About this file
This document is a Questions and Answers (Q&A) file for a federal lease solicitation for a Veteran Center facility.
The solicitation seeks a maximum of 5,469 Rentable Square Feet (RSF) with a minimum of 5,390 RSF. Based on government calculations, the maximum Assigned Building Operating Area (ABOA) is 4,051 square feet with a minimum of 3,992 square feet. The space plan calculations account for 20% circulation and a 35% Common Area Factor. The agency clarified that numbers appearing in Exhibit K Space Plan were from mission partners and should have been disregarded. Green Building certification requirements (LEED, Green Globes, or Living Building Challenge) are not required for this Vet Center lease due to the facility's size being below the 10,000 RSF threshold and the location not being in a seismic area. Regarding operating cost adjustments under Lease Section 2.09, the agency specified that adjustments will be negotiated as a fixed yearly increase in operating costs rather than calculated based on the Consumer Price Index (CPI).

Following are responses to questions asked by interested parties:
Q1. RLP Section 1.02 – item A state, “The Government is seeking a maximum of 5,469 Rentable Square Feet (RSF) / 3,969 ABOA square feet (SF) of…” Exhibit K Space Plan states, “3,992 NUSF”.
Exhibit K Space Plan states, “4,791 ABOA”.
Exhibit K Space Plan states, “5,390 RSF”.
Exhibit K Space Plan states, “3992 to 4,791 Solicitation Minimum/Maximum Range”.
Can the agency clarify the minimum and maximum range for both ABOA and RSF?
A1. The numbers provided in Exhibit K Space Plan were from the mission partners and should have been removed prior to posting. To clarify, the approved delegation is for a maximum of 5,469 RSF with a minimum of 5,390 RSF. Based on the government calculation, the maximum ABOA is 4,051 with a minimum of 3,992. The solicitation maximum range of 4,791 ABOA would yield an RSF of 6,468, which exceeds the approved delegation RSF of 5,469.
Q2. Can the agency clarify their desired square footage set out in Exhibit K Space Plan, IAW ANSI/BOMA Z65.1-2017? Can the agency also re-evaluate the NSF and ABOA to provide sufficient circulation and corridors?
A2. The PDF ANSI/BOMA Z65.1-2017 provided is not a document or PowerPoint located within the Office of Real Property. The calculations provided in answer A1 account for 20% circulation and a 35% Common Area Factor (CAF). Specifically: NUSF: 3,327 + 20% (circulation) = 3,992.4 ABOA x 1.35 (CAF) = 5,390 RSF. These figures ensure that the space plan meets the necessary circulation and corridor requirements in accordance with the stated standards.
Q3. Lease Section 3.49 Green Building Certification for Tenant Interiors – items A, B, and C, all state LEED requirements. RLP Section 3.06 S and T, is where Green Building requirements are typically located in the RLP. These sections are deleted in RLP 36C25626R0038. RLP Section 3.10 High- Performance Building Rating Certification for Tenant Interiors implies that LEEDS, Green Globes, or Living Building Challenge are all acceptable options for Green Building Interiors. Recently, we have seen the Green Building requirements being removed from Government Lease procurements.
Can the agency confirm if these requirements should be deleted in their entirety?
A3. These requirements should be deleted in their entirety because RLP Section 3.06 S does not apply as it references new construction of 10,000 RSF and above, which is not applicable since this is for a Vet Center with a requirement of 5,469 RSF. Additionally, Section T does not apply because the location is not in a seismic area.
Q4. Lease Section 3.49 Green Building Certification for Tenant Interiors – items A, B, and C, all state LEED requirements. RLP Section 3.10 High-Performance Building Rating Certification for Tenant Interiors implies that LEEDS, Green Globes, or Living Building Challenge are all acceptable options for Green Building Interiors.
If Green Building requirements are not to be deleted, can the agency expand on the Green Building requirements, clarifying that what is required is only one (1) certifying requirement being either LEED, Green Globes, or Living Building Challenge to satisfy the Green Building requirements?
A4. Green Building requirements are not required for this Vet Center lease at 5,469 RSF.
Q5. Lease Section 2.09 – item A states, “The Government shall pay incremental adjusted rent changes in costs for cleaning services, supplies, materials, maintenance…” Lease Section 2.09 – item B states, “The amount of adjustment will be determined negotiated.”
Can the agency clarify how the operating cost adjustments will be determined?
A5. The operating cost adjustments will be negotiated as a fixed yearly increase in operating costs rather than being calculated based on the Consumer Price Index (CPI).
