewise, the specification 10 22 19 lists every possible construction type for the partitions ranging from the Panel cores being constructed of Particleboard with a fabric covering all the way to Veneered Hardwood Plywood, Glass Panels, and even powder-coated or No. 8 Mirror Finished Stainless Steel metal panels. The price differences in these options is so extreme that it makes these panels impossible to actually provide pricing for. The VA must either provide a specific Basis of Design product for bidding purposes or remove this scope of work from the contractor’s responsibility, please clarify which it will be?

Basis of Design – Transwall, ZWALL Solid Panels (Steel Tiles), Top and Bottom Trim with endwall transitions Trims and panels to be powder coated – color to be selected upon submittals. No glazing required. No doors. Solid panels only.

There are (6) instances of the demountable partitions.
