RE: 580-23-111 Relocate Education SIM lab 2nd Floor B-125
See clarifications and site visit sign-in sheet attached. Proposal due date remains unchanged.
Tabitha Contreras Contracting Officer
1. The deductive alternates listed on the CLIN schedule do not match the RFI shown one the plans. Please confirm that the CLIN schedule is correct.
Answer: The CLIN schedule is correct and the deduct alternates are noted on sheet GI-001.
1. The Education SIM lab project plans do not appear to accurately reflect the existing conditions of the shell space. Listed below are some of the RFI that we have, but overall we would like to request that the VA review the plans/sheet notes to verify the requirements. The areas within the shell spaces are fairly clear, but the boundaries at the corridors and upstairs area are unclear with regards to the mechanical, electrical and DDC controls required as new vs existing.
Answer: The boundaries are the corridor walls to the suites. The area inside the suite is where this project is located. The construction outside the suite is already complete. Several items were noted and explained on the site walk through. The key items are the fire sprinkler system is already in place with upright heads and would require minor modifications, the fire alarm devices are already installed and would only need modified, the HVAC duct work (supply and return) are already run into the suite so this project would be to complete the work inside the suite. The security wiring is already in place inside the suite, electrical panels are installed including all the breakers. We would be turning over the entire 2nd floor at one time. The scope of the project is to finish out suites C and D. It was noted that the drawings included several that were for reference to help better understand the existing conditions and where you would have equipment connecting to them.
1. The mechanical schedules do not clearly show what new equipment is required vs what equipment is existing. Please provide a plan markup that shows only the new equipment required.
Answer: The new equipment is located within suite C and D only, all other is existing. See updated sheet M-602 for schedule information. Additional sheets are provided and noted for reference.
1. Please confirm that no new roof penetrations or repairs are required.
Answer: No new roof penetrations are required. The drain lines for the break room are already installed including the VTR. Reference 4/PL-101 for existing conditions.
1. For the break room deducts, will the electrical receptacles/circuits be eliminated in addition to the Millwork and plumbing?
Answer: The deducts will require the contractor to provide four (4) electrical receptacles in each breakroom.
1. Please confirm that no reframing will be required for the existing corridor walls separating the shell areas.
Answer: The walls are finished on the corridor side; HVAC duct and penetrations are already installed into the suite. This project would complete the electrical and data in the walls. The walls are open on the inside of the suite and will require gyp. Bd and finishes. Reference sheet AS-103 for existing floor plan.
1. Is there an existing vms surveillance and software that will support the new cameras, or will the head end devices be required? Please provide a riser diagram of the required components.
Answer: The existing system was designed and installed to serve the entire building so the existing head in device will not need changed. The only devices being added are those within the suite for Suite C and D. Cable is already installed in the space to the device locations (green), see attached Lvl 2 security plan for additional information.
1. Please confirm that no new work, racks, patch panels, etc will be required in the first floor server room.
Answer: The 1st floor is complete, and a separate IT closet is on the 2nd floor serving that area only.
1. Please confirm that the existing panel board server the elevator will support a new 200A frame breaker to supply the elevator equipment.
Answer: The existing panel can support a 150A breaker. The current elevator breaker is 100A. The panel current has some 200A and 250A breakers.
1. Does the VA expect a high level of floor grinding/leveling to be required for the new flooring?
Answer: No, we only expect normal site prep for flooring installation.
1. Please confirm that no new finishes are required in the 2nd floor corridors.
Answer: The walls are finished on the corridor side so no new finishes would be required as part of this contract. Reference AS-103 for existing floor plan.
1. Please confirm that the existing mechanical equipment has power already installed at each equipment location.
Answer: All the existing mechanical equipment has power, reference sheet EP-101.
1. Please provide a temp construction partition and ICRA plan.
Answer: Temporary construction barriers would not be required for this project. The stairwell doors can be secured on the stairwell side (free egress from the 2nd floor would remain). We will turn over the entire 2nd floor so no others would have access. The 1st floor will be occupied during the construction. Walk off mats would be needed in the stairwell. The elevator can be taken out of service when you are not using it and off at night.
1. Will negative air be required? If so, please provide a location for negative air discharge.
Answer: Per discussion with infection control, negative air would not be required. If we did see a need we have an exhaust system in the HAC or we can connect to the HVAC return and switch the unit to 100% exhaust and outside air.
1. Structural plans are referenced in multiple locations in the architectural plans, however no structural drawings have been provided. Please provide plans and details for any structural scope that may be required.
Answer: Building structure is existing, no structural work included on the project.
1. Please confirm that the electrical room is complete and will not require a sealed concrete finish as shown on the finish schedule.
Answer: Correct, 2nd floor electrical room is complete. Finish schedule only applies to the spaces within the suite.
1. Please confirm that no exterior windows are required for this solicitation.
Answer: Exterior windows are existing, sheet AS-800 was provided for reverence and locations and sized for window blinds referenced on the finish schedules.
1. Please confirm that the contractor is not required to provide or install any systems furniture.
Answer: Correct, system furniture was provided for reference only.
1. Will the contractor be allowed the use of the elevator?
Answer: Yes, the VA has the pads for inside the elevator.
1. For bidding purposes, please provide a lay down and dumpster area to be used for this project.
Answer: A dumpster, storage container and lay down aera can be located in the corner of the parking lot for Building 125. Reference site plan on sheet GI-101. Contractors can park in this lot furthest away from the building.
1. Please confirm the working hours of construction.
Answer: Contractor should plan to work the VA’s normal work hours from 7:00 am to 4:30 pm since a VA employee must be present in the building during construction. There may be times the contractor can work earlier or later, but that must be coordinated with the COR and approved beforehand. Work outside of the normal VA working hours will be at the Contractor’s request and at no additional cost to the VA.
1. Will the main entrance be allowed to be shutdown for an extended period of time to replace the storefront doors with swing doors?
Answer: The entrance can be shut down, but we will want to minimize that amount of time mainly for building security. If the sliding door is removed and the new store front not installed then a security barrier will need to be installed to secure the building.
1. Will new in floor data/electrical receptacles be required to be cut into the floor, or are these existing?
Answer: No floor boxes are located within the suites. Only wall plates.
1. For the deducted copier rooms, will all electrical receptacles/circuits be omitted as well, or just relocated to the nearest existing walls?
Answer: Install 2 receptacles, one on the exterior wall close to the location shown on the plans and one on the wall that is common to the electrical or data room.
1. Are there existing communications sleeves installed between floors?
Answer: Yes, but they are full. All the main fiber and copper has been run into the Telcom room from the 1st floor.
1. Is all of the telecom riser/ fiber optic, twisted pair copper cabling already installed from the first to 2nd floor Telecom rooms? Please provide a new riser plan and equipment schedule for the 2nd floor data equipment that will be required.
Answer: Yes, see response to question 24. A new rack meeting the requirements will need provided and installed. The existing rack will need removed.
1. Will new ups equipment be required for the 2nd floor data racking?
Answer: The existing rack that is to be removed has an ups but a new unit will be required with the new rack. See response to question 25.
1. Is a main ground bar MGB already installed on the 2nd floor for bonding of the telecommunications system?
Answer: Yes, the 2nd floor IT equipment is in use for the conference room located on the 2nd floor.
