About this file

Summary

This is a Request for Quote (RFQ) Amendment and Combined Synopsis/Solicitation for water testing services at Alexandria VA Medical Center in Pineville, Louisiana. The solicitation (36C25626Q0311) is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 541380 (Testing Laboratories and Services) with a 19 million dollar size standard. Quotes are due by February 16, 2026, at 10:00 AM Central Time and must be submitted electronically to Rhonda Gibson (Contract Specialist) at rhonda.gibson2@va.gov. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis to a responsible contractor with acceptable past performance, evaluated through the Contractor Performance Assessment Reporting System (CPARS).

The requirement encompasses water testing and monitoring services for sterile processing systems at the facility, covering a base year (February 18, 2026 – February 17, 2027) plus four optional one-year periods. Contractor responsibilities include developing a Water Management Operational Plan, conducting monthly, quarterly, and annual water sampling and analysis in compliance with AAMI ST108 guidelines, providing sample collection supplies and shipping, maintaining a water quality monitoring device, furnishing laboratory analysis reports within seven calendar days, and offering technical support. The contractor must employ a certified laboratory with environmental microbiology accreditation (EMLAP or NELAP), provide trained personnel for sample collection, and maintain chain of custody procedures. Testing encompasses critical water, utility water, and steam quality parameters including pH, conductivity, alkalinity, hardness, bacteria (HPC), endotoxins, total organic carbon, and ionic contaminants. The pricing schedule includes 19 line items across multiple contract periods, with specific quantities for each sampling type and associated services such as trip charges, shipping, and expedited retest handling. Amendment 5 addresses contractor questions regarding testing requirements and clarifies that facility needs include 8 monthly deionized water samples, 18 quarterly utility water samples, and 1 quarterly steam quality sample, with all testing performed during morning hours to avoid workflow disruption.
