About this file

This Special Notice is a sole source procurement document from the Department of Veterans Affairs (VA) Gulf Coast Veterans Health Care System for server upgrades to ScriptPro Robotic Prescription Dispensing Systems at facilities in Biloxi, MS and Pensacola, FL. The VA intends to award a non-competitive contract to ScriptPro USA, Inc. for critical system upgrades necessitated by the upcoming transition from Microsoft Windows 10 to Windows 11, with the total estimated cost approximately $60,000. The performance period will not exceed 30 days following contract award, with an expected award date on or before October 30th, 2025.

The sole source justification stems from ScriptPro's exclusive right to service its proprietary equipment, with the manufacturer explicitly prohibiting third-party contractors from performing upgrades. ScriptPro maintains that as the Original Equipment Manufacturer (OEM), they are the only source for maintenance, updates, and modifications, and that warranties will be voided if unauthorized parties attempt to install or modify the systems. The upgrades are crucial for maintaining the functionality of prescription dispensing systems that are integral to the VA pharmacy departments' patient care mission.
