2. Contract Title: Replacement of Chiller Water Skid Pump, Motor, and Taco Triple Duty Valve
3. Background: The Alexandria VA Health Care System (AVAHCS) requires services to replace and repair critical components of its chillers water system. For the main hospital is in Building 7 in the ALX VA MC campus. Chilled water for the entire site is supplied by a chilled water plant located in Building 147. The plant currently operates with one (1) temporary 500-ton rental chiller and three (3) permanent chillers. Chillers 1 & 2 are 1000 Ton chillers and Chillers 3 is a newly installed unit that remains under construction. The chilled water system utilizes a primary-secondary configuration, distributing chilled water throughout the entire VA Center via underground piping.
Chillers 1 and 2 within the Alexandria VA Health Care System’s central plant are operating with critical component failures. Two Taco pumps are leaking, and the associated motors exhibit excessive vibration, indicating that the equipment has reached the end of its service life. Additionally, the two triple-duty valves no longer provide adequate water flow, creating a risk of damage to the chillers. To maintain system functionality, the equipment is currently being operated at maximum capacity, which is unsustainable and may result in further mechanical failure. If these components fail completely, chilled water service to the entire medical center will be interrupted, adversely impacting patient care and facility operations. Timely replacement of these components is essential to restore reliable system performance and prevent service disruption. Replacing these items is critical to restore normal operations.
4. Scope: The Contractor shall provide all tools, shipping, delivery, personnel, transportation, demolition, removal of old equipment, installation of new equipment, modifications to existing piping, to deliver and install the necessary equipment for repairing Chillers 1, and 2. The scope is to provide regular system health checks, preventative/routine maintenance, repairs, onsite training, and access to a technical support team in support of two industrial chillers and their subcomponents which consist of, but not limited to: magnetic drive pumps, piping, electrical connections, regulator valves, pneumatic actuators, gauges and indicators, heat exchangers, AC drives, and input modules.
The Contractor shall furnish all labor, tools, materials, equipment and supervision necessary for work to replace the two Taco Pumps, two motors and two valves for Chillers 1 and 2. Contractor will conduct a site assessment and pre-replacement inspection. Submit a project schedule and safety plan for VA approval. Coordinate all work with facility Point of contact.
The Contractor shall also have experience working in federal or VA medical center environments. The contractor shall follow all VAMC safety protocols. VA LOTO (Lockout/Tagout (LOTO), confined space and PPE requirements apply. The Contractor shall also wear VA issued badges. The VA will provide access to equipment and site escorts and needs. We will coordinate system shutdowns with the contractor. The VA engineering staff that operates the plant has determined that Chiller 1 & 2 Skid Pump/Motor needs replacement. The chiller plant is very old and needs maintenance on the parts that keep the plant functional. All work shall be defined by specific Work Requests (see Paragraph V.5). The Contractor shall provide all services in accordance with the requirements outlined in the Statement of Work (SOW)
5. Delivery: The contractor shall complete the following that includes but not limited to:
