Questions and Answers

1. Is the VLogic product currently being used in any of the VISN 16 medical centers? Yes, Shreveport currently has VLogic.

2. Is the VA open to an equivalent product? Yes, provided an equivalent product can fulfill the requirements of this contract completely.

3. Is it anticipated that the VA end-users will be accessing the as-built drawings on an external cloud hosted server from inside the VA Enterprise Network? If so, must the cloud-hosted solution be Fed Ramp compliant? This solicitation effort does not require the cloud-hosting at this time. The contractor will develop and provide accurate as-builts in AutoCAD format.

4. It is difficult to interpret how much field verification will be required in Task one. There is discussion of existing CAD plans, but it is also stated that the VA cannot guarantee the accuracy of these plans. Please clarify how much verification of floorplans/creation of new plans will be required. This is an important distinction for pricing purposes. Complete verification of the space is required. The stations can provide what they have currently with respect to as-builts, but these are not accurate and some as-builts they do not have. Every space/room will need to be surveyed. Room size (gross SF), room number, space type and door location & swing will be collected and documented on new AutoCAD as-builts. Space calculation shall be consistent with the VA’s CAI Database space categories and entered accurately into the CAI Database. Accurate as-built drawings in AutoCAD format shall be provided with space type, room number, gross square footage, door location and door swing for each room/space.

5. Is there a requirement to automatically compare old and new as-builts and highlight the differences? New accurate as-builts Auto-CAD drawings are a required deliverable.

6. Is a direct interface with the CAI database required? YES, if so, what are the sub-contractor requirements to gain access to the resources needed to get the interface in place (BI clearance, Administrator NMEA ‘0’ account privileges, CAG access, ERA certification, TRM certification)? Yes, this is the contractor’s responsibility. The contractor will facilitate the updated in the CAI database. Contractor will be required to gain access to the database for updates.

7. Would there be an additional requirement to interface the CAI database with each facility’s asset management system? If so, which of the VA systems would need to be interfaced and what is the breakout per campus (e.g., AEMS/MERS, Maximo, DMMLS)? CAI database only. Drawings will need to be in AutoCAD format.

8. For the graphical query and adhoc schedule creation requirements: Do the as-built drawings that VA is providing have existing boundaries (closed polygons) around all spaces and linked to external databases (NO) or will the boundaries (e.g., site, building, floor, room, corridor) need to be created (YES) and manually linked to external databases (if required to meet the intent of this contract)?

9. Please clarify the RFP criteria that makes up Gross and Net Square footage. CAI database requires space to be input as Gross square footage.

10. Is there a specific format/platform (Oracle, etc.) required for the CAI database, or is the contractor free to select the database system used? Are there any VA specific requirements that must be met for the database? Unsure of the platform or how a contractor would access the CAI database. This is the Contractor’s responsibility. Contractor to determine, facilitate and provide for those requirements.

11. The solicitation states the database shall be a “multi-user, multi-tasking stand-alone system supporting multiple users in organizations spanning many buildings and sites.” Will data for all eight locations listed be stored and managed in the same database? Cloud-based access to a database is not a part of this contract.

12. It is assumed that personnel (VA and Third-party) at each of the eight locations will need to have access to the database. Will there be any parties at locations outside of the eight locations listed which will need access to the database? Cloud-based access to a database is not a part of this contract.

13. Will the contractor be responsible for managing access to the database, or will someone within the VA take on administrative control of the database to perform key functions including, but not limited to adding new users, removing users, updating passwords, etc? Contractor will maintain the AutoCAD drawings and maintain updating the VA’s CAI database for each station as changes are made. Contractor will provide updated AutoCAD drawings when changes are made.

14. Will the VA accept a web-based database? If web-based is acceptable, can it be accessible via the internet, or will it need to live behind a VA firewall on an intranet? Cloud-based access to a database where the drawings are stored is not required or a part of this contract.

15. Will the VA provide standard requirements for information security that must be met for the database? Cloud-based access to a database where the drawings are stored is not required or a part of this contract.

16. Are there specific standard report types required for the CAI database? Contractor shall be familiar with CAI database specific standards and reporting types/data. This is a contractor’s responsibility.

17. Where will the database ultimately need to reside? On a VA server, contractor provided server connected to the VA network, etc? If a contractor provided server, will the server need to reside on-site at a VA facility? Cloud-based access to a database where the drawings are stored is not required or a part of this contract. Cloud-based access is not required. Contractor will field verify space data, develop accurate as-built drawings in AutoCAD forma and provided those files to the VA. As changes are needed, the contractor will update the drawings, update the data in the CAI database and provide revised AutoCAD drawing files to the VISN and stations.

18. Please confirm the extent of the scope for updated drawings is limited to maintaining updated floor plans with room names, usage info, and square footage only and excludes other architectural information such as Reflected Ceiling Plans, Finishes, Wall Types, Fire Ratings, Door information, Life Safety Plans, etc. Correct, however, the drawings shall indicate door locations and swing on the AutoCAD drawings.

19. The table on page 6 of 50 indicates that a new CAI database is not required for the Shreveport facility but does indicate a requirement to update and maintain the drawings and the databases on an on-going basis. Is there an existing database already in-use for Shreveport that the contractor will be required to maintain and update? YES, or is the requirement for Shreveport only to maintain and update the drawings, but not develop a database for this location? Yes, Shreveport’s information has previously been accomplished, but requires updating and maintenance of the AutoCAD drawings and CAI database data. If your system does not match up the Shreveport’s existing VLogic data, then you will need to recreate it to facilitate your system.
