About this file

This is a Questions and Answers document for federal contract 36C25626Q0761, clarifying requirements for a VA storage facility services contract.

The contract requires six climate-controlled storage units maintained at 60°F–80°F with humidity below 60%. Units may exceed the specified footprints (10x20 and 10x25) if larger sizes are available at the proposed price. Covered loading/unloading areas are required, with a drive-up unit featuring a protective overhang or canopy deemed acceptable. The contractor is not required to provide shelving or interior racking systems. For security, contractor-standard keypad access is acceptable rather than government PIV badge systems. Access logs must be provided only during audits, and after-hours emergency access requires on-call contractor representatives rather than 24/7 facility availability. No specific surveillance footage retention period is mandated. The VA will provide loading and unloading assistance if contractor personnel are not available. The contractor is responsible for transporting and staging existing mattresses and kits from their current location to the new units beginning June 1, 2026. Pest control services must be maintained on an as-needed basis following inspections. Required insurance minimums are $200,000 bodily injury per person, $500,000 per occurrence, and $20,000 property damage per occurrence. In the event of emergency surge operations, additional units would be procured via contract modification at the same unit price. Site inspections will be conducted only for the apparent lowest-priced offeror. The optional six-month extension under FAR 52.217-8 will not be evaluated in the total contract price.

Questions and Answers

1. Technical & Facility Specifications

• Climate Control Consistency: Section 1 states the facility "requires secure, climate-controlled" space, yet Section 3.1 lists temperature and humidity requirements as "if required" and "if applicable". Can the Government confirm that all six units must be climate-controlled with the specified temperature 60°F– 80°F and humidity below 60% ranges? Yes

• Loading Area Definition: Section 3.1 requires "covered loading/unloading areas". Does this require a dedicated loading dock, or is a drive-up unit with a protective overhang/canopy sufficient? Yes, drive-up unit with a protective overhang/canopy sufficient

• Unit Configuration: The SOW identifies specific sizes (e.g., 10 x 25 and 10 x

20). If a facility only has larger units available (e.g., 10 x 30), will the Government accept these at the proposed price for the smaller size, or is the 10 x 20/25 an absolute maximum footprint? Yes

• Shelving & Interior Setup: Does the Government require the contractor to provide industrial shelving or racking within the units, or will the VA provide its own storage infrastructure?. Shelving is not required

2. Security & Access Protocols

• Access Management: Section 3.2 requires "controlled badge/keypad access".

Does the Government intend to use its own PIV/badge system, or is the contractor’s standard facility-managed keypad access acceptable? Contractor’s standard facility-managed keypad access is acceptable

• Access Frequency & Documentation: Section 3.4 mentions providing "access log documentation upon request". Will the Government require these logs on a recurring basis (e.g., monthly) or only during audits? Only required during audits

• After-Hours Emergency Access: Section 3.4 requires "emergency after-hours access capability". Does this imply the facility must be accessible 24/7 to VA personnel, or that a contractor representative must be "on call" to grant access during emergencies? After hour Oncall access during emergencies.

• Surveillance Data: Does the Government require a specific retention period for the recorded surveillance footage at access points? No

3. Operational & Labor Requirements

• Inventory Support Labor: Section 3.5 regarding "Inventory & Handling Support" (receiving, release, and electronic tracking) is marked "if required". Since this is a "price alone" procurement, how should offerors account for this potential labor?.

Will the VA perform all loading/unloading, or is the contractor expected to provide personnel for these tasks? VA will supply loading and unloading if assistance is not available.

• Initial Transition: For the Base Year starting June 1, 2026, is the contractor responsible for the transportation and drayage of existing mattresses and kits from their current location to the new units? Yes

• Pest Control Frequency: Section 4 requires the contractor to "maintain pest control services". Does the Government require a specific frequency of professional treatment (e.g., monthly) or just "as needed" based on inspections?

As needed based on inspections.

4. Administrative & Contractual

• Insurance Limits: Section 4 requires a "certificate of insurance and liability coverage". What are the minimum per-occurrence and aggregate liability limits required by the VA for this specific contract?

Bodily injury (per person): $200,000 Bodily injury (per occurrence): $500,000 Property damage (per occurrence): $20,000

• Emergency Surge Pricing: Section 10 mentions supporting "emergency surge operations if requested". In the event of a surge, would additional units be procured via a contract modification at the same unit price, or is this a priority-of-access requirement for existing space? Yes

• Site Inspection Schedule: Section 9 mentions an "initial inspection prior to award". Will the Government conduct these inspections for all offerors in the competitive range or only for the apparent lowest-priced offeror? Only the apparent lowest-priced offeror

• Option to Extend Services: The contract includes FAR 52.217-8 (Option to

Extend Services). For evaluation purposes, will the Government evaluate the price of a potential six-month extension in its total evaluated price? No as it is unknown if the option 52.217-8 will be utilized
