Answer

1.

Current lead times on the new fan coil units are approximately 20 weeks, it could be longer. That will be a problem since there is a 180 day timeline, will they extend the timeline and allow for the long lead times?
Period of Performance (POP) will be 270 calendar days from issuance of the Notice to Proceed.
2.
Page MP102, “FCU 2nd Floor Plan”
Rooms 205A, 205B & 208 indicate 3 units in each of these areas needing

replaced. Page MP105 “FCU Schedule” only indicate 2 each units needing replaced, are we replacing 3 units in each room or 2 units each room?

Contractor must furnish and install a total of three (3) new FCUs - two (2) FCUs (FCU205A-04, FCU205B-04 in Room 205A, one (1) FCU (FCU205C-04) in room 205B) and a total of three (3) new FCUs (FCU208A-04, FCU208B-04, FCU208C-04 in room 208). See Drawing Number: MP102, Drawing Name: FCU 2nd FLOOR PLAN, dated 11/22/20 and Drawing Number: MP105, Drawing Name: FCU SCHEDULE, Revision 1 dated 7/19/22.

3.

Does the VA want us to change the current supply steam valve to the tube in shell heat exchanger to gain tighter control of the heating water?

Yes - Contractor must furnish and install two (2) new Honeywell V5011 series or equal steam supply control valves with Honeywell ML7425 series valve actuators or equal (one with 1/3 capacity and one with 2/3 capacity) to replace one (1) existing steam control valve and actuator.

4.

Does the VA want us to hook up the two wall pack units in the electrical room, or is someone else doing that?

The two (2) wall pack units located in room EB1 XFRMR will be installed by others.

5.

Is the VA open to the Contractor rearranging the piping distribution systems in MB1 PUMP room to allow better serviceability?
Yes - the Contractor may submit to the Contracting Officer’s Representative (COR) a drawing showing the Contractor’s proposed piping distribution systems in MB1 PUMP room for consideration and written approval by the COR, all at no additional cost to the government.

6.

No equipment shut-off valves are shown or specified for each of the FCUs chilled water and hot water supply and return piping. Does the VA want shut-off valves on each FCU chilled water and hot water supply and return piping?
Yes – the Contractor must furnish and install new full port ball shut-off valves for each of the FCUs chilled water and hot water supply and return piping (Total of four (4) shut-off valves per FCU.). Shut-off valves must be NIBCO, Model Number: S585-66LF threaded with NIB Seal Handle or equal and installed above the ceiling or in the crawl space for all FCUs.

7.

Are all the hot water and chilled water piping to be replaced in Building 4?
No - the hot and chilled water piping outside MB1 PUMP room must remain. Contractor must replace all piping systems in MB1 PUMP room (existing domestic potable hot water system must remain).

8.

The plans call out electrical and mechanical work but do not call out any millwork, painting, framing, and flooring work. The specs however call out these items. Are these items apart of the project?
Reference the SOW, I. General A. Any provision or partial provision of the Contract drawings, specifications, documents or requirements that is not consistent with this SOW will be null and void only to the extent of the inconsistency. All other provisions or partial provisions of the Contract drawings, specifications, documents, or requirements remain in full force and effect.
