36C25624R0020 00011Is there an incumbent currently performing the work?
If so, what is the current contract number? No, there is no current incumbent for this requirement, nor is there any procurement history for this requirement. For more information, see federalregister.gov Document Number 2023-03013 "Change in Rates VA Pays for Special Modes of Transportation" A Rule by the Veterans Affairs Department on 02/16/2023.
36C25624R0020 00012According to pg. 38, Volume 2 - Technical Experience/Capability: it says "If subcontracting is contemplated, only prime contractor information is to be provided." Does this mean that if we as a prime, plan to hire subcontractors cannot use any of the sub's experiences or for example, pg. 38, Technical Subfactor 1: Licensing/Prior Experience letter d. Do we have to use our own experience from our own previous ambulance contracts?"If subcontracting is contemplated, only prime contractor information is to be provided." This statement means we are only asking for (and evaluating) the Offeror/Prime's information. You cannot state any subcontractor's experience/capabilities as your own. Volume 2 subfactors will be used to determine the Offeror’s (aka Prime Contractor) ability to successfully manage the full range of contractual requirements. The statement is pertinent to source selection and responsibility determination processes only. It does not dictate how you subcontract any work post award whatsoever.
36C25624R0020 00013Are we only allowed to sub out to Service-Disabled Veteran-Owned and Veteran-Owned Small Businesses, according to pg. 39 sec. 4 Volume 3 - Socioeconomic Participation? No, it does not affect your ability to subcontract out any work post award whatsoever. The full text regarding Volume 3 is provided in the solicitation, see VAAR clause 852.215-70 SERVICE-DISABLED VETERAN-OWNED AND VETERAN-OWNED SMALL BUSINESS EVALUATION FACTORS (JAN 2023) (DEVIATION). For subcontracting limitations see 52.219-14 Limitations on Subcontracting.
