Andres Apolinar Contracting Officer
To: All Offerors
The Network Contracting Office (NCO)-16 in support of the Michael E. DeBakey Veterans Affairs Medical Center (VAMC) received the following questions in response to Request for Quotation (RFQ) 36C25626Q0226.
Please see below for the Offeror’s questions and NCO 16’s respective answers accordingly.
1. Question #1: If not brand new, could you please provide the current / previous contract number?
Answer #1: 36C25621F0089
2. Question #2: 1. CLIN 0003 – Engage, Premier Support, Enterprise License, Per Bed (Qty: 540 EA):
Can the Government confirm whether the quantity of 540 licenses represents a fixed requirement for the base period, or if this quantity is an estimate based on current bed count or historical usage?
Answer#2: - This is based on current and projected usage.
3. Question #3: 2. CLINs 0005, 0006, 0007, and 0008 – Enterprise User Licenses and Add-Ons:
Please confirm whether these CLINs are intended to be cumulative (i.e., base user licenses plus add-ons) or alternative licensing configurations. Additionally, is there an expected total number of end users the Government anticipates supporting under this requirement?
Answer #3: - Yes, cumulative. It allows for max simultaneously end users of 650.
4. Question #4: 3. CLIN 0004 – Vocera Premier Support, SIP Telephony (Qty: 5 EA): Please clarify whether the five (5) SIP telephony units correspond to a specific number of ports or concurrent sessions, and whether this quantity is fixed for the base period.
Answer #4: - Yes, it is fixed for the base period. It is for concurrent sessions.
5. Question #5: 4. CLINs 0002 and 0009 – Premier Support Instances: Please confirm whether these CLINs represent separate support instances or if they are intended to cover the same Vocera environment under different licensing structures.
Answer #5: - Same, Vocera environment under different licensing structures. CLINs 0002 is for licenses being reinstated.
6. Question #6: 5. Scope of Support: Can the Government confirm whether remote support is acceptable to satisfy the support and maintenance requirements outlined in the solicitation, or if any on-site support is anticipated during the period of performance?
Answer #6: - Remote support is acceptable. On-site support is expected when necessary. Instances when Vocera admin may need additional support or if an issue cannot be resolved remotely.
7. Question #7: If exact quantities cannot be further defined at this time, any historical usage data or planning assumptions the Government can provide would be greatly appreciated to support consistent and fair pricing among offerors.
Answer #7: - Usage by 650 users simultaneously
8. See attached document: It seems there might be some miscommunication around the POP dates for the
DeBakey extension and RFQ that just went out.
Answer #8: See Revised Section B.3 Price/Cost Schedule and Statement of Work_Final #4. Period of Performance.
