About this file
This document is an Amendment to Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Overton Brooks VA Medical Center in Shreveport, LA. The amendment extends the Request for Quote (RFQ) closing date to 10/14/2025 at 4:30 PM CDT and addresses two key questions from potential offerors regarding the pricing structure.
The first question clarifies the use of flat-rate (CLIN 6) versus hourly repair labor (CLIN 7) rates, recommending flat rates for common, short-term repairs under an hour, and hourly rates for complex repairs with potential unforeseen issues. The second question addresses CLIN 8 for repair parts, confirming that parts will be billed at manufacturer's cost and excluded as a pass-through item, with reimbursement permitted upon prior government approval. The solicitation number is 36C25625Q1499, and the amendment was issued by Contracting Officer Bennett W Smith.

Question #1: CLIN 6 (Flat Rate Repair) vs. CLIN 7 (Hourly Repair Labor):
The Price Schedule includes both a flat-rate repair CLIN and an hourly repair labor CLIN, but does not specify when each should apply. Without defined criteria, there is ambiguity in determining whether repairs of varying complexity or duration should be priced under CLIN 6 or CLIN 7. Could the Government clarify the threshold or conditions under which repairs should be priced as flat-rate versus hourly?
Answer: Apply flat rates for common, short-term repairs where the scope of work is clearly defined and predictable, a hour or less. This approach provides upfront cost certainty and simplifies the approval process. Conversely, use hourly or bench rates for complex, long-term, or less predictable repairs where unforeseen issues may arise, allowing flexibility to adjust the final cost based on actual labor and materials.
Example: A flat rate may be appropriate for providing additional education to a Veteran or caregiver on the use of bed controls. A bench rate would be more suitable when multiple parts are being replaced on a bed and manual labor is required.
Question #2: CLIN 8 (Repair Parts):
The Statement of Work requires that parts be billed at manufacturer’s cost; however, CLIN 8 is listed as a priced CLIN with estimated quantities. This raises questions regarding how CLIN 8 will be treated in the total evaluated price, particularly since contractors cannot predict manufacturer costs at the time of proposal. Could the Government confirm whether CLIN 8 will be included in the comparative price evaluation, or excluded as a pass-through item given its cost-reimbursement nature?
Answer: The cost of repair parts may be included in the initial assessment or estimate.
Reimbursement for parts is permitted with prior government approval before the repair is completed. So this item will be exclude as a pass-through item.
