About this file

This document contains questions from the Department of Veterans Affairs regarding a solicitation for design and construction of an above ground potable water storage tank system at the Overton Brooks VA Medical Center in Shreveport, Louisiana.

The solicitation requests design and construction period services to replace the existing underground water storage tanks with a new above ground potable water storage tank system capable of sustaining the hospital's domestic water consumption for up to 10 days without disrupting supply. The new tank system is to include water treatment, softening, monitoring, and alarm systems along with a climate controlled mechanical building to house ancillary equipment. Interested firms must address experience requirements and evaluation criteria in their Standard Form 330 submissions, with a maximum of ten pages of additional narrative, by February 14th, 2022 for consideration. The period of performance for the awarded contract is 180 days from notice to proceed.

36C25622R0034 – Above Ground Potable Water Storage Tank System

1. Are there currently two (2) full demand water service connections to the campus feed? (Physical Security and Resiliency Design Manual – 8.2.1.2 Water Service No. The tanks are feed by one 6” water line from the City (Youree Drive). Project shall not address design requirement.

2. Does this project include a standalone generator? (8.5.1) No, however the new tanks shall be on emergency power.

3. Does the VA want to use 10-day storage capacity as the design criteria? The PS&R DM requires a minimum of 96 hours for water and generator fuel storage.

96 hr is adequate.

4. Per section 8.5.2.1.1 – Potable Water: Does the VA have an estimate of the maximum number of people that will be on site on a given day during an emergency that requires the use of stored water.

We pulled the monthly water statements from the City for the past 3 years, our average daily water consumption is 144K gallons.

5. Are the underground storage tanks that are to remain and be used for fire suppression operations only adequate to meet the requirements of PS&R DM Section 8.5.2.1.3?

That is our preference, however the AE shall determine the most cost effective and feasible option

6. Per Annex to Chapter 8 of the PS&R DM Section A-8.5.1 Requirements, does the VA want to use VHA Directive 1061 dated August 13, 2014, or the most recent version dated February 16, 2021? The more recent version indicates that the August 13, 2014, version has been rescinded.

February 16, 2021

7. In accordance with Annex to Chapter 8 Section A-8.5.2 Storage Volume Criteria, has the VA developed an Emergency Water Supply Plan (EWSP) in accordance with the “Emergency Water Supply Planning Guide for Hospitals and Health Care Facilities developed by HHS, AWWA and the CDC? No If so, will a copy of that be made available for inclusion in the Project Basis of Design. If not, is the development of an EWSP to be included in the scope of work for this project? No

8. Is an existing P&ID available for the existing pump/piping system to the underground storage tanks?

The incoming water line feeds both tanks with pressure reduced valve backflow preventor assembly on the bypass of the storage tanks to feed into the water and fire distribution pumps.

9. Scope states that tanks are to be capable of being drained and cleaned without interrupting water supply to the hospital. Does the design need to have the capacity for 10 days consumption while a tank is being drained/cleaned or can the capacity be less than 10 days while a tank is out of service (Assuming multiple tanks will be required). No

10. Will these tanks require freeze protection? Freeze protection should be considered for any exposed piping and valves

11. Are there any drawings of the existing system that can be provided? Yes

12. Section 3 – Submittal Requirement: First paragraph states that the SF330 should be submitted via email to Kaitlyn West. Section 3b states in all caps that fax and/or email submissions will NOT be accepted. Please clarify if email submission is allowed.

The direction in section 3b is a typo. Only email submissions will be accepted.
