About this file

This document is an Amendment to a Request for Quote (RFQ) for courier services issued by the Department of Veterans Affairs Gulf Coast Veterans Health Care System. The solicitation seeks a contractor to transport clean and soiled dental instruments between the Pensacola JACC and Panama City Beach Dental clinic, with services to be performed Monday through Friday. The contract is structured as a firm-fixed-price, lowest price technically acceptable (LPTA) procurement with a base year and four 12-month option periods, currently valued at approximately $214,061.00.

Key specifications include using a sedan with a non-cloth interior to transport pre-packaged instrument totes (always under 25 lbs), with specific requirements for pickup by 1:00 PM and return by 3:30 PM. The incumbent contractor is FG Management Group (contract #36C25621P0040), who has performed the services for five years. The amended solicitation extends the proposal submission deadline to December 22, 2025, at 10:00 AM CST, and provides detailed responses to 40 vendor questions covering operational, technical, and logistical aspects of the courier service requirement.

Questions to RFQ 36C25626Q0217

1. Could you share the incumbent award details? Specifically the awardee name, contract number, and period of performance.

Incumbent FG Management Group; contract #36C25621P0040; period of performance 11/01/2020 through 09/30/2025.

2. Could you please specify whether your operational needs involve:

a. A direct service model, transporting or operating between a single origin facility and one designated destination facility? Transporting from Sterile Processing, Pensacola JACC to Panama City Beach Dental clinic.

b. Alternatively, does the requested service necessitate operations involving two distinct origin facilities, consolidating their respective outputs or activities at a single, central location? N/A.

3. Is this requirement a renewal of an existing contract? If so, may I have the incumbent name and contract number for reference? This is a new requirement. The incumbent is FG Management Group; contract #36C25621P0040.

4. The SOW indicates that the designated pickup time should be by 1:00 PM.

We would appreciate it if you could advise whether this stipulated 1:00 PM pickup time is strictly fixed, or if there is any potential for flexibility. Specifically, we are interested in understanding if it might be possible to arrange an earlier pickup time, provided it aligns consistently with your operational schedule and requirements. Return time from Panama City cannot be any earlier than 3:30 pm as all providers must be finished before instrument pick up.

5. Could you please confirm if this service involves any controlled substances? This information is critical for us to proceed with the RFI.

Equipment only, no controlled substances.

6. My company has a 12 ft box truck fully insured and looking for local contracts at this time until we scale and add a few more vehicles.

*Does your company currently have contract work for a box truck? No.

*What type of materials are you looking to haul? Dental instruments.

*What are the requirements needed from us to be able to work with you? See Statement of Work for detailed information.
