About this file
This document is a Pre-Bid Request for Information (RFI) for an epoxy flooring repair project at a VA facility. The solicitation (No. 36C25625Q0449) involves repairing epoxy flooring in specific rooms across multiple locations, with total approximate square footage of 470 SF across rooms 6E101, 6D125, 6E112, 5E113, and hallway 2B181. Key details include work restrictions such as weekend-only work for the 2B181 hallway area (Friday after 5pm - Sunday 8pm), daytime work (7am-6pm) for other areas, and coordination requirements with the unit and infectious control.
The VA will remove wall fixtures prior to the start date, and contractors must prepare existing surfaces, including potentially chipping and releveling shower area floors. Contractors are prohibited from using shared exhaust systems, and the solicitation allows for equal or better substitutes. The pre-bid document addresses multiple contractor inquiries, including room dimensions, work sequencing, and past performance reference requirements. Teaming partner references may be acceptable with a proper Teaming Agreement. The project is classified under NAICS code 238330 for specialty contractors, with no subcontracting limitation changes requested.

The “Services” box is marked, however the NAICS 238330 assigned to the solicitation is a Specialty Contractor NAICS code. Ozark Constructors request this be marked as a Specialty Contractor with a subcontracting limitation of 75% to accurately reflect the assigned NAICS code of 238330.
This is a services contract for repair of existing flooring; NAICS 238330 is for flooring contractors; no correction needed.

Volume 3 Past Performance states that a “Vendor may provide references” , if this is not a requirement it should also not be an evaluation factor. I do see that if none are provided it will not be rated favorably or unfavorably, however please clarify if other contractor submissions include “references”, will those be rated higher or more favorable than a contractor who choses not to include “references”. Ozark requests that the “Vendor may provide references” be removed from the Volume 3 Past Performance and thus removed from the evaluation process.
Revise to state “Vendor shall provide references….”
Instructions to Offerors states in No. 6 Past Performance references “may be” included. As referenced in the previous, we request the references be removed from Past Performance. If this request is denied, can the past performance of a Teaming Partner be considered as qualifiable past performance reference for evaluation?
Revise to state “Past Performance references shall be included”. References must be for the Offeror. Teaming partner references will be acceptable if an acceptable Teaming Agreement is provided in the proposal.
What work areas will be available to the contractor to be worked on at a time? All, certain locations, or sequencing of which are to be done and in what order?
They can be done in any order, just need to coordinate with each unit and infectious control prior to starting. (Probably need 1-2 week notice)
Who will be responsible for removing and replacing all items affixed and not to be coated?
The VA will remove any fixtures from the wall prior to start date.
What are the allowable work hours for night and weekend work?
2B181 Hallway area will need to be done on the weekends (Fri after 5pm-Sun 6pm) The other areas can be done during the day (7am-6pm) Sun-Sat
Being as some existing coatings have failed and the tole/grout behind the existing coatings most likely exposed to trapped moisture. What is the repair procedure for these locations?
As long as the ceramic tile is still bonded good to the wall and is not coming off, just prep (rough up, etc. the existing tile for the epoxy coating to bond too it). A couple rooms the floor will probably need chipped up in the shower area and releveled. Try to figure for extra for those areas.
Please provide as-built drawings of the work areas.
