About this file

This is a Notice of Intent to Award a Sole Source contract and supporting justification documentation from the Department of Veterans Affairs.

The Michael E. DeBakey VA Medical Center (MEDVAMC) under Network Contracting Office 16 (NCO16) intends to award a one-time purchase, firm fixed price sole source contract to Medline Industries, LP (UEI: DMPAKJ9N9K66) for Ritter 253 LED Exam Light replacements. The contract is being awarded pursuant to FAR 6.103-1 based on only one responsible source being available to satisfy agency requirements. The NAICS code is 339113 with a size standard of 800 employees. Medline Industries is classified as Other than Small Business. Responses from any firm believing it can meet the requirement are due by 11:00 AM Central Time on September 18, 2026. Prospective vendors must submit company name, SAM UEI number, address, point of contact information, and business size. Inquiries should be directed to keturah.busey@va.gov. The Government reserves the right not to compete the procurement and will only use responses to determine the marketplace for future procurements.

A separate justification document indicates that the VA St. Louis Health Care System is seeking a Base Plus Two Option Period service contract to support existing Steris Surgical Lighting Equipment. The justification cites that Steris Corporation, as the Original Equipment Manufacturer, is the sole factory-authorized supplier for parts and service and is therefore the only vendor capable of servicing the existing Steris Surgical Lighting System. Market research was conducted in accordance with FAR Part 10, VAAR 810, and VAAM M810. The Contracting Officer approved the single source purchase under FAR 13.106-1(b) on August 10, 2026.
