About this file
This document contains pre-bid questions and responses regarding a solicitation for electric equipment and transformer testing services. The solicitation seeks testing of main distribution panels, subpanels, electric circuit breakers, motor control centers, dry type transformers, and replacement of obsolete Square D breakers at the Veterans Healthcare System of the Ozarks facility in Fayetteville, Arkansas. One-line diagrams and equipment lists are provided to identify assets. Photos are also available for main distribution panels in Building 11. Minimum breaker amperage testing requirements reference VHA Directive 1028 and NETA standards. The work will be performed over multiple contract years as outlined in the response document and one-line diagrams. The solicitation was issued by the Department of Veterans Affairs Veterans Health Administration VISN 16.

1. Is Excel attached to the solicitation the complete list of all panels, subpanels, and electric circuit breakers (ECBs)?
· Attachment A, B, & C were included as an Excel file for main distribution panels. Additional equipment was included as PDF. Please see provided one-line diagrams for subpanels.
2. We are not sure what contract year to put any of the ATS’s in. If I had a single line, I could trace these to any upstream breakers.
· Please see provided one-line diagrams.
3. It mentions you want MCC’s tested, but I do not see a list of our quantity.
· The COR’s are only familiar with one motor control center in the chiller plant (Building 29) which would be tested in the Base Year and Option Year 3.
4. Device labels on attachments A through C are not always indicative of what the device is. I attached the sheet with my comments on which ones I didn’t think I knew how to categorize.
· Attachments A, B, and C identified main distribution panels.
5. Not a huge deal, but I’m not sure where to schedule one of the dry type transformers : T-A (multiple MDP listed)
· Option Year 2
6. Is there a minimum breaker amperage testing requirement? Typically, we only primary inject breakers 250A and up. We just want to make sure there is no president set.
· Please reference directive VHA Directive 1028 and NETA as specified in scope of work.
7 Regarding the solicitation documents surrounding VHS Ozarks, I’d like to inquire whether facility one-line drawings will be available. I understand there are currently equipment lists available, but the site drawings will assist us tremendously with how to approach outage coordination, as well as identify how equipment is associated with each other.
· Please see provided one-line diagrams.
8. Could we have pictures put out for MDP in Building 11 for each breaker?
· Please see provided photos.
9. The SQUARE D-PAF2036 breakers are obsolete, if SQUARE D does not offer an upgraded replacement would a certified refurbished breaker be an acceptable replacement?
· It’s the VA’s understanding that Square D does offer a “retro-fit” kit to replace the breakers with new.
