About this file
This document is a draft Performance Work Statement (PWS) for Electrical Engineering Consulting services at the Alexandria VA Health Care System. The Electrical Engineering Consultant, acting as the Government's neutral party, shall provide services to ensure the proper integration and operation of the existing Caterpillar and ASCO switchgear systems, including witnessing testing and commissioning, providing analysis and recommendations to correct any operational issues. The key objectives are to ensure the two independent switchgear lineups operate together as a system to accomplish the desired sequences of operation, which are detailed in the PWS. The work is to be performed at the Alexandria VA Health Care System in Pineville, Louisiana. This PWS is related to a sole source contract opportunity under Solicitation Number 36C25624Q1270 for the Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 16.

Performance Work Statement Electrical Consulting Engineer for Caterpillar Switchgear Corrections Standby Generator Commissioning and Testing
1. General Requirement:
Electrical Engineering Consultant, acting as the Government’s neutral party, shall provide consulting services to ensure that all manufacturer corrections to the operation of the existing Caterpillar and ASCO Switchgear are fully coordinated and fully integrated such that the two independent lineups of switchgear operate together as a system and that both lineups of switchgear operate properly to accomplish the desired sequences of operation as described below and as recommended by the Electrical Engineering Consultant. Electrical Engineering Consultant shall witness the testing and commissioning of the ASCO and Caterpillar switchgear operation as a system, shall provide an independent analysis of the effectiveness of the system, and shall provide recommendations to correct any operational anomalies with the system.
The Electrical Engineering Consultant will full coordinate the following services between CAT and ASCO:
2. Scope:
A. The existing ASCO source transfer switchgear operation shall be corrected as needed to perform the following functions:
1) Continuously monitor the two existing utility feeders and provide source transfer between either or both of the two available utility feeders.
2) Upon the loss of both existing utility feeders, the ASCO source transfer switchgear shall provide a generator start signal to the Caterpillar generator paralleling switchgear.
3) Upon the availability of generator power on one or both of the two existing generator feeders, the ASCO source transfer switchgear shall provide source transfer between the generator and utility feeders.
4) Provide a user configurable time delay and priority for adding loads (feeder breakers) to the ASCO switchgear to stage the loading on the standby generators.
5) Provide a user configurable priority load shed scheme, including user configurable time delays, when generator frequency drops below a preset threshold until generator frequency is restored.
6) Upon restoration of one or both existing utility feeders, either the ASCO source transfer switchgear or the Caterpillar generator paralleling switchgear shall transfer the load from the generator feeder(s) to the utility feeder(s) using a synchronized soft transfer closed transition and, upon the opening of the generator feeder breaker(s), shall remove the generator start signal to the Caterpillar generator paralleling switchgear.
7) The ASCO source transfer switchgear shall otherwise function as originally designed as a source transfer switchgear between two utility feeders and two generator feeders.
8) All hardwired and electrical safety interlocks shall be retained or shall be replaced with comparable interlocks on the Caterpillar generator paralleling switchgear or Caterpillar controls.
9) All obsolete, failed, or otherwise nonfunctioning equipment/controls installed on the ASCO switchgear shall be replaced, upgraded, or removed as necessary.
10) User selectable system configuration between left preferred utility feeder, split bus, and right preferred utility feeder while maintaining full source transfer monitoring and switching capabilities.
11) If permitted by the local utility, provide the capability for a synchronized soft transfer closed transition load test of the standby generator system.
B. The existing Caterpillar generator paralleling switchgear operation shall be corrected as needed to perform the following functions:
1) Verify proper operation and configuration of the standby generator neutral grounding resistors.
2) Monitor the generator start signal provided from the ASCO source transfer switchgear.
3) NOTE: All source transfer between the generator sources and utility sources shall be initiated by the ASCO source transfer switchgear by ASCO controls.
4) Upon receipt of a generator start signal, the Caterpillar generator paralleling switchgear shall start the three (3) existing standby generators and shall synchronize and parallel the available standby generators to the switchgear bus and shall actively load-share the connected load between the available generators including both real power and reactive power.
5) NOTE: The transition between utility power and generator power shall be initiated by the ASCO source transfer switchgear by ASCO controls. This transition shall be a soft transfer closed transition, after which the generator start signal to the Caterpillar generator paralleling switchgear shall be removed.
6) Upon the removal of the generator start signal from the ASCO source transfer switchgear, the Caterpillar generator paralleling switchgear shall provide an adjustable cooldown timer initially set at 5 minutes to cooldown the standby generators.
7) Upon expiration of the generator cooldown timer, the generators shall shut down and the Caterpillar generator paralleling switchgear and the standby generators shall reset for automatic operation.
8) The Caterpillar generator paralleling switchgear shall otherwise function as originally designed as a generator paralleling switchgear for the three (3) existing standby generators.
C. The three (3) existing Caterpillar standby generators shall be commissioned, serviced, and tested to ensure proper operation as follows:
1) Provide start-up and commissioning services for the three (3) existing standby generators.
a. Remove the existing strainers from the coolant lines.
b. Provide new starting batteries.
c. Provide new air filters.
d. Change lubrication oil and filters.
2) Provide 4-hour continuous load bank testing of the existing standby generators. Load bank testing shall be not less than 50 percent for not less than 1 hour, not less than 75 percent for not less than 1 hour, and not less than 100 percent for 2 hours.
3) Provide consultation services for VA staff to develop a sequence of operation to manually start the three existing standby generators and to manually operate the ASCO switchgear to transfer all loads from utility power to standby generator power and back to utility power.
D. A functional sequence of operation shall be provided with the contract documents to be demonstrated for the normal and standby power systems. The functional sequence of operation shall include (at minimum) a test of the following:
1) Automatic/Standby Mode
2) Emergency Mode
3) Transfer to Emergency Mode
4) Load Management Mode
5) No Load Test Mode
6) Utility Fail Test Mode
7) Load shed Control
8) Generator Demand Priority Control
