About this file
This is a Question and Answer Sheet for a VA solicitation (36C25626Q1052) addressing clarifications on a combination oven procurement for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16. The Q&A resolves nine key ambiguities regarding equipment specifications, installation scope, and delivery details.
The procurement requires a Pro 20-20 capacity combination oven capable of steam, convection, and combination cooking, with equivalent products acceptable if they meet all salient characteristics. The required configuration is the gas-fired Alto-Shaam Prodigi Classic 20-20G, which uses gas for heating and electrical service for controls and operation; voltage, phase, and amperage requirements must be compatible with confirmed site utilities and are not the 208-240V, 3-phase specification listed for the electric model. The SOW mandates both a reverse-osmosis water-treatment system (OptiPure OPS175CR/10 RO) and a water-filtration system (Everpure KleenSteam II Twin EV979722), with equivalent equipment acceptable if compatible and supporting proper operation and warranty. The contractor is responsible for all delivery, transport, installation, anchoring, startup, testing, and utility reconnections (electrical, water, drain) for the new equipment; the existing oven has already been removed by VA and is not the contractor's responsibility. The contractor must coordinate a pre-installation site visit and kickoff meeting with the Contracting Officer's Representative to confirm site conditions, floor protection, infection control measures, and anchoring requirements. The delivery address is 2400 Canal Street, New Orleans, ZIP code 70119. The nonmanufacturer rule does not apply to this procurement. Responses are due August 21, 2026, by 12:00 p.m. CDT to Marcus.Sidney@va.gov, and this solicitation is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 333241.

Question and Answer Sheet
1. Controlling oven configuration: The SOW identifies an Alto-Shaam CTP20-20G / Pro 20-20 configuration and Alto-Shaam-specific features, while CLIN 0001 identifies “ICP 20-FULL E 480V 3 PH,” which appears to be a RATIONAL iCombi Pro configuration. Which manufacturer/model and specification set controls?
· The requirement is for a Pro 20-20–capacity combination oven, brand name or equal, capable of steam, convection, and combination cooking and meeting all other listed salient characteristics. An equivalent product is acceptable if it satisfies the complete SOW specification.
2. Fuel and electrical configuration: The SOW calls for an electric unit, but CTP20-20G denotes a gas configuration. Please confirm the required exact model/part number, voltage, phase, and amperage.
· The required configuration is the gas-fired Alto-Shaam Prodigi Classic 20-20G, or an equal product that meets all SOW salient characteristics and functional requirements.
· The 20-20G uses gas as its heating source and requires electrical service for controls and operation. The contractor shall provide the gas unit configured for the facility’s available gas service and verify the available gas and electrical utilities during a requested site visit and/or the pre-installation kickoff meeting. The proposed unit’s exact voltage, phase, and amperage shall be compatible with the confirmed site utilities. The 208–240V, 3-phase requirement applies to the electric 20-20E model and is not applicable to the gas-fired 20-20G configuration.
3. Water treatment: Is the contractor required to furnish the OptiPure OPS175CR/10 RO system, the Everpure KleenSteam II Twin EV979722 listed in CLIN 0002, or both?
· The SOW requires both a reverse-osmosis water-treatment capability and a water-filtration system. The SOW references the OPS175CR/10 RO system as the required RO configuration; however, equivalent water-treatment equipment may be accepted if it provides the required RO and filtration functions, is compatible with the proposed oven, and supports proper operation and warranty requirements.
4. Existing oven removal: Please clarify the existing oven’s manufacturer/model, dimensions and approximate weight; required disconnect/reconnect scope; whether removal means disposal or transport to another onsite location; and whether the Government will retain the unit.
· The existing unit has been removed and is not within the contractor’s scope of work. The contractor shall deliver, transport, install, anchor/bolt as required, start up, test, and verify that the replacement equipment and all associated components are fully operational.
· The contractor shall furnish all materials, equipment, services, and components necessary for a complete installation. The contractor is responsible for removing and properly disposing of all contractor-generated trash, packaging, crating, pallets, debris, unused materials, and contractor-owned tools or equipment from the site upon completion. The contractor must protect VA property and comply with all applicable VA infection-control, dust- and debris-containment, floor-protection, and site-cleanliness requirements.
5. Site and rigging conditions: Please provide available site photos or confirm loading-dock access, door/elevator clearances, path of travel, floor protection, anchoring requirements, and existing electrical, water, drain, and ventilation conditions.
A site visit may be requested by the contractor before installation. The contractor may also verify site and installation conditions during the required pre-installation kickoff meeting with the COR.
· The contractor is responsible for confirming the delivery and rigging route, including loading-dock access, door and elevator clearances, path of travel, floor-protection needs, anchoring/bolting requirements, and the existing electrical, water, drain, and ventilation conditions necessary for the proposed equipment. The contractor shall coordinate any requested site visit with the COR and identify any conditions that could affect installation before work begins.
· The SOW requires a pre-installation meeting and kickoff checklist addressing floor protection, infection-control measures, dust/debris barriers, anchoring responsibility, and the tools and materials needed for compliant installation.
6. The SOW states that the combination oven must include an OPS175CR/10 RO System and a water filtration system, while CLIN 0002 separately specifies the KleenSteam II Twin System (EV979722). Could you please confirm whether the VA requires both systems?
· The SOW identifies the OPS175CR/10 as the required reverse-osmosis system and separately requires a water-filtration system. CLIN 0002 identifies the KleenSteam II Twin System (EV979722) as the required water-filtration component. Equivalent brands and models are acceptable, provided they meet or exceed the operational requirements of the SOW, are compatible with the proposed combination oven, and provide the required reverse-osmosis and filtration functions
7. The SOW requires the contractor to de-install the existing equipment and install the new equipment. Could you please confirm whether the contractor is also responsible for electrical and plumbing disconnects and reconnections?
· The existing oven has already been removed; therefore, the contractor is not responsible for de-installation of the prior unit or for its associated disconnects.
· The contractor is responsible for installing the new combination oven and all associated components, completing the electrical, water, drain, and other utility reconnections required for the proposed equipment, and conducting startup, testing, and verification that the system is fully operational. The contractor shall furnish all materials, parts, equipment, and services needed for a complete installation and coordinate site conditions with the COR during a requested site visit or the pre-installation kickoff meeting.
8. After de-installation of the existing oven, is the contractor required to haul away and dispose of the existing equipment, or should the equipment be left onsite at the VA?
· The existing oven has already been removed by the VA and is not part of the contractor’s scope. Accordingly, the contractor is not required to haul away, dispose of, relocate, or otherwise handle any existing Government-owned oven.
· The contractor remains responsible for removing from the site all contractor-generated trash, packaging, crating, pallets, debris, unused installation materials, and contractor-owned tools and equipment after completing the installation. The work area must be left clean and free of contractor materials and debris.
9. Delivery address: Please confirm whether the correct delivery ZIP code for 2400 Canal Street, New Orleans is 70119. Section C.6 lists 71101.
· The correct zip code is 70119
10. Nonmanufacturer Rule: Please confirm whether the SBA class waiver for commercial-type ovens applies to this procurement and, if so, identify the solicitation’s written waiver notification.
· The nonmanufacturer rule does not apply for this solicitation
