About this file

This document is an amendment to a previous combined solicitation for a contract to provide preventive maintenance, corrective maintenance, and OEM parts and support services for histology lab equipment at the Michael E. DeBakey VA Medical Center. The solicitation number is 36C25624Q0763, with a NAICS code of 811210. The contract performance period is one year with four 12-month option periods.

The key details include: this is a total small business set-aside; all questions are due by April 26, 2024; offers are due by April 30, 2024; the contractor must be registered in SAM and SBA's VetCert website; the contractor must be able to obtain OEM parts and comply with the limitation on subcontracting; and the SOW has been revised and is attached. The amendment provides responses to vendor questions, including clarifying that preventive maintenance schedules will remain the same and that required software/hardware upgrades only apply if needed for optimal equipment operation, not just general updates.

DESCRIPTION

The purpose of this amendment is to provide responses to vendors’ questions and to provide a revised SOW.

QUESTIONS/ANSWERS

Question 1: Are all PMs due at the beginning of the contract?

Answer 1: No, the PMs will keep their current schedule. They are not all due at the beginning of the contract. Schedule can be provided at contract award if the vendor doesn’t already have it.

Question 2: Can you clarify the requirement for software/hardware upgrades on Page 6, Section 5C? Updates are available, but no contract provides for the upgrades of equipment/software at no additional cost. Being that this equipment is older, the manufacturer will not be releasing any hardware upgrades for it. Can this language be amended to remove the word upgrade and also allow for the updates to be done during normal business hours?

Answer 2: This is referring to if an upgrade/update is required by the manufacturer for continued optimum operation of the equipment. We are not requiring updates if the equipment is functioning fine as is or in lieu of replacing end of life equipment. Revised Statement of Work is attached.
