TECHNICAL EVALUATION
Technical Acceptability will be based upon the conformance to the guidelines outlined in this solicitation. Quotes will be evaluated on a GO, NO-GO basis. The technical evaluation will evaluate the technical content received as required in the instructions section (Section E.1) of this solicitation. ADDENDUM TO 52.212-2 – EVALUATION CRITERIA
(a) The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors will be used to evaluate the quotes:
1) Factor 1, Technical Capability
2) Factor 2, Price
1) Evaluations will be conducted under the procedures of FAR Part 15.101-2(c) Lowest Price technically Acceptable Source Selection Process.
For quotes to be considered acceptable and eligible for evaluation, they must be prepared in accordance with and in compliance with the instructions given in this solicitation and address all the requirements set forth within this solicitation.
Award will be made to the Quoter whose quote is the Lowest Priced Technically Acceptable.
Only the lowest priced quote will be evaluated for technical acceptability. If this quote is found to not be technically acceptable, the next lowest priced quote will be evaluated. This sequence will occur until a quote is found to be technically acceptable at the lowest price point. Once a quote is found to be technically acceptable, the technical evaluation will cease.
This is a subjective evaluation that is based upon the Governments’ judgment as to whether the Quoter has satisfactorily addressed the technical content requirements as set forth within this solicitation.
PRICE EVALUATION
The Contracting Officer will assess the quote’s price for reasonableness in accordance with FAR Part 12 and specifically FAR 12.209. Under this provision, the officer must confirm price reasonableness using the procedures in FAR 13.106‑3, while also considering customary commercial factors—such as delivery speed, warranty, liability limitations, order quantities, performance period, and any special requirements—to ensure pricing aligns with the Government’s needs.
(c) A written notice of award sent to the successful Quoter within the quote’s acceptance period constitutes the Government’s offer of award. A binding contract is formed when the Contractor signs and returns the Government’s award document.
(c) Quote Package Contents
(1) The quote package should address all the information listed in the evaluation factors under
52.212-2. There is not a required format that the information must be presented in. We will be focused on the content of the quote and whether it addressed all the evaluation factors.
The Contractor shall submit a signed copy of the SF1449. The amendments (if applicable) shall also be signed and returned or acknowledged by listing the amendments and returning the
Commercial Administration Data Sheet, Section B.1. Please note: Section B.1 also requests contractor information to be filled out. Ensure this information is included in your quote package response.
Responses to this solicitation shall be submitted in two volumes as described below:
• Volume I (Technical): shall not contain any pricing information, include the SF1449 amendments and shall be clearly labeled Volume I. This volume shall include the hardware being offered with all the technical aspects that match the requested salient characteristic of the ceiling lift hardware requested. Provide estimated shipping timeframe/ availability, whether the item is made in America or foreign.
• Volume II (Price): shall be clear and state any and all pricing to include discounts while clearly being labelled Volume II. This volume will use the Section B.2 Price schedule section of the solicitation.
(2) Volume I Technical Capability Factor, the quote package should demonstrate the
Offeror’s capability to provide the ceiling lift hardware in a timely manner , provide evidence that it meets the requirements of the solicitations Performance Work Statement (PWS).
Complete and return all requested attachments and acknowledged any and all amendments if applicable. Technical capability should not simply restate the Statement of Work. Simply restating the Statement of Work/ salient characteristics without documentation will not be evaluated favorably.
(3) Volume II Price Factor, Completed Section B.2 Price Schedule. Contractor shall complete all pricing in the B.2 price schedule. CLINS (Contract Line Items) without pricing will be found unacceptable. (The Government seeks discounts. Identify any discounts offered and the amount within the line-item description.)
