About this file

This Statement of Work (SOW) details a renovation project for Building 4 at the Alexandria VA Health Care System in Pineville, LA. The project involves comprehensive repairs to a 22,000 square foot, two-story historic building constructed in 1929, including replacing the existing clay tile and flat roofs with a new 80 mil TPO adhered roofing system, installing copper gutters and downspouts, and replacing all exterior windows with energy-efficient, historically-appropriate double-pane insulated glazing units.

The project scope includes detailed specifications for roof insulation (minimum R-25 for flat roofs, R-38 for clay tile areas), stucco facade repairs, exterior repainting, and installation of a new dormer. Construction must be phased to avoid disrupting hospital food service operations, with work to be completed within 365 calendar days after the Notice to Proceed. Special considerations include maintaining historic architectural elements, ensuring minimal disruption to hospital activities, and complying with all applicable safety and historic preservation regulations. Electrical work involves removing outdated equipment, installing new window AC units, and adding attic ventilation systems.

Rev_02 Statement of Work

Project No. 502-21-118 Replace Roof and windows of Bldg. 4 Alexandria VA Health Care System, Pineville, LA

Scope:

This project includes the demolition of the existing roof and windows for Building 4, and the installation of a new clay tile roof, TPO roofing, and two metal canopies at the loading docs.

New windows are also to be installed in the same location as the existing windows. The existing building was originally constructed in 1929 and is listed on the National Historic Register as the dining and kitchen facility for the Alexandria VA Medical Facility. The building is a 2-story building totaling approximately 22,000 SF with covered connecting corridors to adjacent buildings. The project will also include repairs to the existing stucco façade and repainting the entire exterior of the building. New copper gutters, downspouts and flashing are included in the project scope. The project scope will require phasing of the work to not impact meal preparation operations for the hospital patients. The goal of the project is to successfully replace the roof and windows without interruptions of the food service operations and ensure roof and windows that no longer allow water infiltration into the building. The facility is 95 years old, originally constructed in 1929 and listed as a significant contributing building on the historic register for the Alexandria VAMC. The scope of this project includes replacing the existing clay tile roof and existing flat roof areas on a 2-story 22,000 SF building with limited storm drainage site work as required for connection of gutters. The scope also includes replacing all the exterior windows on the building and repairs to several areas of the building exterior for stucco repairs and painting. Lastly, the loading dock area metal canopy roofs and covered walkway roof flat roofs will be replaced. The building is an existing 2-story slab-on-grade structure. The existing building is constructed with a structural steel frame on concrete foundations.

The building exterior is stucco on metal lathe. The exterior windows are aluminum storefront with operable glazing units. A covered canopy at the rear of the building provides wet weather protection for food deliveries. There are two areas on the east and west wall in which the stucco is failing and separation from the wall is occurring. These locations are above two banks of windows from the existing CMU wall backing. Above both areas are undersized and leaking roof scuppers which has caused water damage to the wall systems resulting in the stucco wall failure. The walls will be repaired and the building repainted. The original building windows were casement style single pain windows. Most of the windows have been replaced with single hung windows over time. Due to the facility listed on the historic register, it will be necessary to replace the windows with a window that has the look of a casement window. This look can be accomplished using a fixed double pain insulated glazing units with low “E” coating to meet energy efficiency requirements of the ASHRAE 90.1 guide.

All roof insulation will be located above the structural concrete deck. The roofing system will be a white color 80 mil TPO adhered system over a tapered polyisocyanurate insulation and cover board. All roof drainage will be directed to the site storm water drainage system via underground piping. All of the gutters and downspouts will be copper to match existing.

Roof drains and overflow roof drains are on the exterior wall via scupper head and downspouts to drain into stormwater management on the site. Several of the openings in the parapet walls have been identified to be enlarged to allow for properly sized systems for the roof areas they serve. The roof assembly insulation will have a minimum value of R-25 in the TPO flat roof areas. The roofing system shall have a minimum slope of 1/4” per foot to primary roof drains.

The clay tile roof will have poly-ISO insulation with a cover board installed on the concrete deck within the attic space of a minimum value of R-38.

The clay tile will be a 14-inch tile to match the clay tile by Ludowici on the adjacent building 3 roof currently being replaced. Additional support collar bracing may be necessary to provide for unsupported length greater than 12 feet in the attic roof framing. Lastly, new eave vents will be installed with roof power vents for free air circulation.

A new dormer to match the existing three dormers is planned on the rear of the building to provide access to the attic for maintenance purposes. The new dormer exterior will be finished in clay tile on the vertical walls and covered with a copper roof for historical purposes.

No interior construction is planned. If necessary for window replacement, the wall finished will be repaired to match existing. Existing finishes have been identified as paint wall gypsum board and ceramic tile wainscot. Temporary partitions to accommodate construction phasing will be provided as necessary to allow for the removal of existing windows and installation of new windows to allow food preparation, cooking, and serving of meals. These partitions will be wood or light gauge metal framing with poly film and gypsum board to prevent the spread of construction debris. Similar measures will also be instituted in the attic and ceiling plenum as the existing roof is removed and a new roof is installed to prevent any construction dust from falling into occupied spaces below.

The roof curbs of the active equipment were tall enough that the units would not need to be removed for re-roofing. Another aspect of this project is removing existing window air-conditioning units. To provide the cooling that was previously provided by these units, wall-mounted ductless mini-split airconditioning units will be installed in their place. They are all on the second floor or the elevator machine room at the roof level, therefore the condensing units are proposed to be on the roof. Also, there are two exhaust fans in the attic that are no longer in use and will be demolished. Only one of those fans still had an electrical connection to it. Attic ventilation will be added at a rate of 1 CFM/sqft with intake using the dormer louver and vents in the eaves then exhausted through an in-line fan mounted in the attic and discharging through a roof vent. This fan will be controlled by a thermostat to come on when the temperature reaches a selected temperature. The existing window units will be replaced with like kind and sized window units connected to the same electrical source as existing rather than providing new mini-split air conditioning units except for the elevator machine room.

Electrical work will consist of removing existing circuits from the mechanical equipment that is no longer in use, disconnect / reconnect equipment that needs to be temporarily removed for the re-roofing process and installing lights in the attic space. The window AC units will be replace with new window units with the exception of the elevator equipment room, which will get a new split unit. Power for the new AC units will utilize existing circuits..
