About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract, issued by the Department of Veterans Affairs Network Contracting Office 16 in Houston, Texas. Amendment 0001 extends the offer receipt deadline to August 6, 2026 at 3:00 PM CDT, provides responses to 13 Requests for Information (RFIs) received from offerors, and clarifies that wage determination requirements are not applicable to this solicitation.

The solicitation (36C25626Q1030, dated July 17, 2026) pertains to yoga instruction services for the Michael E. DeBakey VA Medical Center in Houston, with performance beginning August 17, 2026 and extending through August 16, 2031 (with option years). The contract requires active Women-Owned Small Business (WOSB) certification maintained throughout the entire period of performance. Key RFI responses clarify that: pricing is per-class based on 52 weeks per year; general classes are delivered both virtually and in-person at the Tomball CBOC while prenatal classes are virtual-only; the VA will provide write-level CPRS (electronic medical record) access and training; offerors must demonstrate at submission that at least one qualified yoga instructor with current BLS certification and negative tuberculosis test documentation is available, though additional instructors may be credentialed post-award; virtual-only instructors are not required to maintain BLS or TB certifications; pre-employment drug screening may occur post-award; prime WOSB contractors may subcontract yoga instructors but cannot pay more than 50% of total contract value to non-similarly-situated subcontractors per 13 CFR 125.6; and the Contracting Officer indicated the wage determination does not apply as yoga instruction qualifies as a professional exemption.

The purpose of amendment 0001 is to:

1. Provide responses to RFIs received.

2. Extend the offers due date to 08-06-2026 3PM CDT.

3. Wage Determination is N/A for this requirement.

RFI’s Received with Responses

1. WOSB Certification Status at Award vs. Throughout Performance The solicitation requires active WOSB registration in SAM.gov. Our WOSB certification is currently active but scheduled for renewal in August 2026. Can the Contracting Officer confirm whether WOSB status must be active only at the time of award, or must it be maintained throughout the entire period of performance (through August 2031)? WOSB registration must be maintained throughout the entire period of performance to include option year awards.

2. Pricing Unit Clarification The Price/Cost Schedule lists quantities (e.g., 104.00 YR for Items 0001 and 0002) with the unit "YR." Please clarify: is the unit price intended to be per individual class/session, or is it an annual rate covering the full year of classes? The quantity of 104 appears to represent 52 weeks x 2 classes per week, suggesting per-class pricing, but the "YR" unit designation is ambiguous. Items are priced per class based on 52 weeks/year.

3. Option Year 1 Date Discrepancy (Item 1001) Line Item 1001 (30 Minute Flow & Stretch, Option 1) shows a POP End date of 07-16-2028, while Items 1002, 1003, and 1004 for Option Year 1 show a POP End date of 08-16-2028.

Please confirm which date is correct for Option Year 1. Typo, I will correct when I publish the RFI responses.

4. Place of Performance — CBOC Tomball The solicitation references on-site instruction at the main facility (MEDVAMC, Houston) and the CBOC in Tomball, TX. Please clarify whether the contractor is expected to provide on-site instruction at the Tomball CBOC in addition to VTC, and if so, how frequently. All the general classes are both virtual and in Tomball, all the prenatal classes are virtual.

5. VetPro Credentialing Timeline The SOW states contract personnel must be credentialed through VetPro. Can the Contracting Officer provide an estimated timeline for VetPro credentialing completion, and confirm whether the contractor will be permitted to begin performance prior to credentialing being finalized, given the POP start date of August 17, 2026? I can’t get a definitive answer about how long VETRPO credentialling will take, the POP can be changed to accommodate if needed.

6. Subcontracting of Yoga Instructors The SOW references subcontracted personnel and requires a designated supervisory POC.

Please confirm that the prime WOSB contractor may subcontract certified yoga instructors (RYT-200) while maintaining prime contractor responsibility, provided all qualifications and security requirements are met. Per 13 CFR 125.6, The prime contractor must not pay more than 50% of the total contract value to subcontractors that are not similarly situated (i.e., not the same WOSB classification). “Similarly situated” means any first-tier subcontractor that holds the same small business status as the prime (e.g., another WOSB)

7. Wage Determination Applicability Wage Determination No. 2015-5233 (Harris County, Rev 33 May 2026) is attached. Please confirm this WD applies to the yoga instructor classification and whether any additional classifications from the WD are applicable to this contract. After further examination, Yoga Instruction seems to qualify as a professional exemption. The Wage Determination is not applicable.

8. CPRS/EMR Documentation Requirement The SOW requires contractors to document in the Veteran's electronic medical record (CPRS) within 48 hours. Please confirm what level of CPRS access the yoga instructor will be granted (read/write/order entry) and whether VA will provide the necessary system access and training as part of the MEDVAMC-conducted training. VA will provide write-level access for contractors to review and document in patient charts. VA will provide the training for contractors to use and write notes in CPRS.

9. May an offeror submit its proposed instructors’ current yoga credentials with the quote and provide their BLS certifications and negative tuberculosis test results within 14 calendar days after award, but before the instructors begin VA training or provide services?

Offerors must demonstrate BLS certification and negative TB test results at the time of submission.

10. If the BLS certification and negative tuberculosis test must be completed by the quote deadline, would evidence that the proposed instructor is registered for a BLS course and scheduled for tuberculosis testing be sufficient for the quote to receive an Acceptable technical rating? No

11. Must BLS and negative tuberculosis test documentation be submitted for every proposed instructor with the quote, or may additional instructors be credentialed after award and before they begin performing services? Submissions must demonstrate that a yoga instructor with BLS and negative TB documentation is available to meet the requirements for services at the time of submission, but additional instructors beyond this one may be credentialed after award.

12. Are instructors who provide services exclusively through video teleconference also required to maintain BLS certification, a negative tuberculosis test, and the other personnel credentials identified in the Statement of Work? Virtual-only instructors would not be required to meet the BLS and TB requirements, or other credentials that would only be relevant for on-site services.

13. Does the pre-employment drug screening need to be completed and documented with the quote, or is it a post-award, pre-performance requirement? Pre-employment drug screening may be completed post-award.
