About this file
This document is Amendment 0001 to Request for Quote (RFQ) 36C25626Q0615 issued by the Department of Veterans Affairs Network Contracting Office 16 in Houston, Texas. The amendment provides official government responses to vendor questions regarding technical and administrative requirements and clarifications to the Performance Work Statement. The amendment does not modify the Performance Work Statement, Price/Cost Schedule, evaluation criteria, period of performance, or submission deadlines. The government confirms this is a commercial services procurement under FAR Part 12 covered by Service Contract Labor Standards, and payment or performance bonds under the Miller Act are not required.
The questions and answers address technical specifications and site requirements for fiber optic infrastructure installation at the VA location. Key clarifications include: no formal access request form is required (sign-in sheet provided on-site); non-entry manhole inspections are permitted using manhole hooks but gas testing equipment is not needed; UFC 135-11 fiber design standards apply with direct burial cable in inner duct acceptable; patch panels require LC connectors; flexible inner duct liners must be 1 inch ID, corrugated, and plenum-rated; existing uni-strut raceways can be utilized; armored direct-burial cable and innerduct may be used for the entire homerun without splice boxes; permit-required confined space entry procedures apply to manholes 10–15 feet deep, requiring contractor submission of entry programs for approval; and the contract is brand new with no incumbent contractor. Offerors must acknowledge receipt of this amendment according to the solicitation requirements.

Amendment 0001 – Questions and Answers
RFQ No. 36C25626Q0615
Technical Walkthrough and PWS Clarifications
The following questions were received from an interested vendor. Government responses are provided below.
1. Is there an access request form required prior to the site visit?
Government Response: No. The COR will have a sign-in sheet available on-site.
2. Will non-entry inspection of manholes be permitted?
Government Response: Yes. Bring manhole hooks.
3. May contractors bring gas testing equipment and manhole hooks for inspection?
Government Response: Manhole hooks may be used. Gas testing equipment is not needed for non-entry inspections and should not be brought.
4. Does this VA location have established fiber design standards that contractors must follow? Can a copy be provided?
Government Response: UFC 135-11 applies. Direct burial cable installed in inner duct is acceptable.
5. Wall-mounted rack and shelf requirements:
a. Required usable rack height?
Government Response: 2U are available in the area.
b. Required usable rack width?
Government Response: Standard width is 19 inches.
c. Required rack depth?
Government Response: Field verify.
d. Is an enclosed rack required?
Government Response: Existing racks can be used.
e. If enclosed, is a locking feature required?
Government Response: Existing racks can be used; field verify.
f. Is a rear swing-open feature required?
Government Response: Existing racks can be used; field verify.
g. Is a transparent rack front required or is a solid front acceptable?
Government Response: Existing racks can be used; field verify.
6. 12-port patch panel / fiber panel connector style required?
Government Response: LC connectors.
7. Flexible inner duct liner requirements:
a. Required diameter?
Government Response: 1 inch ID.
b. Type desired (corrugated, smooth, etc.)?
Government Response: Corrugated to match existing.
c. Required fire rating?
Government Response: Plenum rated.
d. Is there an existing raceway?
Government Response: Yes. Mostly uni-strut and hung to suit existing cable runs.
8. PWS requires armored direct-burial cable. NEC 800.48 limits OSP cable to 50 ft beyond the point of entrance. Is the point of entrance less than 50 ft from all destinations?
Government Response: No. Armored direct-burial cable and innerduct may be used for the entire homerun without splice boxes.
9. Permit-Required Confined Space classification—please provide supporting data.
Government Response: Manholes range from 10–15 feet deep and shall be gas-free engineered and certified. Per OSHA 1910.146 and 1926.953, the space is large enough for a worker to enter, has restricted entry/exit, and is not designed for continuous occupancy. The VA has determined that a permit-required confined space entry program is required. Contractors must submit their program for review prior to entry.
10. Bonding and insurance requirements have not been defined in the RFQ. Is a payment and performance bond required under the Miller Act for this contract?
The RFQ uses the SCA instead of DBA, so we are unsure whether the Miller Act applies.
Government Response: No payment or performance bonds are required for this acquisition. This requirement is being procured as a commercial services requirement under FAR Part 12, and it is not a construction contract. As stated in the RFQ, this procurement consists of the purchase of materials and installation services covered by the Service Contract Labor Standards, and therefore the Miller Act does not apply.
Offerors are not required to submit payment or performance bonds.
11. Is this a brand-new contract OR if there is (was) an incumbent performing these services.
Government Response: Brand New
