About this file
This document is an Amendment to a Request for Quote (RFQ) for UPS IT Battery Maintenance Services issued by the Department of Veterans Affairs Gulf Coast Veterans Health Care System. The solicitation (Number 36C25626Q0210) covers maintenance services for aging UPS units, with a site visit scheduled for December 18, 2025, at 10:00 a.m. CT at the Biloxi, MS campus. Key clarifications include: the solicitation is not an 8(a) set-aside, power module replacements are not automatically covered and will be handled via case-by-case contract modifications, and this is a service contract focused on maintenance rather than equipment replacement.
The amendment addresses several vendor questions, confirming the service scope and logistical details. The solicitation closing date remains December 19, 2025, at 10:00 a.m. CT. Vendors are advised that while the UPS units are over 10 years old, the current contract is for maintenance services only, with replacement parts and full equipment replacement not part of the current scope. A map of the Biloxi campus is attached to facilitate the site visit, and vendors are instructed to meet in Building 1's elevator lobby to begin the facility walkthrough.

Questions to RFQ 36C25626Q0210
1. Could you please confirm whether this bid includes a Disabled 8(a) requirement?
This solicitation does not include 8(a).
2. The RFQ PWS says all parts, labor, and travel expenses (except replacement batteries) are covered under this contract. 1) Would power modules also be covered in case of failure? Our main concern is that many of these power modules are over 10 years old and are due to be replaced, so failures are likely.
2) Would we be able to bill power module replacements as time and materials?
Question 1: Power modules are not covered.
Question 2: This is handled on a case-by-case basis by contract modification.
3. We would like to request a site visit to walk the facility and determine the logistical challenges associated with the project.
A site visit will be held Thursday, Dec. 18, 2025, 10:00 a.m. CT. Please meet at Bldg. 1, in the elevator lobby, at the Biloxi, MS, campus. Map for Biloxi Campus attached.
4. Based on the age of these units, we are unable to provide the standard degree of OEM maintenance required. Furthermore, performing routine OEM preventive maintenance on aging UPS units and batteries carries a risk of damaging internal components. Given the age of the equipment, replacement parts may be difficult to source or entirely non-existent. Recommend full replacement of
SN# PD0801160074.
This is a service contract only. We are not looking to replace the equipment at this time.
