About this file

This is Amendment No. 0001 to Request for Lease Proposal (RLP) 36C25626R0032 issued by the Department of Veterans Affairs Gulf Coast Veterans Health Care System, Network Contracting Office 16 in Biloxi, Mississippi. The amendment extends the response due date to February 12, 2026, at 1300 CST via email, removes all LEED and Green Building requirements, and updates Agency Specific Requirements (ASR) and rental rate schedules (R100 and L100). The procurement seeks lease space for a new VA healthcare clinic facility in Mountain Home, Arkansas, requiring 17,917 rentable square feet (RSF) with 13,272 assignable building area (ABOA), all on the first floor and contiguous. The facility must accommodate 70 parking spaces (8 ADA-accessible), one covered entrance with vestibule, a laboratory, and exam rooms. Required lease term is 10 years total with 5 years firm and 5 years soft, with either party able to terminate during the soft period with written notice (60-90 days as agreed).

The amendment includes responses to 33 bidder questions addressing seismic safety (deleted for initial offer, required if new construction), LEED requirements (deleted entirely), tenant improvement allowance pricing ($450 per ABOA square foot, paid in lump sum), building-specific amortized capital pricing for security improvements ($12.00 per ABOA square foot, paid in lump sum upon completion and acceptance), emergency generator (lessor provides automatic transfer switch only, not generator), WiFi (VA provides), janitorial requirements (follow ASR specifications), and operating cost adjustments (negotiated fixed increase, no CPI). The agency confirmed the space plan has been updated with estimated room sizes and floor plan, rejected alternative lease term proposals (15-20 years or 10 years full firm), and confirmed this is a new lease requirement with no existing VA facility. Updated ASR documents and the amended RLP will be published on SAM.gov.

1. Lease Section 3.46 states, “Seismic Safety for New Construction”.

RLP Section 2.03 and 2.04 relating to Seismic Safety are intentionally deleted.

Mountain Home, AR is in a low seismicity zone.

Can the agency clarify if this procurement contains Seismic Safety standards?

They are deleted for the initial offer but will be included in the final offer if new construction.

2. RLP Section 3.06 S and T contain LEED requirements. RLP Section 3.10 also states LEED

Requirements for Interior Design.

Lease Section 3.48 and 3.49 contains LEED requirements.

Recently, we have seen the Green Building requirements being removed from

Government Lease procurements.

Can the agency confirm if these requirements should be deleted in their entirety?

Deleted in its entirety.

3. If Green Building requirements are required, can the agency please include the option to comply with this requirement using Green Globes as well?

Green Globes language removed.

4. Can the agency expand on the Green Building requirements, clarifying that what is required is one (1) certifying requirement being LEED or Green Globes at the single level, with this requirement being for either Tenant Interiors (for existing buildings) or

New Building (for a new build), but not both?

Green Globes language removed.

5. RLP Section 3.07 A states “Tenant Improvement Allowance Pricing”, but no allowance amount was stated.

Can the agency please state the allowance amount per ABOA Square Foot?

$450.00 per ABOA square feet.

6. RLP Section 3.09 Security Improvements Included in Offer is Intentionally Deleted.

Typically with Allowance Pricing, we would have language like the clause below.

“Building Specific Amortized Capital Pricing. The Building Specific Amortized Capital

(BSAC) amount is ___$12.00_____ per ABOA SF. The BSAC shall be used for the build-out of security-related improvements in the Building in accordance with the

Government-approved design intent drawings, if applicable. All security countermeasures required by the Government for occupancy shall be performed by the successful Offeror as part of the rental consideration, and all improvements shall meet the quality standards and requirements of this RLP package and its attachments.”

LESSOR_______GOVERNMENT______ Page 3 of 6

Can the agency please state an allowance amount for BSAC pricing? $12.00 per

ABOA square feet. If a BSAC allowance is not intended, can the agency please clarify the intended method for BSAC pricing?

Language has been added. Remember VA does not amortize. VA pays in lump sum after completion and acceptance of the space by the LCO or the COR.

7. Exhibit B ASR Page 3 and 4 contain a conceptual space plan and site plan. However, the space plan document only specifies the square footage contained in certain rooms.

The following rooms do not show a square footage: CT, Rad Control, Xray, Lab

Specimen Collection, Waiting Area/Lobby, Reception Desk, PACT Team Area, Exam

Rooms, Storage, and Nurse Manager.

Can the agency please provide a Program for Design stating the intended room size, quantities, and circulation factors to provide the intended ABOA and Rentable square footage? The intended RSF is 17,917 and the ABOA is 13,272 with a 35% Common

Area Factor. The ASRs have been updated with a list of estimated rooms and sizes. The awardee’s architects and engineers together with the Agency’s architects and engineers determine exact rooms and sizes post-award but the overall square footage remains the same.

8. Exhibit B ASR on Page 1 states, “Generator power transfer switch...”.

Can the agency clarify if the lessor is to provide an emergency generator?

The Lessor will not provide the backup generator, but will need to provide automatic transfer switch for the generator.

9. Lease Section 2.09 states “The Government shall pay adjusted rent for changes in costs for cleaning services, supplies, materials, maintenance, trash removal, landscaping, water, sewer charges, heating, electricity, and certain administrative expenses attributable to occupancy.”

Lease Section 2.09 B states “The amount of adjustment will be negotiated.”

Can the agency clarify what type of negotiation will determine the operating cost adjustment?

A negotiated fixed increase to operating costs. No CPI.

10. Lease Section 6.07 sets out “Janitorial Service” requirements. Typically for a clinic of this size, we see more detailed cleaning requirements set out in the ASR/SOW.

Can the agency confirm that all cleaning and janitorial requirements are set out in 6.07 of the Lease?

LESSOR_______GOVERNMENT______ Page 4 of 6

Any reference to Janitorial Requirements mentioned in the ASR must be followed.

11. RLP Section 1.02 F states “The lease term shall be 10 Years, 5 Years Firm...”.

Would the agency consider a proposal for 15-20 Years Total, with 10 Years Firm? No If no, would the agency consider an offer for 10 Years Total, with 10 Firm? No

12. Are you able to at least confirm at this time if there will be an extension to the due date?

There will be an extension.

Responses are due 02/12/2026 no later than 1300 CST via email.

13. RLP 3.07 A - says TIA - but no value provided - need to clarify TIA or Turnkey L100 1.08 References TIA - Please confirm if proposal should be priced turnkey or if Tenant Improvement Allowance will be provided prior to RLP submission due date. Additionally, provide if Tenant Improvement value will be paid in Lump Sum.

The TIA is $450 per ABOA and will be paid in lump sum.

14. No space planning document has been provided, can some space planning documents be posted to inform a proposed building floor plan?

Exhibit B ASR updated with floor plan.

15. L100 3.41 Please confirm if Lessor is to provide WiFi Guest network.

No. VA provides WiFi

16. Parking / Accessibility – Please confirm whether any of the required parking spaces must be designated as ADA accessible, or if compliance with local code minimums is sufficient.

8 handicap spaces

17. Emergency Power / Generator – The ASR (page 1) references a generator power transfer switch. Please confirm whether the Government is requiring a full emergency generator to be provided, or if the requirement is limited to providing the transfer switch only.

Provide automatic transfer switch only.

18. Baluster Requirement – Please clarify the baluster requirement noted on page 1 of the

ASR. Is this intended to be a perimeter site fence, a protective barrier tied to setback requirements, or another specific security feature?

Protective barrier tied to setback requirements

19. We respectfully request an extension to the due date to allow time for our team to adjust our submission in response to the clarifying answers.

LESSOR_______GOVERNMENT______ Page 5 of 6

Extended to 02/12/2026 by 1300 CST via email only.

20. Will you consider new construction or even partial construction like let’s say half of a building exist and it gets doubled to meet your requirements.

As long as the square footage meets the requirement of 17,917 RSF/13,272 ABOA all on first floor contiguous it could be an existing building or new construction.

21. Are you all looking to move to new location or are you looking for a revamped facility within the property where you presently are?

Either; as long as it meets the requirement.

22. Is this RLP intended primarily as a recompete of the VA’s existing lease due to lease expiration or facility requirements, rather than a change in program size?

There is no VA existing lease. This is a new lease requirement.

23. I would appreciate confirmation as to whether the VA anticipates remaining eligible to consider offers within the existing shopping center (either in a different space or via substantial modernization), or whether the Government’s requirements are expected to be better met through relocation to a different site or new construction within the Area of

Consideration.

As long as it meets the requirements we are open to existing buildings, but will also consider new construction.

24. Is there any chance VA considers expanding the boundaries? No

25. Would you be able to explain the 10 year total; 5 year firm terms in the RLP?

The lease will be 10 years total with five- years firm term and five- years soft term.

During the soft term, either the Government or Lessor may terminate the lease with a written 60-day, 90-day etc..notice prior to termination whatever amount of time is agreed upon by Government and Lessor.

26. Is there any chance VA would consider a longer firm term? No.

27. The RLP 1.02 C - It tells us 70 parking spaces but it does not say how many Handicap spaces. Please verify.

8 handicap spaces

28. The RLP 1.05 C-2. Walkable and Amenities - It is saying amenities must be accessible from the building by continuous sidewalks? Please clarify

LESSOR_______GOVERNMENT______ Page 6 of 6

Removed language to clarify.

29. The RLP 3.06 S &T- This section is implying that it will be LEED building project? Other places it is using ENERGY STAR please verify.

3.06 S&T of the RLP removed.

30. Security Section D - Duress- Currently within the VA they are running the "Duress" thru the VA Computer/Network. Please verify if this is something you are going to require in addition?

Provided by VA.

31. Agency Specification- I did not see a list of required rooms and sizes? Can this be provided?

Exhibit B ASR updated with rooms and estimated sizes.

32. If I read the floor plan correctly it is not showing a Lab? but I am sure you want this and it was referenced with a backup AC. Also the floor plan is showing 2 entrances with

Vestibules (this would be unusual for this size of clinic) It would also require most of the front to be a covered drive thru? Can this also be verified because it will be a significant added cost if there are 2 entrances?

1 covered entrance and there will be a lab. ASR updated.

33. Can you offer any insight into the VA's timing for releasing the request for lease proposals? Would you be willing to forward it to us when it is released?

The RLP has already been released. We will be amending to add all questions and answers and extend response due until 02/12/2026 by 1300 CST via email only. It will be published on SAM.gov for anyone interested in responding.
