About this file
This document contains an amendment to a solicitation for medical recuperative care and housing services. The Overton Brooks VA Medical Center in Shreveport, AR requires a contractor to provide medical recuperative care and housing services within 25 miles of the facility. Services will include stabilization for Veterans discharging from the VA Medical Center and other medical facilities before and after hospitalization. The amendment answers questions received from offerors to clarify requirements such as levels of clinical staffing, occupancy rates, and the ability to propose an alternate interim facility location during construction of a new compliant space. It also specifies that drug testing may be used to discharge Veterans but is primarily a clinical intervention. The response deadline remains unchanged.

All other terms and conditions remain unchanged.

Contracting Officer
1. In the Statement of Work section B Background, it states that the contractor will not be required to provide detoxification or other acute level treatment. However, in Section C
III, d it states that particular efforts will be made for Veterans identified to be highly acute. Can you please clarify?
Answer: We will NOT provide detox services in the Medical Respite. We will refer veterans needing a higher level of care to appropriate treatment such as detox.
2. In the Statement of Work section C Services to be provided it states that a Registered
Nurse and a Licensed Practical Nurse on-site 24/7 to provide all medical related care needs and interventions. Are both disciplines required at that level of intensity?
Conversely, the QASP under Task # 4 Clinical Staffing states that a Program Nurse shall also be assigned to the program at least 35 hours per week designated to the
Recuperative Care Program. Can you please clarify?
Answer: The contractor will provide medical staff (LPN) 24/7 and Nursing care of an RN at least 35 hours a week. Contractor will arrange On-call medical provider (MD/PA/NP) coverage for orders between 4 pm and 8 am Monday through Friday. All day on
Saturdays and Sundays. Contractor must also solidify back-up medical provider coverage on dates that HPACT lead provider is on vacation, federal holidays, or on unplanned sick leave.
3. In section V f. Recovery, it states that drug testing may be used to discharge a Veteran.
Is this a typo since it later goes on to state as a clinical intervention to modify behavior.
Answer: YES, drug testing may be used to discharge a veteran. Not a typo.
4. In section V g. Occupancy, it states that it is expected that the contractor maintain a 85% occupancy rate but preferred rate of 90%. Can you please elaborate as we rely on the
VA for referrals and have no control over that process?
Answer: Contractor will maintain 85% Occupancy rate. Similar to all occupancy rates for
HCHV programs.
5. We are in the process of acquiring and remodeling a facility that will be responsive to the
Recuperative Care Model as well as other uses. However, this process would not be complete by the start date of the contract given construction, supply chain and other issues beyond our control. As an interim solution, we propose to co-locate the Medical
Respite at our current GPD location that is fully compliant with VA requirements within the context of the Statement of Work. This presents two questions: 1. We will not be able to co-locate females at this interim location given a mandate by the GPD program office because there are no physical barriers separating males from females. 2. Would the contract allow a move to the new facility if acquired, complete and inspected prior to use, and should that new, potential location be included in the initial Response to the
Proposal?
Answer: 1. Yes; and 2. Yes.
