About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for a medical gas master alarm panel installation project at the G.V. (Sonny) Montgomery VAMC. The amendment extends the solicitation submission date to August 14, 2025, at 10 AM CT, schedules a mandatory site visit for August 7, 2025, at 9 AM CT in the foyer of Building 1, and provides responses to contractor questions. The project involves installing a new medical gas panel in Building 37 and connecting it to the existing master alarm panel in Building 1, with specific requirements for wiring, conduit, and inspection. The VA emphasizes that contractors must develop a technical approach compliant with applicable codes, regulations, VA Design Guides, and manufacturer requirements, and clarifies that this is considered a commercial service procurement under FAR Part 2.

The amendment addresses several technical clarifications, including conduit path and size, wiring methods, and inspection protocols. Specifically, the VA indicates that no drawings are available for the conduit path, and contractors must use professional skills to develop their approach. The inspection and testing can be performed by either an ASSE 6020 Medical Gas Systems Inspector or an ASSE 6030 Medical Gas Systems Verifier, with the requirement that inspections be conducted by a party other than the installing contractor. The period of performance remains 60 days, and the project is classified as a commercial service rather than a specialty trade construction project.

** HOUR & DATE for Receipt of Offers is EXTENDED to: 08-14-2025 10AM CDT

See CONTINUATION Page

The purpose of this amendment is to "extend" the solicitation date for submission of quotes, add a site visit, and provide response to questions that were received.

A. The updated hour and date for all receipt of offers is extended to 8/14/25 at 10AM CT.

B. A site visit is scheduled for 8/7/25 at 9AM CT - Meet in the Foyer of Bldg 1.

C. All submitted questions answers are provided on pages 2-3.

D. The last day to provide questions is on 8/11/25 at 9AM CT.

CONTINUATION PAGE

1. General Requirements (D) 14/84 POP is 60 days. Recommend extending to 90 days to allow for adequate lead times of equipment, materials, and mobilization.

PoP will remain 60 days.

2. SOW (D) page 19/84 references conduit connecting building 1 to building 37 but does not specify size or path. There is no way for bidders to trace this during the bidding phase, can the VA confirm path and size?

VHSO does not possess any drawings or other documentation to indicate conduit path or even if it is usable. Potential offerors are encouraged attend a site visit and use their professional skills and experience to develop the technical approach.

3. SOW (D) page 19/84 references “Install all required data and communication cables and accessories to connect the new panel in building 37 to the existing master panel located in building 1, room M1-3 Mechanical Room.” Confirming the intent is to use the existing master alarm panel as a j-box and extend the wires from the existing panel to the new panel? We will not be running from the new panel in bldg 37 to the pressure switches, control panels, and manifold?

The contractor is responsible to provide the technical approach that is compliant with all applicable codes, regulations, VA Design Guides, and manufacturers requirements. All of these documents are available to the public.

4. SOW (D)(1) page 19/84 references all wiring in EMT cable. NFPA 99 allows medical gas signal wire to be free air other than mechanical spaces. Please confirm if VA is requiring low voltage wire in conduit.

Low voltage wire is to be in conduit and may use existing data trays if they are available. All installations must meet all applicable codes, regulations, VA Design Guides, and manufacturers’ requirements. These documents are available to the general public.

5. SOW (F) page 20/84 references inspection by 6020, this should be changed to verified by 6030. New panels require verification.

The inspection, testing and certification may be performed by an ASSE 6020 Medical Gas Systems inspector or an ASSE 6030 Medical Gas Systems Verifier.

NFPA 99-5.1.12.3.1.4 Inspections shall be performed by a party other than the installing contractor.

6. Page 14/84 states: “Contractors are required to attend a site visit to assess the availability of raceways, paths, and dimensions necessary for the installation of the medical gas panel and associated conductors”. When is the scheduled site visit?

Site visit is scheduled for 7 August 2025 at 0900. Offerors are to arrive at the foyer of building 1 of the VHSO station located at 1100 North College Ave, Fayetteville, Arkansas 72703.

7. VAAR 852.219-75 40/84 references this as a “specialty trade construction” project.

These upgrades typically fall under “general construction”. Please verify if this needs to change.

This is a commercial service as defined in FAR Part 2.
