About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Request for Quote (RFQ) issued by the Department of Veterans Affairs Network Contracting Office 16 in Ridgeland, Mississippi. The amendment includes a Questions and Answers (Q&A) attachment for RFQ 36C25626Q0243, which appears to involve maintenance work on a water tank constructed in 1994. Key details include the requirement for a Service-Disabled Veteran-Owned Small Business (SDVOSB) prime contractor to perform at least 50% of the contract's cost with its own employees, and specific clarifications about the scope of work, such as interior tank maintenance in Option Year 3, antenna status, and coating information. The solicitation emphasizes that subcontractor experience is not acceptable, and the prime contractor must demonstrate its own qualifications and experience.

Question Answer

1 When was the tank constructed 1994

2 Are there lead coatings on the tank The government is not aware of any lead coatings on the tank.

3 Please provide a copy of the most recent inspection report.

An inspection report is not available currently.

However, the tasks identified in the SOW are relatively standard and cited by the Arkansas Department of Health as typical.

4 Will worker background checks be required

Background checks were not cited as a requirement in the SOW but will be required as specified in the relevant clauses of the Federal Acquisition Regulation (FAR) and any agency-specific supplements included in the RFQ.

5 This contract contains various elements of construction-related activities. Would the VA amend the Limitations of Subcontracting to 25% specialty trade?

The government determined that this contract aligns more with services rather than construction activities, and it has been issued as a service RFQ. Therefore, the Limitations on Subcontracting for this service contract require that the Service-Disabled Veteran-Owned Small Business (SDVOSB) prime contractor perform at least 50% of the contract's cost (excluding the cost of materials and supplies) with its own employees.

6 The solicitation states experience of a subcontractor is not acceptable in the proposal. Would the VA amend the proposal requirements to accommodate subcontractor input?

This will help the VA see the full team.

The current solicitation specifies that the experience of a subcontractor is not acceptable and that the proposal must reflect the prime contractor's own experience and qualifications.

This requirement is in place to ensure that the prime contractor, in this case the Service- Disabled Veteran-Owned Small Business (SDVOSB), possesses the necessary experience and capability to successfully execute the contract. At this time, it is the VA’s position to evaluate the experience and qualifications of the prime contractor directly.

7 Has the interior and exterior coating been tested for lead and is there any concern about lead in the existing

The VA is not aware of past lead testing on the existing tank coatings. Nor is the VA aware if the coatings contain lead.

coatings

8 Is there any documentation /information on what the existing coatings are? e.g. from the last coating application

The VA is not aware of the existing coatings.

However, 2-3 mils of Sherwin Williams Kembond and Industrial Enamel were used as touchup paint in 2019 during windage rod repair.

9 When the tank is offline for maintenance, will the contractor be responsible for maintaining system pressure? If yes, will that be through a pressure relief valve or a portable pressure tank?

No

10 Are there any specific requirements for maintaining pressure the contractor should be aware of/consider?

No

11 In relation to Option Year 3 maintenance with the sandblasting and coatings, is that interior tank work only?

Yes. Reference SOW.

12 Please provide the contract number and value for the current or most recent awarded contract for maintaining this tower.

Not available

13 There are a number of antennas on the tower, will the owners of the antennas be powering them off when the contractor is working?

All antennas are deenergized

14 Would it be possible for the antenna owners to remove and reinstall their antennas are (after) the work is completed?

All antennas are deenergized
