1. Contract Title: GH3/GH3+ Lifting - Installation and Site Prep of Overhead (Ceiling) Patient Lifts
2. OBJECTIVE: The overall purpose is to design and install four fixed, ceiling‑mounted patient lift systems in designated patient care rooms at the Overton Brooks VA Medical Center in order to improve patient safety, reduce the risk of patient handling injuries, and enhance staff safety by eliminating manual lifting.
3. Scope of Work:
The Contractor shall provide all labor, tools, equipment, materials, and supervision necessary to design and install fixed, ceiling‑mounted patient lift systems in four designated patient care rooms (4E Dialysis, 7E GI Bay 5, 7N 5, and 10E3) at the Overton Brooks VA Medical Center. This requirement is intended to enhance patient safety and reduce the risk of injury to both patients and healthcare personnel during patient handling and movement.
The Contractor shall install four overhead ceiling lift systems that support safe transfers, including bed‑to‑chair, stretcher‑to‑bed, and bathroom transfers. These systems will mitigate the high risk of musculoskeletal injuries associated with manual lifting, pulling, and repositioning, and will provide a safer alternative for recovering patients who require assistance after falls. This installation is a one‑time requirement until equipment replacement is necessary.
The Contractor shall ensure all personnel assigned to this project are fully trained, qualified, and licensed (as applicable) to install patient lift systems. Each lift system shall have a minimum lifting capacity of 550 lbs. Rail systems shall be designed, constructed, and installed in an X‑Y (room‑covering) configuration to maximize the usable space within each patient room. System operation must be smooth, avoiding abrupt or jerky movements, and must provide sufficient lifting height to complete safe patient transfers.
Track systems shall be self‑supporting from either the ceiling or a post‑mounted structure, depending on existing site conditions. Existing hangers, Unistrut, structural supports, or utility systems shall not be used for support or bracing of the lift systems. All new supports shall be anchored directly to building structural components.
The Contractor shall comply with all applicable local, state, and federal environmental, occupational safety, life safety, and fire protection regulations. Under no circumstances shall the Contractor create conditions that pose hazards to patients, staff, or visitors of the Overton Brooks VA Medical Center.
Qualifications: Contractor shall provide personnel who have the knowledge, qualifications, and experience to perform the functions outlined in the Performance Requirements. All personnel shall have at a minimum, an understanding of operations, maintenance procedures, and regulatory requirements associated with patient ceiling lifts
Technical Requirements:
1. All ceiling‑mounted patient lift systems shall be OSHPD‑certified. Installation details shall be stamped by a certified structural engineer and shall comply with all current applicable code requirements. For any site‑specific conditions not addressed in standard approved details, the Contractor shall provide additional engineered drawings stamped by a certified structural engineer.
2. The Contractor shall provide a detailed installation plan for each room, including the location of lift rails, the supporting structure above the ceiling, and the proposed method of attachment.
3. Door frames shall not be cut, altered, or modified. If the Contractor proposes modifying an existing door frame, the Contractor shall submit supporting documentation and detailed procedures certified by a licensed structural engineer. No such modification shall be performed without prior written acceptance by the VA.
4. All ceiling lift systems shall undergo weight testing prior to Government acceptance. Testing shall be performed at 150 percent of the rated capacity and shall be applied to all points of access where the lift may be used. Prior to testing, the Contractor shall submit current industry‑standard testing criteria to the VA for review. The VA COTR shall witness all testing. Following each test, the Contractor shall provide a written test report, including deflection measurements at all points of maximum loading. All deflection results must meet applicable code limits.
5. The Contractor shall provide final equipment certification in writing prior to acceptance by the VA.
6. If the lift installation affects the operation of a room’s privacy curtains, the Contractor shall provide a mitigation plan addressing the required corrections. This plan must be submitted to and approved by the VA prior to commencement of work. All costs associated with correcting privacy curtain interference shall be borne solely by the Contractor.
7.The Contractor shall implement dust‑containment measures throughout the installation process. All rooms and adjacent areas shall be returned to their original condition upon completion of work. Any damage caused by installation activities shall be repaired by the Contractor at no additional cost to the Government. The Contractor shall place tacky mats at all entry points to the work area and ensure all surfaces are vacuumed and/or wet‑wiped after installation to remove dust and debris.
Contractor shall provide the following:
1) Disclosure of all Tort claims against vendor either pending or resolved regarding proposed system.
2) Education/Training Plan by vendor on use of all equipment, after installation completion, with specific timelines -- all shifts, all areas and possibly refresher courses. Include training plan for Bio-Medical staff.
3) Standardization of location of charging units in identified rooms.
4) Identify Privacy Curtain issues and include plan to remedy in quote.
5) Written plan for installation of track lift system and curtain poles as applicable including mechanical anchor designs.
6) Written plan for modifying existing structural, mechanical, electrical, and other infrastructure systems.
7) Schematic Plans for routing and locations of new equipment, and infrastructure modifications
8) Provide drawings to show how rail system will be anchored to the structural concrete.
9) Provide a specific timeline for installation.
10) Provide an installation Infection Control Plan.
11) Provide an Installation Plan including phasing and indicating time per unit with minimum interference with patient care. Example: installed on days when patient population is down, possibly weekend or Monday and Friday. The least amount of disruption to patient’s comfort and care is expected.
12) Specify vendor provided maintenance extended beyond normal warranty period.
13) Contractor shall supply a minimum of three-year parts and labor warranty for all installed patient lift.
14) Specify all previous work done by vendor in VISN 16. Is it complete, including all training?
15) Provide Plan of Equipment Certification after installation.
16) Provide Plan reflecting availability of vendor for follow- up, to include but not limited to: repairs, adjustment; and address after hours and weekend response during warranty period.
Ceiling Lift Performance Requirements
1) Equipment installed shall be subject to the following Specs:
· Ceiling-lift motor must be able to communicate with Guldmann Dashboard (CLM Online) through Wi-Fi enabled software that automatically tracks lift frequency, usage, patient weight, and service needs for facility-wide monitoring.
· Ceiling-lift motor must contain integrated weight scale with automatic logging that logs patient weight data directly into the Guldmann Care Lift Management (CLM) system.
· Ceiling-lift motor must provide automatic service & maintenance alerts that tracks service needs in real-time and alerts staff when inspections or maintenance are due.
· Must be able to activate the emergency stop with a maximum load that results in no vertical lift motion greater than 50 mm during load testing.
· Ceiling lifts must include dynamic weight relief that supports early mobilization and training initiatives. The ceiling lift must allow up to 100 kg weight relief in steps of 1 kg and allow for typical rehab exercises such as stairs and steps, gait training, balance, sit-to stand, squats and lunges, active range of motion all with dynamic weight relief and fall prevention.
· Available as UL listed full-system installations (UL 60601-1)
· Up to 26’ span for un-spliced rail
· 23’4” traverse rail span capability at 605 lbs.
· Supplier system engineered lateral bracing brackets (Not after market)
· Optional InfraRed remote control of lift available
