About this file

This is a Questions and Answers document for Solicitation 36C25626Q0284, a housekeeping preventive maintenance and repair contract for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16. The document addresses contractor inquiries regarding submission requirements, equipment specifications, and service parameters for maintaining floor care equipment including scrubbers, vacuums, and extractors.

Key contractual requirements clarified in the Q&A include: technician resumes, OEM training certifications, and manufacturer correspondence confirming technician qualifications must be provided during the offer phase; preventive maintenance must occur on a required monthly schedule rather than a manufacturer-recommended basis; replacement parts will be billed separately as needed, with the contract covering labor only; emergency or unscheduled repair response time is 48 hours; and preventive maintenance is mandatory on a monthly basis. The government provided an Equipment Inventory List spreadsheet identifying specific manufacturer names and model numbers of equipment to be serviced and confirmed no data is available regarding approximate year of purchase or service age, with no major issues currently reported. The original response deadline of February 20th was extended to Monday, March 3, 2026, at 3:00 PM CST to allow offerors sufficient time to obtain required OEM documentation and conduct site assessments of the equipment.

· First, Section 7 of the Performance Work Statement references technician resumes, OEM training certifications, and written correspondence from all Original Equipment Manufacturers confirming technician qualifications. Could you please confirm whether these documents are required to be submitted as part of the initial quote package, or if they may be provided after award? Certification provided during offer.

· Second, to properly validate OEM certification requirements, could the Government please provide a consolidated list of the specific manufacturers (OEMs) represented in Schedule A equipment? This will allow us to confirm brand-specific training documentation and ensure that our submission aligns precisely with the requirement. See Attached List.

· Finally, in light of these clarification items and to allow sufficient time to obtain any required OEM documentation, we respectfully request a short extension of the response deadline. Solicitation due date extended to Monday March 03, 2026, at 3PM CST.

· Equipment Inventory: Is there a detailed list of the specific makes and models (e.g., Tennant, Nilfisk, Hoover) of the floor scrubbers, vacuums, and extractors currently in use?

See attached EIL spread sheet.

· Service Frequency: For the "Preventive Maintenance" portion, does the VA have a required monthly or quarterly schedule, or should the offeror propose a schedule based on manufacturer recommendations?

Required monthly.

· Parts vs. Labor: Will the resulting contract be "all-inclusive" (covering both parts and labor), or will replacement parts be billed separately as they are needed?

Replacement parts will be billed separately as they are needed.

· Response Time: For emergency or unscheduled repairs, what is the required on-site response time (e.g., 24 or 48 hours)? 48 hours

· Site Visit: Is there an opportunity for a site visit or some images to inspect the current condition of the equipment before the February 20th deadline?
