1. Question: Is this project tax exempt? If so, will the government provide a tax exempt form to the awarded contractor so that they may provide it to their subcontractors?
Answer: The government’s tax exemption does not pass down to contractors per FAR 29.303.
However, contractors can follow their state codes and may receive tax exemption per FAR 29.305.
2. Question: The contract documents do not indicate any requirements for fire alarm and fire protection work. Please confirm this is accurate.
Answer: There are no fire protection system component modifications/repairs during this project.
3. Question: Please confirm that one person can serve as the Superintendent, QC Manager and Safety Manager as long as that one person meets the qualifications for all required positions.
Answer: Yes, one person can serve as both superintendent and QC/Safety manager as long as they meet qualifications for each position.
4. Question: Please confirm that there is only one phase (Phase I) and therefore all work for the entire contract can take place during regular business hours.
Answer: SOW Section 2.m and Section 7 specify phasing. Section 7.a specifies that some work will require a hospital steam outage and that the steam outages will take place on weekends. Also see sections 7.b, 2.e, 2.m, and 2.o for more details.
5. Question: Is the Contractor responsible for relocating any end-user items? If so, please identify what items Contractors should expect to remove/relocate. Also, please state where/how far these items are to be relocated too during work.
Answer: No.
6. Question: Are there any requirements for any temporary utilities, such as water, sanitary/restrooms, heat, cooling, electrical/power, etc., for this project?
Answer: The contractor is not required to provide any temporary utilities during this project.
7. Question: Under Volume I, Past Performance, please confirm that “substantially complete” is defined as greater than 50% complete.
Answer: Substantially complete means greater than 90% complete.
8. Question: Please confirm that to satisfy Volume I, Past Performance, Offerors are to submit project write-ups addressing the 1-9 items stated in the RFP and that NO CPARS or PPQs are to be submitted with the project write-ups.
Answer: Confirmed.
9. Question: Because pricing comes in at the last minute most times, would the GOV consider allowing Offerors to submit the cost breakdown after the proposal is submitted, but within 24 hours? This would give Offerors time to finalize their pricing and submit the proposal, then complete the detailed cost breakdown table for VA review.
Answer: No. Offeror shall provide the breakdown with their electronic proposal submission prior to the solicitation closing time. This breakdown is to be used to determine price reasonableness.
The awardee will not be required to use this breakdown as their schedule of values after award.
10. Question: While the bid bond original is required to be mailed and delivered to the VA prior to bid due date, are Offerors to include a scanned copy of the bid bond in their Price Proposal too?
Answer: Yes.

11. Question: If Offerors have completed and updated SAM.GOV Reps and Certs, can that satisfy item #4 in the Price Proposal and therefore no Reps and Certs within the RFP is required to be completed and included in the price proposal volume?
Answer: Offerors shall submit a copy of their most recent Reps and Certs.
12. Question: Please confirm that the resilient fireproof caulking can be inspected by the Prime Contractor and does not require a third-party inspection.
Answer: No fire/smoke barriers should be penetrated during this project. The COR will inspect all work, including anything that affects a fire/smoke barrier.
13. Question: Are the steel support stands being reused for the new system? If so, will the new equipment and pipe fit within the existing stand?
Answer: It is anticipated that all new equipment/items will be very similar in size to the existing equipment/items. The existing support systems should be more than adequate for new equipment/items and shall be utilized. No new support equipment/stands are anticipated.
14. Question: Please confirm one system must be working at all times.
Answer: This is a busy hospital and normal hospital operations must be maintained. Adequate hot water and steam must be maintained by having at least one heat exchanger, one branch of the pressure reduction station, and one pressure powered pump system working at all times, except during a scheduled steam outage. Some steam outages will be required and will be scheduled on weekends as noted in the answer to question 4. See SOW sections 7.a, 7.b, 2.e, 2.m, and 2.o.
15. Question: Will our electrical subcontractor be able to utilize their own LOTO (Lock Out Tag Out) system or will the VA provide guidelines to follow?
Answer: The COR/VA will LOTO any necessary devices as needed. The contractor shall also add their lock to the VA lock to ensure worker safety.
16. Question: Where is the location for the overcurrent device/breakers for each exchanger?
Answer: Electrical power for the large mechanical room where the heat exchanger system is located is in an adjacent electrical room approximately 50 feet away from the heat exchanger system.
17. Question: Will there be any requirements to replace any existing corroded or damaged conduit, fittings, or other related items?
Answer: Items needing replacement have been specified in the SOW.
18. Question: Please confirm that Commissioning is not required and/or if required will be provided by the VA.
Answer: Commissioning is not required.
19. Question: We can not locate any specifications for this project. Please advise is specifications will be issued or will the provided documents be the sole contract documents for this project once awarded?
Answer: See Statement of Work paragraph 10.
