About this file
This is a Justification and Approval (J&A) for Other Than Full and Open Competition for community nursing home services at the Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, TX. The document justifies a sole-source follow-on IDIQ contract to Brookshire Residence and Rehabilitation Center, LLC dba Harmony Care Group for a three-month period from January through March 2025.
The J&A explains that Brookshire is currently transitioning from a Community Nursing Home contract to a Veterans Care Agreement (VCA), which is expected to complete in mid-March 2025. The facility serves veterans in Waller County, TX and is the only provider in that area that can continue services without disrupting care for approximately 10 current veteran residents. The contract will be firm-fixed-price with economic price adjustment based on Medicaid rates. The justification cites "Only One Responsible Source" as the authority for other than full and open competition, noting that relocating veterans to facilities outside Waller County would cause undue hardship due to increased travel time and costs for families. Market research confirmed no other suitable facilities are available in the geographic area near veterans' families.
