The purpose of this amendment is to respond to questions received from site visit held Aug. 12, 2026. No further questions are being accepted. The closing date remains the same 08/21/2026; 12:00 PM CT.

Questions to RFQ 36C25626Q1108 from Site Visit 08-12-2026

1. Was any prior mold testing, assessment, sampling, or industrial hygiene evaluation completed for Building 58? If so, would the Government be able to provide the applicable report(s) or findings?

No.

2. What final cleaning and post-remediation clearance protocol will be required upon completion of the work?

Visual inspection by the Government/COR. The visual inspection will consist of a before and after visual inspection log.

3. Will final acceptance be based on visual inspection by the Government/COR, or will post-remediation air sampling, third-party clearance testing, or another verification method be required?

Visual inspection by the Government/COR.

4. If post-remediation testing or third-party clearance is required, are there specific acceptance criteria, sampling requirements, or thresholds that should be incorporated into the contractor’s scope and pricing?

None.

5. Given the technical questions identified during the August 12 site visit and the limited time remaining before the current August 14 quotation deadline, would the Government consider extending the quotation due date to August 19, 2026?

Yes, the government intends to extend the closing date from Aug. 14, 2026 to Aug. 21, 2026; 12:00 p.m. CT.

6. Hazardous Material Surveys: Will the Government make the complete asbestos and lead-based paint survey reports available to bidders before the quote deadline?

Please see attached Bldg. 58 Asbestos Inventory Checklist. Painted walls will be treated as positive for lead base paint.

7. Bidding Assumptions: If these surveys cannot be provided, should bidders price strictly for standard mold remediation? Please confirm that if asbestos or lead abatement is subsequently required, it will be handled post-award via a change order.

There will be no post-award via change order. Please see attached Bldg. 58 Asbestos Inventory Checklist. Painted walls will be treated as positive for lead base paint.

8. Due Date Extension: Because the walkthrough occurred today (August 12) and quotes are due in 48 hours (August 14), we respectfully request a one-week extension to Friday, August 21, 2026, at 12:00 PM CT to ensure we can incorporate these clarifications and subcontractor pricing.

The government intends to extend the closing date from Aug. 14, 2026 to Aug. 21, 2026;

9. SOW Section 1.2(b) Flooring Description SOW Section 1.2(b) references "modular 24" x 24" carpet tile throughout."

However, our field inspection identified standard glue-down commercial carpet in the affected areas. Please confirm whether the 24" x 24" reference pertains to ceiling/plenum tiles, or if the glue-down carpet is the intended mold remediation target.

10. Flooring Scope (Removal vs. Remediation)

Amendment 0001, Question 15, states that the carpet scope is for "removal and disposal only." Please confirm whether the second-floor glue-down carpet is to be fully removed and disposed of, including adhesive scraping as required, or if clean-in-place remediation methods (HEPA vacuuming, antimicrobial treatment, etc.) are acceptable.

11. Supplied air with Spot coolers to fit OSHA requirements

Not provided by VA.

12. What is the Power distribution plan, tap into existing breaker panels with pig tails and spider boxes, or an alternative?

Will have to consult with VA electrician onsite. Information not avaible at this time.

13. Does the bid reflect only demolition, or does it need to include construction/ putback?

None, no demolition. No putback.

14. Is there an asbestos survey of the building?

Please see attached Bldg. 58 Asbestos Inventory Checklist.

15. Will floor plans be provided?

No.

16. Floor/ceiling removal

Mold abatement for identified areas by visual inspection of COR.

17. Air quality pre/post test required?

Not applicable.

18. Hospital equipment removal by contractor? Or done prior by VA?

If necessary, by VA but prefer by Contractor.

19. Crawl space included in the scope of work?

Yes, of the main stairwell ground floor during the site visit, but not literal the crawl space on the other side of the small door.

20. OSHA sign off on confined space entry along with health and safety if the VA campus?

26. Will there be ICRA’s associated, if so, will there be an on-site epidemiologist?

27. Moisture Source / Corrective Action Has the source or sources of moisture contributing to the mold condition been identified and corrected? If not, please identify the source, the party responsible for corrective work, and whether that work will be completed before, during, or after mold remediation.

Not Applicable. This is a mold abatement service as per the Scope of Work.

28. Above-Ceiling / Plenum Remediation Limits Please define the exact remediation scope within the second-floor plenum and above-ceiling areas. Specifically, confirm whether mold-affected ductwork, piping, pipe insulation, conduit, ceiling/roof deck, structural members, cabling, or other building systems are included. The solicitation requires inspection and treatment of mold-impacted plenum areas but does not define the individual components included.

29. Hazardous Materials / Pipe Insulation and Wraps

During the site visit, numerous pipes and/or insulated piping components were observed covered with plastic and duct tape. Please provide all available asbestos, lead, and other hazardous-material survey or testing information applicable to these materials and other components that may be disturbed during remediation. Please also confirm whether the coverings, insulation, and/or piping are included in the mold-remediation scope and what treatment is required.

30. Exact Remediation Limits / Quantities Please provide or confirm the remediation limits for walls, ceilings, stairwell surfaces, plenum areas, and other affected components. The solicitation provides floor-area quantities for the second-floor offices, restrooms, utility areas, and hallways, but does not establish corresponding wall, ceiling, stairwell, or plenum surface quantities.

31. Additional or Concealed Mold

If additional concealed mold or mold outside the identified limits is discovered during performance, what is the required procedure for documenting, obtaining authorization for, and pricing the additional work?

No modification to pricing after successful bid.

32. Post-Remediation Clearance / Acceptance Criteria

Please identify the required standard for successful completion and acceptance of the mold remediation. Specifically, clarify whether acceptance requires visual inspection, moisture readings, air sampling, surface sampling, third-party post-remediation verification, or other testing, and identify which party is responsible for performing and paying for such testing.

33. Removal Versus Reconstruction / Replacement Please confirm that the base scope is limited to mold remediation, removal, and cleaning, and the contractor is not responsible for replacement or reconstruction of materials removed during remediation, including drywall, insulation, ceiling materials, base, coatings, flooring, or other finishes.

No reconstruction.

34. Containment / Negative-Air Requirements

The solicitation requires a containment chamber with negative air. Please clarify whether the VA has specific requirements for negative-pressure differential, air changes per hour, continuous pressure monitoring, decontamination chambers, HEPA exhaust locations, critical barriers, or other containment-performance criteria.

None.

35. Building Occupancy / Phasing Will the affected second-floor areas remain occupied during remediation? Please identify required phasing, occupied-space protections, work-area access requirements, and whether access through the two main hallways must be maintained during performance.

The floors will not be occupied during mold abatement.

36. Southeast Stairwell Closure / Egress

May the southeast stairwell be completely closed during remediation? If not, please identify required phasing, temporary egress provisions, or other life-safety requirements that must be maintained while work is performed.

The Southeast stairwell will not be completely closed during the mold abatement except for authorized VA employees when needed. The successful bidder will develop their own phasing plan, temporary egress, or life-safety requirements to tackle the mold abatement Scope of Work.

37. HVAC / Plenum System Requirements Please confirm whether HVAC systems serving the affected areas must be shut down, isolated, sealed, protected, or cleaned during remediation. If shutdown or other HVAC work is required, please identify which party is responsible for performing and coordinating that work.

38. Carpet Tile Disposition

The solicitation identifies mold-contaminated 24-inch by 24-inch modular carpet tile within the stairwell. Please confirm whether the contractor is required to clean and retain, remove and dispose, or remove and replace the carpet tile. If replacement is required, please provide the applicable material and installation requirements.

No replacement.

39. Structural Drying / Dehumidification

Is structural drying, dehumidification, or use of air-moving equipment required as part of the base scope? If additional drying becomes necessary due to existing moisture conditions, please confirm whether that work will be considered part of the base contract or separately authorized additional work.

40. Media Blasting Requirements

The solicitation states that media cleanup is required “if media blasting technique [is] used,” which appears to make media blasting an optional contractor means and method rather than a mandatory procedure. If media blasting is used, please clarify any restrictions on the blasting media and identify the required final surface condition or acceptance standard.

None at this time.

41. Extension of Due Date

As the answers to the questions above will impact the technical approach and pricing proposals, we respectfully request an extension of at least 3 business days following the posting of Q&A to allow for revisions to our response.
