About this file
This document is a Scope of Work (SOW) for a federal contract opportunity to restore a photovoltaic (PV) system at the Alexandria VA Health Care System in Pineville, Louisiana.
The key requirements are to replace a 500 kW inverter system with smaller, grouped string inverters to deliver the same capacity using the existing 2,310 PV array modules. The contractor must make all necessary electrical connections, including to the hospital's 13.2 kV primary system, and provide engineering support and testing. Deductive alternates include remote monitoring capabilities. The project has a pre-construction period of 120 days and a construction period of 180 days. Required submittals include a construction schedule, quality control and safety plan, and product data. The contractor must follow all applicable federal, state and local codes and infection control measures.
The related federal contract opportunity is a pre-solicitation notice for Project 502-25-480, Solar Photovoltaic Repair and Recommissioning, issued by the Department of Veterans Affairs Veterans Health Administration.

Scope of Work
Solar Photovoltaic Repair and Recommissioning 502-25-480 I.
Scope of Work Alexandria VA Health Care System has a requirement to restore photovoltaic (PV) production by refurbishing an existing PV array system, System B. System B is one of the four system which is located Northeast and Northwest in the solar field. System B is no longer functional due to a catastrophic failure. Contractor must replace System B existing 500 kw inverter with smaller and grouped inverters to deliver the same equivalent capacity while utilizing the existing 2310 array modules contained with the system. The new string inverter system must improve PV plant uptime and production.
The existing Solectria SGI 500 inverter system, recombiner boxes, distribution panelboards, and interconnected wiring, and metering must be replaced. To make the new grouped inverter system compatible with the existing array modules, at a minimum, the project requires eight string inverters with electrical disconnect per inverter, two AC recombiners power panelboards, one meter, one junction DC junction box, auxiliary power panel for local reading, remote data monitoring, and one MV step up pad mount transformer. The existing inverter equipment pad with roof shade must be reused and extended to cover and support new equipment. Ground fault protection and lightning protection must be included in the project. Contractor is required to make all connections to the existing 13.2KV primary hospital electrical system from the existing PV system and to the new PV system. Contractor is required to select equipment sizing, wiring and layout which must be coordinated with a certified electrician and equipment manufacturer.
Provide engineering technical support as required by the project to facilitate the delivery of a coordinated and functional design for the modified system. Technical support includes tasks such as specifying electrical equipment, reviewing equipment shop drawings and responding to the project team’s RFI’s from the factory and contractors. Provide engineering support for Factory Acceptance Testing of panels and the Site Acceptance Testing.
As a deduct alternate, provide fully ability for remote monitoring through a software system and the facilities building automation system. Monitoring system must be able to meter and detect any abnormal condition from expected solar production.
All work must be performed as specified herein and shall be in accordance with all applicable codes indicated in the Department of Veterans Affairs (VA) Design Manuals and any other applicable codes. The Contractor must provide all necessary labor, materials, tools, equipment, licenses, permits, and services for completion of this project.
