QUESTIONS AND ANSWERS
APRIL 13, 2026
1. Page 1 of the Statement of Work (SOW) Section 2.0 SCOPE notes that the contractor shall furnish all equipment. Is the government currently providing any equipment/containers/compactors for the current contract? Will the government consider providing any equipment for the new contract or will the chosen contractor be expected and required to provide it as noted in the solicitation?
A: No, The government will not be providing any equipment
2. With the increased scrutiny on Limitations on Subcontracting Compliance (VAAR 852.219-75 & FAR 52.219-14) and given this is a total SDVOSB set-aside, can the Government confirm how it intends to evaluate and enforce the self-performance requirements during proposal evaluation and contract performance to address overall compliance, including ostensible subcontracting issues?
A. See changes in evaluation factors
3. The SOW page 3 section 1. SCHEDULE SERVICES notes that the Fisher House has a 40ys “Front End Dumpster” scheduled for service 2x WK. The industry does not have a 40-yard Front End Dumpster. The industry does have 2,4,6,8,10 yard Front End Dumpsters. Can CAVHS please verify the size of the “Front End Dumpster” needed for this service. We tend to see a 4 yard or 6 yard front end dumpster at most Fisher House locations on VA Campuses.
A: 4 yard with wheels due to the corrall design and location
4. The SOW references a self-contained compactor at the Little Rock Dirty Dock that is to be serviced 3x a week. Can CAVHS please verify that the referenced “self-contained compactor at the Little Rock Dirty Dock” is still in place as we did not see this compactor at that location when we drove by to inspect the facilities.
A: Yes, Compactor is in place
5. On that same drive by the Little Rock Dirty Dock location, we did see a compactor that looked very much like what the VA refers to as a SANIPAK unit for medical waste treatment and disposal. Can CAVHS please verify what type of equipment is in place at the Little Rock Dirty Dock and must be provided as part of this solicitation, as well as the anticipated frequency of the equipment that is required.
A: self contained roll off is attached to the compactor
6. We also drove by the building 76 location noted in the SOW to inventory the amount of “Front End Load Dumpster” on site. What we saw instead of the front End Load Dumpster was a large trash compactor. Can CAVHS please verify what type of equipment is in place at building 76 and what type of equipment must be provided as part of this solicitation. If it is a compactor, we would need to know the anticipated frequency of service for the compactor. We will also add that the CLIN 0014 and 0015 seem to reference the compactor seen at Bldg. 76.
A: Both is located at this building one is used for Cardboard the other for general waste
7. The SOW references service at Little Rock, North Little Rock, Fisher House, and all associated CBOCs, but the Trash Service Schedule and price schedule CLINs only detail the main campuses. Please provide the complete current list of CBOC addresses, exact container sizes/types, service frequencies, estimated monthly tonnages, and any site-specific access/security protocols for each. Or, clarify that the CBOCs will NOT be part of this solicitation and are serviced through a different contractual document or have services provided by the owner of the building where the CBOCs are located.
A: Price List attached
8. The SOW references “site maps.” Will the CAVHS please provide detailed site maps (with GPS coordinates or building-level layouts) for all locations, plus a current container inventory report (ownership—Government-furnished or Contractor-provided?)
A: No, Site Maps are adequate for this solicitation
9. WD 2015-5117 Rev 29 applies for this solicitation. Please confirm the pay rate for the primary occupation of Truck Drivers – Heavy should be the minimum rate (as well as corresponding Health and Welfare payments) utilized for the drivers employed by a compliant contractor.
A: Pay rate Is established per the Approved Governmental Contract Wage Rate.
10. The Building 76 Compactor Equipment and Service Frequency CLIN 0014 (and corresponding option-year CLINs) state “A 40yd stationary compactor at 1×/week to Building 76.” Please confirm the exact equipment type in place at Building 76, and the required service frequency under all base and option periods. Also clarify whether the monthly firm-fixed price for these CLINs is intended to cover the 1×/week frequency stated or the actual operational requirement.
A: Requirement is for 3 times per week

E.2 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
(b) The following factors shall be used to evaluate quotations:
(1) Technical
(2) Price
(c) Evaluation Approach. The Government will evaluate quotes using the comparative evaluation process outlined in FAR 12.203(c)(2), where quotes will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quote other than the lowest price that provides additional benefit(s). Proposals Quotes may exceed minimum requirements of the solicitation. The Government reserves the right to select a quote that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotes. The evaluation will consider the following:
(1) Technical: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation. The quotes shall be evaluated using the information submitted in the technical approach addressing the following elements:
• Follow the Instruction to Offeror’s page 48.
• Provide evidence of accomplishing Waste, Recycle & Compost Services as a contractor, thus showing experience in these types of services.
• A copy of the proposed Quality Control Plan (QCP) shall be evaluated based on the vendors understanding of the statement of work.
• Include a completed and signed VAAR 852.219 75 Certificate of Compliance confirming adherence to the 50% Limitations on Subcontracting for services.
• Provide a plan that clearly shows the SDVOSB prime (alone or with similarly situated SDVOSB subs) will perform at least 50% of the cost for personnel on the contract. Include:
-A concise narrative describing how the prime will self-perform primary and vital tasks.
-A workshare table detailing % performed by prime, similarly situated SDVOSBs (if applicable), and others.
This aligns FAR 52.219 14 requirements for services set asides.
• Verification of Similarly Situated Subcontractors. If counting subcontractor work toward the 50%:
-Identify each subcontractor.
-Provide evidence of SDVOSB certification and small business status under their NAICS.
-Describe their specific role and % of total contract value.
• Prime Management & Control: Briefly explain how the prime will maintain control and responsibility for all primary and vital tasks, avoiding undue reliance on non‑similarly situated subcontractors (per SBA’s ostensible subcontractor rule).
• LOS Monitoring & Documentation: Describe how the prime will:
-Track labor hours and subcontract costs (e.g., monthly breakdowns).
-Maintain auditable records (invoices, timesheets, subcontracts).
-Implement corrective action if LOS thresholds approach noncompliance. VAAR 852.219‑75 allows CO access to this data during performance.
(2) Price: Price will be evaluated for completeness (complete Section B.2) and used to assess price reasonableness. The evaluated price is the total sum of all line items in the solicitation schedule.
(3) Past Performance: *Past performance will be considered for responsibility purposes only IAW FAR 9.104.
(d) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by adding six months of the quoter's price for the last potential period of performance under this contract to the quoter's total price. For example, if the contract includes option periods that are exercisable under FAR 52.217-9, the quoter's total price for the purpose of evaluation will include the base period, all option periods, and an additional six months of the last option period. Quoters must price only the base and option periods specified in the contract line item numbers (CLINs), and shall not submit a price for the potential six-month extension of services under FAR 52.217-8. The Government reserves the right to exercise the option under FAR 52.217-8 before the end of any of the contractor's performance periods and will be exercised at the price and/or rates in effect at the time the clause is exercised. Evaluation of options shall not obligate the Government to exercise the option(s).
(e) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
