Contractor Question

Government Response

N/A Where do I sign on B.A.A? The solicitation stipulated that offerors/contractors “Complete, sign, include, and submit as part of quote/offer:

“Business Associate Agreement (BAA)” however it was not specifically annotated where the signature should be provided. To be more specific offerors/contractors should complete and sign the signature block area on page 5 of the agreement.

N/A How do I fill out the tabulation tool. The solicitation stipulated that offerors/ contractors do the following: “As part of VOLUME 2 – PRICE Volume offerors/contractors are required to complete and submit the spreadsheet entitled “Pricing Tabulation Tool.” In the spreadsheet offerors/contractors need to fill in blocks C5-C9, C13-C17, C21-C25, C29- C33, and C37-C41 with their unit pricing for each respective CLIN. The corresponding amounts in Block D will self-populate once pricing has been entered as formulas have been built into the spreadsheet.

N/A How do I fill out the pricing/volume chart? For each respective CLIN in the Price/Cost Schedule offerors/contractors need to complete the Unit Price and Amounts blocks with their proposed pricing for each line item requested for the performance periods indicated. The amounts in the Price/Cost Schedule must mirror the amounts in the Pricing Tabulation Tool spreadsheet.

N/A What does “Hired Car” mean on pricing/volume chart?

“Hired Car” was not specifically defined in the solicitation however a hired car would be a car/vehicle/automobile that an offeror/contractor would obtain, rent, or otherwise utilize for a short period of time to execute services under this contract (i.e.

to pick up a patient to transport to and from a medical appointment at an associated VA facility).

N/A I am not a SDVOSB, or a Veteran. Can I still apply for this contract? However, my business is registered under sam.gov.

No. Offers/quotes shall only be accepted from eligible, SDVOSB offerors/contractors as defined by the solicitation. Please refer to page 2 of the solicitation which states the following: “This solicitation has been set aside 100% for Service-Disabled Veteran Owned Small Businesses (Total SDVOSB Set Aside) who meet the following conditions: 1). Be actively registered and appear in SBA VetCert https://veterans.certify.sba.gov/ as a Service-Disabled Veteran Owned Small Business (SDVOSB) and 2). Meet the small business size standard requirement for the applicable NAICS code for this procurement (485991 - Special Needs Transportation / Size Standard of $15 million). Offerors/contractors who are SDVOSB’s in (or as part of) a joint venture agreement must appear as a joint venture entity in the System for Award Management (SAM) database.”

Paraphrased Question: Is this acquisition solely for Emergent Transportation or is this acquisition for Non-Emergent Transportation whereby a veteran would be picked up and dropped off at their appointment under non-emergency circumstances?

This acquisition is NOT for a future ambulance contract, and it is noted that Basic Life Support (BLS) and Advanced Life Support (ALS) (which would pertain to an emergency related ambulance contract) were removed from the solicitation and the Performance Work Statement. In the Performance Work Statement (and in other areas of the solicitation) the government states that they are seeking the following services “Non-Emergency, Patient Ground Transportation Services”
