NOTE: For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the
Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8
B.3 PERFORMANCE WORK STATEMENT
INTRODUCTION/BACKGROUND
In 1987, Central Arkansas Veterans Healthcare System (CAVHS) at Little Rock, became one of 43 original pilot sites for the provision of contract residential services, as part of the Health Care for Homeless Veterans (HCHV) program. This Performance Work Statement (PWS) outlines low-barrier services to be performed to help reduce Veteran homelessness through the Contract Emergency Residential Services (CERS) component of the Contract Residential Services (CRS) Program. The primary population to be served through this contract will be Veterans determined to have a prior history of a sexual offense who require mental health and substance abuse treatment along with room and board.
Veterans receiving care under this contract shall be referred from the CAVHS Health Care for
Homeless Veterans (HCHV) Program. It is expected that the contractor will be ready to immediately initiate services upon receipt of referral. Services provided through the award of this contractual agreement will guarantee a combination of accessibility to VA medical specialty care along with transportation assistance, nutritious meals, laundry services and common areas for socialization and recreational activities. The contractor shall be located within ten miles of
CAVHS, located at 4300 West 7th Street, Little Rock, AR 72205.
A. SCOPE:
This contract initiative provides ten (10) low-barrier Contract Emergency Residential Services
(CERS) beds for Veterans experiencing homelessness who are required by Arkansas State Law to register as a sex offender (Level I: Low Risk and Level II: Moderate Risk). The Arkansas Sex
Offender Registration Act of 1997 requires:
• Any individual who is convicted of certain sex offenses and offenses against children.
• Any individual who was incarcerated, on probation or parole, or serving any other form of community supervision as the result of an adjudication of guilt for the listed offenses as of this Act’s effective date.
• Any person who is acquitted on the grounds of mental disease or defect for the listed offenses.
• Any person who was required to register under the Habitual Child Sex Offender
Registration Act, Arkansas Code Annotated 12-12-901.
• A sex offender moving to or returning to this state from another jurisdiction shall register with the local law enforcement agency having jurisdiction within 3 business days of establishing residency.
This contract will not allow for the provision of Contract Emergency Residential Services for
Veterans with history as Level 3 or Level 4 sex offenders.
The contractor shall have at least two years of experience working with the Arkansas
Community Corrections to provide transitional housing services for formerly incarcerated people. The contractor will also employ at least one clinical provider with 30 hours of continuing education within the past two years (https://safersociety.org/) in treating adults with a prior history of a sexual offense. Additionally, the contractor shall have experience in providing clinical services to Veterans with a primary diagnosis of substance use or co-occurring mental health disorders, who may also have physical disabilities and/or employment/vocational deficits, for a length of stay (LOS) up to a maximum of 180 days, depending on clinical need. The contractor shall provide evidence-based treatments, psychoeducation and case management services that are aimed toward helping Veterans to secure and maintain gainful employment or disability income to facilitate permanent housing placement and stability.
