1. Question: The “PROPOSAL SUBMISSION REQUIREMENTS” section of the Solicitation provide explicit instructions for “Volume II Price - Solicitation - Offer - Award Documents Submission Requirements”, however no instructions are provided for Volume I – Past Performance outside of those criteria listed within the “EVALUATION FACTORS” section. Was this an intentional omission by the government? Or does the government have specific instructions for the preparation Volume I – Past Performance as it provided for Volume II Price - Solicitation - Offer - Award Documents?

Answer: Volume I will consist of your firm’s responses to the evaluation factors only.

2. Question: In 2020 there was an amendment titled Attachment 1 that highlighted all of the walls in the hallway. The instructions were to continue the framing to terminate to the deck above. Investigation reveals that multiple electrical lines, conduits, and ducts are running parallel to this wall. There are also conduits centered and run parallel directly over the top of this wall. During the site visit, the COR mentioned that this physical security requirement may not be required. That additional work requirement made the budget increase beyond the magnitude range. Our suggestion is to leave it as is. Any work above the ceiling will be very expensive and will not be cost effective. Will the VA please clarify if they want this work, a version of it, or leave it as is?

Answer: None of this work is included in this project.

3. Question: Does the VA want all of the steel decking, not just the structural steel, to be completely finished with spray-on fire proofing?

Answer: Drawing Sheet AD101, Note G is revised to:

PROTECT EXISTING FIREPROOFING TO GREATEST EXTENT POSSIBLE

DURING PROJECT. ONCE DEMOLITION IS COMPLETE, CONTRACTOR

SHALL REPAIR ALL DAMAGED FIREPROOFING AND RESTORE MISSING

FIREPROOFING TO MATCH EXISTING RATING(S).

4. Question: Between rooms 7E-111, 7E-112, and 7E-112A, we noticed some irregularities in the floor, and it was not level. Does the VA want/need a leveling compound installed to solve the unevenness of the floor?

Answer: Leveling compound is required see project specifications 09 65 19-4 paragraph 2.8 Leveling compound for concrete floors.

5. Question: On drawing number IN101, the graphic legend specifies that the LVT should be 6" x 48"; however, the specification on page 09 65 19-4 calls for 5" x 36" and 1/4" thickness. Please clarify which of the LVT specifications is required.

Answer: Follow Specification 09 65 19-4. Additionally, material can be either 6” x 48” or 5” x 36”. Also, material to be minimum ¼” thickness with 20 mil wear layer and aluminum oxide finish.

6. Question: Will the contractor be allowed use of the elevators?

Answer: Yes

7. Question: The statement of work scope 1.4 item 1 lists “Double glazed windows are failing. Many with fogged panes and failed window seals. Replace all. Floors G-3=916 2x4 windows; Floors 4-8=2060 2x4 windows. 23808 sf total.” Question- is this scope to be included as part of this solicitation? Pease provide plans for this scope as required.

36C25622R0041 0002

Answer: Contractor is responsible for only the 7th Floor windows that are in the work area. See attached revised SOW dated 3/2/22 that removes paragraph 1.4.

8. Question: The statement of work scope 1.4 item 2 lists Replace T12 fluorescent lamps and HID lamps in Utility rooms with T8 lamps and electronic ballasts or LED lighting.

Please confirm which specific rooms that are required to have this scope included.

Answer: None required in this project. See attached revised SOW dated 3/2/22 that removes paragraph 1.4.

9. Question: Is there a warranty for the existing roof? Please provide contact information for the vendor that holds the warranty.

Answer: There is no current roof warranty. The original installer was Tremco of Beechwood, OH (1-800-852-6013). The contractor is responsible to patch with the same material and methods as the original.
