About this file
This is an amendment to a solicitation for replacing air handling units (AHUs) and chillers at two Department of Veterans Affairs medical facilities. The amendment provides clarification on recent questions submitted by offerors. It states that the agency is open to a partial notice to proceed to allow general contractors to begin administrative work in preparation for construction. It also clarifies that AHU replacement work at some locations can be performed during normal business hours provided infection control risk assessments are in place, but hallway work may need to occur after hours due to patient traffic. Additionally, the amendment confirms that Siemens is an acceptable control system manufacturer but that the existing system needs replacement. It specifies temporary spot cooler size and connection requirements during equipment replacement.

The purpose of this amendment is to provide additional clarification regarding recently submitted RFI responses.
Please see the RFI Clarifications on page 2 of this amendment.
08-31-2023
The VA would like to provide additional Clarification regarding recently submitted RFI responses:
The VA is open to providing a partial NTP to permit General Contractor (GC) an opportunity to begin their submittal process and other administrative duties in preparation for execution. Upon VA approval of AHU equipment selection, lead time on deliverables that impact Period of Performance can be adjusted accordingly. Once the GC receives a confirmed delivery date for the AHU equipment, a construction NTP can be provided giving a four (4) week buffer before the scheduled delivery to coincide with the initial Period of Performance of 26 weeks for the construction phase.
Regarding contractor working during facility normal business hours. The AHUs at JLM are on the roof penthouse and the 3rd floor mechanical space. The AHUs at NLR are in mechanical spaces within the medical facility and some mechanical spaces are in hallways and they can have ICRA barriers around them for an active construction space. These can be handled during normal business hours. Depending on how the contractor sets up his ICRA barriers, this work should not interfere with facility operations. Some Hallway work may need to be accomplished after hours due to patient traffic in some of these hallways.
Clarification of DDC Controls with existing system: (Siemens and Trane). Siemens is an acceptable manufacturer and supplier. The front-end computer and software need to be the current Siemens control system, but the current CAVHS existing system is no longer updateable/expandable for our needs (in both NLR and JLM.) The cost for the new front-end items shall be included in the proposal.
Temporary Spot Coolers size: Spot coolers should be similar to the size of the units being removed until the new units are ready to install. The spot coolers should connect to the existing ductwork to provide the correct dispersion pattern. In some of the mech rooms we have multiple units in the say room. We can tie the ducts together with a cross over to supply air to the unit that is down.
