Statement of Work (SOW)

Statement of Work (SOW) Title: Club Car Carryall Gas‑Powered Utility Vehicle – Salient Characteristics (Brand Name or Equal) Customer: (Engineering Service at VHSO) POC: (Christi Kraker 479-466-6350) Date: (04/28/2026)

1. Scope The Contractor shall furnish and deliver one (1) new, factory‑assembled, commercial‑grade gas‑powered utility vehicle equivalent to the Club Car Carryall gasoline lineup for industrial/commercial use, including all accessories, documentation, and warranties described herein. Vehicle shall be suitable for daily cargo transport on improved surfaces and light off‑road work areas.

Brand Name or Equal: References to “Club Car Carryall” establish a quality baseline. Offers of equal vehicles are acceptable if they meet or exceed the salient characteristics in Section 4 and all compliance items in Section 6.

2. Period of Performance The Contractor shall complete all engineering services, assembly, and delivery within 60 Days ARO (After Receipt of Order).

3. Place of Delivery & FOB FOB Destination:

VA Medical Center 1100 North College Avenue Fayetteville, AR 72703

Delivery shall occur during normal business hours. The Contractor is responsible for unloading, positioning, and removal of shipping debris.

4. Salient Characteristics (Minimum Requirements) Powertrain & Performance

- Gasoline engine, 4‑cycle, EFI, rated ≥14 hp

- Top speed: ≥15 mph (governed)

- Towing capacity: ≥1,200 lb

- Total payload capacity: ≥1,200 lb, cargo bed ≥800 lb

Chassis & Durability

- Rustproof aluminum frame and cargo box

- Ground clearance ≥5.5–6 inches

- Rack‑and‑pinion steering; heavy‑duty suspension

- Four‑wheel mechanical drum brakes or 4‑wheel hydraulic disc brakes

Cargo & Ergonomics

- Aluminum cargo bed with tailgate

- Bed size approx. 44 in L x 47 in W x 10.5 in H

- Two seats with seat belts

- Front/rear lighting (headlights, taillights, brake lights)

Dimensions & Fuel

- Wheelbase approx. 78 in; overall length approx. 118 in; width approx. 50 in

- Fuel tank ≥5.5 gallons

Warranty

- Powertrain/Frame: ≥3 years / 3,000 hours

- Remainder: ≥2 years

5. Required Accessories & Configuration

- Trailer hitch rated ≥1,200 lb

- Heavy‑duty 6‑ply tires

- Bed tie‑downs/tool mounting system

- Headlights, taillights, brake lights

- Backup alarm

- Seat belts for all seating positions

6. Compliance & Standards The vehicle shall comply with:

- EPA 40 CFR Part 1054 (Small SI emissions requirements)

- ANSI/ITSDF B56.8 Safety Standard for Personnel and Burden Carriers

- SAE J2258 Light Utility Vehicle Safety Guidelines

- Seat belt/occupant restraint requirements

- ROPS/FOPS compliance (if applicable)

7. Documentation & Training Contractor shall provide:

- Operator’s Manual

- Parts Catalog

- Pre‑Delivery Inspection documentation

- Warranty documentation

- On‑site operator orientation (1–2 hours)

8. Quality Assurance & Acceptance The vehicle must be new, fully compliant, and free of defects. Acceptance occurs after joint inspection.

9. Packaging & Marking

- Must arrive fully assembled

- Include SDS

- Mark external packaging with PO number and destination

10. Invoicing & Payment

- Net (insert terms)

- Invoice must include PO and serial numbers

11. Optional Equipment

- Cab enclosure, windshield, heater/defroster

- Bed lift (manual/electric)

- Tool racks, ladder racks, sprayer mounts

- LED light package, amber beacon

- Turf tires
